Two men charged with delivery of designer drug

Two Algoma men are due in court this month after federal authorities intercepted a shipment of the designer drug ecstacy bound for one man’s home.

Joshua J. Savoie, 21, and Soren J. Paape, 17, were arrested July 11 on charges related to the alleged manufacture, distribution or delivery of designer drugs in excess of 50 grams. The arrests were the result of investigations by the U.S. Department of Homeland Security, which determined a package destined for Savoie’s residence contained approximately 106 grams of a powder MDMA (ecstasy).

According to the criminal complaint, Algoma Police Department made the arrests after the Wisconsin Department of Criminal Investigations received a report from the Milwaukee Homeland Security Investigations office regarding an intercepted package from a man named Paul Frank from Berlin, Germany.

The label on the package indicated that it contained trading cards. Through what authorities described as normal and lawful customs evaluations, the package was X-rayed and found to not contain trading cards. The package was opened by customs, found to contain a substance identified as MDMA and weighed at 107.2 grams.

That equates to more than 1,000 doses, uncut, with a street value of $10,000 to $20,000 for a 100-mg dose. Based upon Savoie and Paape’s statements to police, the MDMA would have had a value of $20,000 at $20 per capsule, the complaint said.

Wisconsin Statute 961.41(1)(hm)4 defines the crime as a Class C Felony and upon conviction, the alleged perpetrators could be fined up to $100,000 or imprisoned up to 40 years or both.

At noon July 11, the package was delivered by a U.S. postal inspector to a man who identified himself as Joshua Savoie at the address of 510 N. Fourth St., Algoma, the complaint said. Savoie was arrested afterward, and a search warrant was executed at his residence.

According to the complaint:

• Savoie admitted that he knew the MDMA was being sent to him, and he stated that Paape had asked him to have it sent to his house in exchange for a payment.

• Savoie stated that Paape ordered the ecstasy through a website called Silk Road, and he also stated that Paape had used the site of multiple occasions to order marijuana and ecstasy. Savoie stated Paape had ordered ecstasy two times before in March and April.

• Savoie also admitted to trying the MDMA from the first batch, and selling 30 to 60 MDMA capsules for Paape. Savoie stated that Paape sells for himself along with a relative from Sturgeon Bay.

• Savoie said that Paape had put the purchased MDMA into capsules he bought from Amazon.com. Savoie also stated that Paape buys the MDMA with his computer and brings Savoie capsules to sell in his silver Ford Mustang.

Paape was arrested later that day after his residence at N8272 Maple Court, Algoma, was warranted for a search. His bedroom was searched and $390 was found that was determined to be likely to be derived from previous drug sales, the complaint said. The money along with Paape’s 1990 Ford Mustang were seized by the Kewaunee County Sheriff’s Department.

Upon examination of Savoie and Paape’s phones, there was evidence that Paape was waiting for the package to arrive. Text messages between the two were coded and talking about receiving a pair of sunglasses. Savoie admitted they were talking about the package of MDMA and Savoie was getting nervous because the package had not been delivered.

Paape is scheduled for a preliminary hearing at 10 a.m. Sept. 20 at the Kewaunee County Courthouse before Judge Dennis J. Mleziva. Savoie is scheduled for his initial appearance at 2 p.m. Sept. 12 at the Kewaunee County Court House, also before Mleziva.
