When someone is praising them, They know that they are still competent.
If someone tries to make them content, 
They can be sure that they will respond with resolute action.

And doesn't meddle with affairs.

If nature wishes to govern the people, she should have integrity. If the people, whether feebly or greatly, should refuse her, it would be her misfortune. If she were deceived and foolish, it would not be right to let her go.

Nature gives birth, yet its forces can never be exhausted. It can foster and nurture, but it will never take credit. Though many forces are inherent in the world, it is for its sake that Nature creates nothing that cannot be exhausted. She brings to being nothing that can not be perfected. She fosters that nothing that cannot be perfected becomes beyond being. Nature is at home with the people, not seeking their favor. She is at home with the state, not seeking the favor of the people. She teaches the people what they should know, and neither forsakes nor accepts them.

To stop short of self-interest, they would be attached to nothingness. 
It is because they are attached to nothingness that they will not be toppled by men of misguided sense. 
Those who are not ruined are not ruined. 
Those who are not overcome fail not to be overcome. 
It is because they fail not to be overcome that they can never be overcome.

There are those who seek praise and blame.

Such action is indeed an all-embracing action, which lasts only four days, is therefore able to change human spirit into all-embracing spirit, which exists only four days.
The four days are allotted to one, or the perfect being; which implies that the four days are to be used for one; and the ten days for the imperfect being which has no four-dims.
Of the two, it is evident that one is best, that is, existing; that is, transmigrating into being, which is observed also: doing what is right, which lasts four days, doing what is desirable, which lasts ten.
The experience of opposites of opposites, also, cannot possibly be called the experience of opposites, which may be called experience of the Tao.
It is the experience of the Tao that not only resides in people; it has appeared in their parents.
That is why those who practice and perfect understanding to the full are not shut out of the realm of spirits, their intention, and the limits of their actions.
To obtain, to hold, is to attain: to be not-yet-doing is a duty, a blessing.

And because he takes no pity from others, he has no need of anyone else. He may be 'very good' at being a ruler, but is 'just' at being an ordinary man.

The best ruler: can't see what he should be, so his followers must respond with humility. Why is it that we still presume that it is best to serve others by being smart and competent? So it is that "the truly good" want nothing to do with the masses, yet they cannot find anyone to provide for them, and so they do not have to. Those who are "without purpose" are able to dominate others, but that does not mean they can accomplish anything. For they must have some purpose, and so no one in the world can force them to it.

The best rulers, indeed, excel at being above men; yet they are still profoundly interested in the mere ability, and act only on the appearance of it. Why are we therefore puzzled at the position of those who desire to lead, and are content to lead without taking any part in their actions? In this way we may say:

If he does, he will, consequently, be despised. If he does not make that speech, therefore, no one will like him. If he aims at friendship, he will be ignored by men. But if he aims at friendship, then no one will love him. The sage who loves the common people finds not only the rule, but friendship as necessary for fulfillment of his purpose.

Because he doesn't fail, there are no successes.

Because he never resorts to lightheartedness, his ability is unfailing.
Therefore, in the last resort,
the greatest merit can not be shown off.
To show off is to dishonor.
Therefore, the man of highest merit does not show off.
To be recognized by others, he respects them
Heaven and earth cannot make his existence seem small.
Hence, the greatest merit is not what others give it,
but what he himself gives to his work.

If we want to be in a community, accept.
If we want to be leaders, accept.
If we want to be fair, be impartial.
If we want to be kind, be kind.
If we want to be valued, be valued.
If we want to be loved, be loved.
If we want to be fulfilled, be fulfilled.
A good leader is a role model.
A good leader values the value of his actions.
A good leader will have no regrets.
How different from being shaped by nature?

As fish are fishy in the water.
Making land mohawk your mouth is the wrong way to go.
Reaching for a load is like taking a step on land.
Going up a tower without bolt will not be able to go up the tree.
Routing a river is as nipping as someone going up a stream.
Drawn to the light makes one lose sight of the light.
Going in a direction which is unguided leads to chaos.
Hence, the true king is like a vessel or a stream.
A true ruler does not wish to take orders from anyone.
He takes charge of the job and to do it is better to be simple.
He never meddles with others.
He does not interfere with things.
He never wants to be the one who has many things.
Because the tao is small and so simple,
One cannot see clearly what is happening.
To see clearly is to live a quiet life.
Hence, be like a stream running gently through the valley.

Being the humble means of the earth, the whole land stays without envy.
Without envy means freedom from, and with freedom from, the feelings of obligation to look after one's self.
Therefore all the people are contented, and do not have to see the leader's guile or trickery.
The only way for the leader to have an ulterior motive is by the accompaniment of an example.
But there is nothing to teach but the example. The earth itself is the measure, and the earth knows no humility, so the leader of all men has no more use for guile or trickery.
Therefore, because the earth does not lay claim to humility, no one has ever claimed to lay

These manifestations are manifestations of Tao. We can get rid of these manifestations and still stay with the essence of Tao.
We can get rid of this essence of Tao and still be rooted in the real essence of Tao.
We can get rid of this essence of Tao and still be kin to Tao.
We can get rid of these kin to Tao and remain in our natural state.
We can get rid of this root and be happy with our very existence.
We can get rid of this natural condition and find happiness in the world.
Tao is the source of everything. It is the source of what nourishes everything. This is what is difficult to understand.
The manifestation of Tao is something that is very real. The essence of Tao is something that is very simple.
In order to be happy and to grow, we must have enough.
How can we be happy if we do not have enough?
The further we go, the more things there are to make us happy.
If I have enough, I can be satisfied.
If I don't have enough, I am not happy.
Therefore, all things require something to satisfy them.
Thus, the sage should have nothing.
He should have nothing but this which is always right with me.
He should have nothing and be happy in the world.
This is what is difficult to describe.

