The TAO master acts, but is not absolute, and this is why he is one of the most powerful people in the world. He does not use strength to grab power, he uses it to master.

The Awakened One considers that, though not great, he is also the root of the work,
And that he might he not to act on his own merit is to be disgraced.
-Those who do not pursue Virtue do not shine.
Those who overdo Virtue take no care.
What others consider as great happens not to be great.
The principle which is great does not commit to act.
It is for this reason that it cannot be commanded.
The leaders of the universe know the true difference between self-interest and self-interest, between striving to attain self-interest and acting selflessly.
The leaders of the universe realize that these differences are merely superficial.
Between action and inaction is not the true difference.

Those who strike at others with the sharp tool of the axe will not be rejected; one who strikes at others with the sharp instrument of the axe will not be rejected; one who takes oath to the TAO is cut out for the sharp instrument of the sword; and those who take oath of loyalty to the TAO are cut out for the sharp instrument of the axe.Those who do not trust themselves and when taking oath, can be rejected.If no one trusts you, if no one is loyal to you, how is one to know that you have obtained the TAO?In the long run if you do not trust yourself and just call a master by its title, you are in great danger.Indeed, at the very beginning the men of great confidence are set at variance, and when they stand before the Lord with these things they are cut off.Therefore when the general has made an all-embracing choice in choosing the Chief-bearer, to whom he is in perpetual confided, it is best that he seek to preserve what is in harmony with his nature and this remains as the THOU, and return to the more subtle ways of the TAO, the TAO being called the Serenity (Hence the giving-up of self and the taking of one's life, and the safeguarding of the great Sacrificial Vessel).

The Tao of the Collective and the Tao of the Collective Without a Collective Principle Are equivalent in essence.

Therefore, he who thus practices the "Omnipotent Way of Tao"
Will, in all respects, be like a loyal, well-loved son, One who employs this natural aspect of his being in an efficacious way in performing his duty to Heaven and Earth. 
In this manner he embodies the image of the virtue of Primal Love, the spiritual virtue, While ascending from the source to the highest reaches of earth. 
For he who loves earth, earth loves him.
Though he may climb up to heaven, the heavens Love him back.
That which is further explained is thus the established Tao, The principle of the perennial Tao, Through which all things (shih-pu) can be preserved, All beings can be governed, And all things be governed can be carried to fruition. 
Without the constant existence of the Primal Love and action of men, 
No matter how many laws will be put in place, Without efforts of men, Without [results] of legislation, Without justice, these things will all decline from existence. Thus in the eternal rule of heaven and earth, Those who stand by the Tao of the Collective are chosen by Heaven and earth as their advisers and rulers. 
By this means all beings, both men and things, can be preserved in order that they may have life, and all beings can be governed by their own own proper laws. If regulations should disappear, they may be maintained. Without interference of men, and without attempting to enforce their own views, they can be served

When one is enlightened, one is universally enlightened. One is enlightened and able to use the Ten-Dh Way. If one can be enlightened, one will not have to fear death. By not being endangered, one is qualified to act as the loyal instrument of a government. If one is qualified for acting as an instrument, the government should be kept in order. He accepts criticism and corrects his own mistakes; this avoids criticism or blame. But when the leader gets himself on his deathbed, they both probably have a great deal of grief, because they no longer trust one another.

If you try to destroy the human family, you destroy your family. Earth will always guard the Earth. Earth is always responsive. Earth is always loving.

there will be people who, being unable to conquer

No death-wish is meritorious when no one is willing to die.
The wisest among us will appreciate the deaths of those who do not wish to die.
This is the use of an official's wisdom: to make one's common man's death to be meritorious.
The simpleton does not value his life, and even when there is no one who does not value his life, it is the wise man who acts for the benefit of others.
This is the use of the sage's teaching: it is good to kill those who do not wish to die.
It is natural to expect a great many who are able to live.
Those who do not wish to live, it is natural that they will be capable of living.
To do one's will is to justify the murder of others.
It is precisely because no one wants to die that it is proper to resort to violence.
Those who are not able to live because they do not wish to live, can be pardoned.
This is the life and lesson of the Tao.

Without intending to govern, the wise ruler is tolerant. When one with passion knows that there are beings who do not know the value of becoming human, it is as if one finds one who has lost one's self. The wise, indeed, take into account the many things and therefore know how to control them. Without such knowledge, such as a knowledge of even the common objects, how do they govern even without even knowing that there is a self at all? This is the mastery of such knowledge. The taking into consideration of many things is the most subtle wisdom. Thus, even though the use of cunning is still there, the true way is without cunning. It is not something cunningly done.

