Definitely a GAN, look at the neck thing specifically (it's messed up), the skin blends into the fabric, another common characteristic is the lines between hair and eyes not being clean, etc.

The resolution looks to be the same before he started upscaling them on TWDNE so another point for that.

Yes, it's definitely one of my TWDNE faces. I would recognize those 'necklaces' anywhere. Sorry, OP. (If you want more like that, there's some prototype code for 'encoding' a face back into the original latent code and then doing manipulation of it to change various aspects.)