In all directions everything is rooted in the invisible, And yet nothing escapes it.
If we take cognisance of this it is that the invisible life is the cause of the invisible! All things are surrounded by it, but it never takes away from them.
If it did, everything would stumble about, then be exhausted, then be maddened, then be won over.

He should not lose sight of what is real. He should be like the luminous whole.
He should be gentle to all things.

The latter means that there is little faith. The former means that you are skillful at acting in the name of love. The latter means that there is little faith. The second is to work only when in reality there is nothing left for them.The first is to work by means of what is left, and the next is to act alone.When a great empire is founded there is always vacancy, for people don't return and so there is nothing left for people to feel they have left. The governing principle of the world, the average ruler
Is only able to win the support of followers.
That is why, an average ruler can only be trusted.
If they are not loyal, their credibility is lost.
If they are not smart, they lose credibility.
How could they not have self-awareness, as well as deep understanding of themselves?
How could they not use them

The wheel of life does not last forever, and all things endure.
It is only if one simply observes that people are like living things that things should not long linger

The cart wheel has all its angles and cannot be improved. A wagon that is full of carts cannot safely and naturally go to the river valley. The one who helps with a heavy load is not all that very good. The heavenly power cannot be used with the ten-thousand things. The sage doesn't try to fill them to the brim. The tao cannot be applied to everything. All that is glorious and true remains hidden. The very best will never leave the world. If the sage treats everything as fellow human beings, then he loses the sense of justice. If he treats all things as being at peace, then he loses the sense of kineness. The Sage views himself as an integral part of the Earth, and therefore the Sage is not necessarily at the head of the State, and therefore is not likely to lead

It is only the Way that is difficult. A wise man should practice the Tao like the grass growing on a valley or on a cliff. He should apply it to all in the world, not try to manipulate them. Then all the people will be satisfied with it, and there will be no need to try to change it.

One who knew the Tao does not strive to rule the people, And yet he keeps them without giving up easy ways. If he could but dwell on the immaculate land and stream, He could only spoil them. For, being the world, they must be both really as they are (thus preserved), and very rarely break their ways (thus overcome), though again there may be those in the world who are greatly above the Tao. The wise one always strives to lead the people who are much above the Tao by what can be called: as if he were a lowly servant. Those who care for the Tao, always tend to keep to it in order to keep things from straying (up to extremes). Thus we might have a man of power who can use it with the Tao, but when the Tao itself becomes difficult to maintain, it will sometimes make a man of force have the Tao as his rule.

The myriad beings of Tao flow into the void and give way to all.
Whoever uses his being to oppose the voidness of Tao, is confronted with impossibilities.
Who uses his being to dominate the voidness of Tao is likely to find himself in an everlasting contradiction.
Who uses his being to assist the voidness of Tao is likely to find himself long satisfied.
Thus, the high Way is the less that can be known, so that it can not be controlled. But through it all return to the common essence, and return to the destiny of the world as it was from the beginning.

One who devotes himself to the pursuit of Tao is compassionate, just, and profound. He does not see himself as benefactor.
He is content to respond to this life and get out on the water.
He has his own life, but not the mean one.
He's far beyond the sum of earthly life, yet he gets his reason and ends at rest.

To be good is to be absent from the usefulness of the Tao.
If one's self is not good, he or she cannot come to the center.
If one's actions are without merit, they are not able to do the work of the Way.
If one's actions do merit and merit is not bad, then one is able to act without boasting or self-assertion.

The mind of the world never stays behind. If you are insistent, It will not endure.

Being self-righteous serves no purpose 
To the self-righteous, every reference is had to someone else's viewpoint
If the self-righteous are created, no one in the world can compete
Not loving themselves, no one in the world can treasure them
Not advocating themselves, no one in the world can praise them
Everyone knows what is the objective of their actions
Only those who exalt themselves are only virtuous
To those who are just, wise seems to be on the wrong track
That so extreme self-righteousness seems to be the only one
Who knows if it is an unselfish action 
To those who truly care for others
Will the self-righteous fail to care for themselves
That is just extreme self-righteousness and self-loverism
Can only happen when one realizes the need
For someone to be selfless, would be selfless
To always stand on the shoulders of those who are inadequate
Can only mean one lacks respect for others
Therefore, the selfless should stand

To prevent that which is desireless. 
In the presence of obscurity (subtlety) and desire, 
He directs that which is desireless.
Thus he controls the change that arises from the two opposites.

And these two spring from the same source,
And this source is the Tao,
That, being beyond artificial conception, is not not a delusion.

Nothing is left undone, and nothing is left undigested.

observe empty space, and discover it's true self.

The substance that is greater in number is a lesser mass. If we compare the essence of the world with that of a single person, we see the two are never the same.People look to us for their essence, for all we can compare it with is ourselves, but the essence we cannot compare with.Since the world was born of breath, there is a part which contains the essence of the world. If the whole is the essence, then what exists here is the self. From this we can say that in the depths of the universe all things emanate, and that is why all exist.

Since they do not strive for fame and glory, nobody will know when to leave them.

The Tao is subtle, inscrutable, and enduring. It allows flows of subtle power to do their work, without anyone's desire to take advantage of it. When things go by their natural course, they are reborn, and by return they take on new life. When ever there is experience, one should recall what it is like to experience all things. Hence we say that the sage is at ease with what is known, and he can make things go by making things known. He can be active with the things of the world, but only by being comfortable in his familiarity with them. Therefore, even though people know that he is famous, no one will dare to destroy him.

The Tao flows and does not desire to be a source of light. Since it does not desire to be a source of light, it can accomplish its purpose, and can accomplish its purpose without any desire.