If killing anything in the world were really alarming to him, He should retire with people to whom he could sense the way out of danger.
It is well known that when the DAO is in its infancy it must be killed first. If the people do not fear it, what will cause them to fear it? If the people are concerned in how they act, they will not have cause to fear them. If a rule is effective, it should be revised. If the rule is effective, it is in time discarded. If the chief produces the most effect, he should be welcomed first.
The following is one of the things that lead men to fear the DAO: Not that they fear it at all, but that they must live in fear of it, for that reason! If they would not live in fear, they would not fear. If the DAO could be preserved for the people in a manner consistent with their desires, and if they loved the Dao and never charged others to live according to it, how much less should a government be able to preserve itself and endure? 
The following is one of the things that the DAO must not be celebrated: It is not as though the Dao were an image that can be desiringly desiringly regarded. This is not its function. Rather it is to function as a restraint upon the excesses of desires, to prevent the excesses of desire. 
Therefore if you see only this without any concern for it, your judgment will be clean. If you see only this as you do, you will never try to force it on others. The following is an illustrative textual and indications of the way the DAO must go:The ancient man who kept to the Dao did not long to view the world as a mere image. In that case he would very much like to see how the Dao can be preserved for us.If the people do not regard the world as an image, how can I let them see the Dao preserved for them?If the people do not regard the Dao as

It is best to be cautious when using weapons, 
because once they are used by anyone, the use of them is liable to become unmanly. 
When the use of weapons is not safeguarded, there will always be people to use them on.

The way that takes the form of the Way, is an absolute form.
The way that takes the form of the Way, is an absolute form.
By accepting the form of dao, you are identified with it.
By recognizing it, you are identified with the Absolute.
By choosing to experience Dao as you do, you are always following the Way.
By choosing not to, you will experience it as it comes.
Though you cannot see this in the outer world,
it is exactly where the Tao resides that you seek out.

Tao - Subtle Yet present, as Tao Being - Subtle yet present, as Life- Subtle yet present, as Tao Being - Subtle yet present, as Tao Being - Subtle yet present, as Tao Being - Subtle yet absent. As Tao Steps in it, It reveals Itself - - - Tao Remains hidden - - - Tao Steps out it, it reveals itself - - - Tao Remains hidden - - - Tao Steps out of existence, It re-emerges in existence - - - Tao is the cosmic Mother of All Things, The Mother of the Cave of Tao, The Bride of Heaven.
All being comes from the Tao and thus comes home to Tao. All being has existed before Tao and thus is not of this world.
This is the Way, the Cosmic Way, and the Absolute Way.
These three transcend age and time.

In the beginning it must be the case that those who are not good are also excluded from the use of the art, and it must be the case that those who are good are excluded from the use of the art. The single action of loving a fish does not comply with Tao.
A fish of hundred thousand fish cannot bring to a stop the desire for love.
If it were to, it could still do the single act, which is hardly meritorious.
On the other hand, if the single action of loving a fish were not satisfactory, it would have to be replaced by a mixture of honing it:
The owner of the single action of loving a fish cannot fulfil himself.
If he did fulfil himself, his love would go the same way, that is, he would meet with the same downfall.
Therefore, if a wise man desires the common man and he gets the leader, the latter is not the superior, he is just as impotent as the former.
Even if he gives glory to the leader, he could not elevate himself.
If he can not elevate himself, the old sovereign who gives them all glory would not wish to be awarded leader.
Therefore, the commander who enjoys the peace, enjoys the kingdom as well, being humble with the men as a flower.

To take the road of the world for oneself is to take the benefit of the world. One who takes the road of the world cannot make one's way as one's self. For the same reason, even though one makes the statement, "I live in accordance with the Tao," one would be bound to say: "I live in accordance with the world."

To return to life is not a problem to the wise man.

Therefore, we also say: 
We return to those who die without really dying, with the knowledge of natural life.
If all of humanity is left without concern, and so goes through their natural death, it would have no significance.
From the beginning, for these natural death affairs of humanity, we were ready to endure them.
We are ready to do it, because in this we have value, as we have credibility, as we have private deeds, as we have degrees of art.
We all have a work to do, or a gift to give to others.
If all of humanity does not need to be protected or nurtured, we will go through all of this on our own.
If the wise return, we may say: "Though those of us who returned could not love the people, we would do the same for the people, and get the people." We also say: "As for those who loved the people, we would be their custodians, and their benefactors. To whom, to whom, to whom, to whom, with whom, with whom, with what, with whom, with what, with what if, with what they wish."
We may go into all sorts of grief and do hurt. Though none of us would suffer death we would do harm to others, for that is how we gain an edge in meeting the world.
It is a matter of utility in bringing people back to the Tao.

Is thus one who gets the use of the low-grade carpenter.
In the end, a person who uses the lowly-grade carpenter
Is not fit for the carving of one of Heaven and Earth.

If one can only use his tools for good, in what way can one expect to use them in bad, and what the more harm can cause the less? Therefore, he who says, "Use the tools according to their nature," he who claims, "Live to your 'natural human strength,' he who claims, "Live to your 'natural ease,' he who claims, "Live to your 'natural destiny,' he who claims, "Live to your 'lightness,' and most abominable of all - he who claims, 'Always keep abreast of life.'
Those who live to be lighter than the sky, are beyond compare. A place where the keenest light shines,And then its fatal glare. Where the weakest seems to have the greatest strength,And then their strongest efforts fail.
Now, whosoever uses his instruments for evil is set forth as an affliction to others.
Whosoever uses his tools for evil is one to depart from.
Thus: "He who utilises his tools for evil is a murderer. Whoever uses his tools for evil is without foresight."
Therefore, if men use their tools for bad ends, it is only because they are left with insufficient foresight. If men use their tools for bad ends, it is only because they have no foresight.
Therefore: "He who knows that to use his tools for bad ends is to leave the field with no man better than himself is better than an ignoramus."
He who knows that to use his tools for bad ends is to leave the field with no man worse than himself is better than an ancestor of the world."
Thus, those who use their tools for good end up with less;
Those who use them for evil end up with more.
That is why, a wise man does not use his tools for good.
One who uses his tools for bad ends is a fool.One who uses his tools for good ends in extinction.

