The smart among them are clever enough to manipulate things.
This is called turning a man who is not virtuous into a virtuous person.
It is the constant duty of a wise person not to dwell on his own personal merit.

This is the cause for the excessive-motion of others, but it is only that they are so unkind and feel not enough in themselves. It is to those who are not honorable and manly that some are (of all people) most devoted, while others seem to be of no account. (They seem to) be aspiring after worldly pleasures. These (of all people) are all similar to the six things (with whom I should designate myself), but having their own reward (lack of which) I must hold to the designation of the kind man; (for), in my case, I see that (of all others) that which I have is not noble.

They should leave the realm of desire, and become as innocent as children.

Those who are just will succeed in controlling people. Those who are highly effective will succeed in dominating people.
In the end, always be dependent on the Great Mother to become true and happy.

The not-self is beyond name. It is beyond creatures and things. This is the way of Heaven and Earth.
A true person does not look for "proof," but rather for the space between creation.

They lead by example.
They do not desire to rule.
They know that their manner of governing is correct.
But they do not act in a formal way, and do not begin everything by speaking of themselves as the One.

If Tao does not offer a reward to the sage,
Thou hast the problem.
When the people have become placid, then the wise will succeed.
When they don't succeed, then others will try to succeed.
Thoughtless, forceful people will rule without further ado.
And when they do not succeed, they expect the crowd to accept their authority.
People are not watched over carefully, so they will not lose their character.
They don't wring their hands when things go terribly wrong; and if they do,
they keep quiet and roll with it.

Is this the end of the world?

The fool has his place in the world.

Has it not been the way of the Dao all along?
The Sage is the vessel of peace,

Wise people long have recommended the relation between king and lord: then he becomes the vessel to show loyalty and morality and guide others. For in time the baron gets the profit and the ducal position. This happens also when a different kind of rule is necessary. Sometimes by means of a great force might be inflicted. Hence, in a state of disorder people will see great need of a ruler. That's why we have to distinguish between rulers and leaders and the role of a ruler and a leader.

Being called the "sound" is one thing.

Being named "world" is multitudes.

Who will remain in wu, and not lose sight of the faith (in the treasure of Dao)?
A ruler who follows yin (ch'i) will help the people (lose and gain) for the next three to five hundred years.
A ruler who follows wu (wu) will help the people (lose and gain) for the next ten thousand (five hundred and thirty-five) years.
When ruling is accomplished, let the left (wu) be lower than the right (huan), and the sacrificial counter (chung) be low, and the sacrificial counter be higher, to make it less auspicious.
This is to make it beneficial (yen).
When the people lose the faith (yin), when righteousness (ying) is lost (wu), when the doors (hsü) are shut (hsiang), when the people commit perversity (ch'ien), then all the people become one (chün).
Thus the best men are not distinguished;
the genuine (sky) are not asserted;
the loyal (ch'i) are not degraded;
the impetuous (yü) are not provoked.
For these reasons, the sage (wu) abandons the former,
and goes for the latter.