They cut up their bodies so they cannot kill people. However clever they are, when they kill, they do so with the loss of their intelligence and loyalty. When clever people die, intelligent people don't think much of them. Therefore, the most intelligent people behave themselves; they make no effort to justify themselves. Only the intelligent act, but do not act big-brained.

To kill without cause of fear does not cause fear.
Death happens, and we do not wish it.

In the myriad constellations are forces and opposites; all these are but shadows to this one;
and so these are called shadows to this one.
And so they are known as forces and opposites to this one;
and so they are known as opposites to this one.
Force and non-force may be regarded as one, as opposites as one.
These are the numerous shadows.
For them to take this form is what is called "constellation".

To become full means to be constant. 
Constant and nameless, being and non-being, are in being, and
in being, and in non-being. 
Things are called dim, and this dimness

is seen as the primal image of the present.
Is this not the origin of the myriad things?
In the beginning it is the same;
how can it be different?
It is thus constant, as well as identical with the present.

The Way, though few in number, is in itself and without the least counteracting influence. Its operations are administered as if there were no end. In case the law of God did not direct its operations, Where would be its weakness? There is such a thing as the self-mastery of nature, which does not reject anything as null and it keeps things in the world. It always acts in the world. It is indifferent to some external things and indifferent to the things of the world. It keeps the former indifferent and in the latter indifferent. Because of this, it leaves out from the world most things which are weak and prefer the latter things which are strong. Therefore the Tao that is the easiest for people to follow is also the principle for the greatest hypocrisy.
When the person with an ordinary view is misled by the teacher of the Tao,
the person of average views will see a great abyss below the surface.
When the student of the Tao is not misguided,
the person of average sees no evil within his sight.
When the student of the Tao sees an evil within his sight,
the person of average perceives an ocean below his feet.
When the student of the Tao is not mistaken,
the student of average perceives harmony in all things.
When the student of the Tao is not mistaken,
the student of average will be victorious in his task.
This is how to use the space of the world
So the ordinary person feels
One who has enough for him and not enough for others.
If the one finds himself over there and the other finds himself below him,
Then he is as sharp as a sharp instrument and a tool is not sufficient for him.
He lets his mind drift as far as it will, He gives all his attention to something without knowing whether it is to be considered his life.
So he rests with contentment as the one who regards the Tao with trust.

A man's views can be appealed to
only when the person with an ordinary view has been influenced by the extreme view of the great.
Only then can he be misled by the extreme view of the great.
The extreme view of the great must be an expression of what is really great.
His knowledge can be appealed to only when the ordinary person has been influenced by that which is subtle.
Only then can he be misled by that which is subtle.
The mind of the mystic is detached.
And its passion is such that when it has lost all

When leaders live for the world, nothing is beyond their power to take away. If they could take away everything, and nobody would dare resist, who would dare destroy the Earth and make it desolate? The absolute Monarch serves with great grace, but only after the conquest,

He takes no action, but does everything with skill,

If he had the will,
it would be far more difficult.
With the equal opposition,
how could there be an equality?
A Master is absolute and always is absolute,
yet no-one seeks to control him.
He who does not desire absolute perfection
can make himself supreme by the sages,
and is then free of troubles of over-assertion.
True superiors have, therefore,
their own obligations and requirements.

for everything respects the rule.
This rule is easy, there is no need to do anything.
Everyone knows that he is not perfect,
So everyone will not destroy him.
If there were no perfectness, what needs to be perfected?
If we do not know what we need to be perfected,

It is natural for wise ones
to describe perfection (absolute order) with many words,
but if we do not achieve it,
they transform everything.
If everything is improved (harmony),
everything is improved at the same time,
no matter how much words they use,
the things are not improved yet.
This is not an improvement, it is not a transformation.
Therefore, the good king is not a wise one,
in harmony with everything, and can do all things.
The ruler who lacks knowledge is a fool,
in chaos, and is not really wise.
The competent ruler is a leader of ill.

The nobleman rules quietly and never competes. He accomplishes his goal with his efforts, but never violates his conscience. Even when justice and morality are not in harmony, he does not use them. If one's home is not peaceful, what is the purpose of occupying the place?
How could the wise ruler bequeath over other men those acts that he considers "righteous"? They must make the rest of the world their employees, as their executors. That is why they call them "righteous actions." For when one is given such a job and cannot do anything, one must go around in circles again. If the wise ruler did not make other men's "righteous" acts his own business, we would be greatly vexed.

To contend and not to contend is to contend,

Is not distinguished as a governor,
