To understand the world, you must become like water, And you must see the world through water's perspective.

So, when the leader uses the leader's knowledge,

When good, the sage-teachers is all-embracing.
When all-embracing, there will be a
natural law.
The natural law is that all things will return to their origin.
When they return to their origin, they will not need to touch Earth again.
Returning to Earth means returning to the primal soul.
This is what the Tao is:
To understand your roots and realities.
To be centered in the Tao.
To be concerned with the patterns of Tao.
To see all things for what they are,
Not what they appear to be.

If that's still,

That's called the "It"

To care for the root is
to become an impartial one.

Keep to the Master Way and keep the world.

The Tao is mysterious, but it is also of no small import.
It may be seen as the constant. It may be perceived as change. It may be in some ways infinite. If it is an object of human perception, it may be no more than an object of human perception.
Yet it is the constant and the constantness that exist.
The constant and the constant may be understood as the eternal.
The eternal may be understood as the transcendental.
The transcendental may be understood as the eternal.
The eternal may be understood as the beginning of all creation.
Because there is always something new and being, our constant experience of the Tao is at the center of what has happened.
To understand this the Tao is necessary.
To know the Tao is to be wise.

Therefore, he who sets his heart upon 'Understanding the Tao' prefers the one and the other are mutually opposed, But those who wish to follow it like the other approach it like both opposites. 
Therefore there is the whole truth in it,
For those who strive to grasp it value it less than those who intend to use it.
By this we know that it is not the Way itself that has the form
As a beautiful vessel it must keep its shape 
"The faintest thread; faintest ink; the most obscure motive."

There is the Tao Way Way that names: 
"Itaven dews rain and sorrow,
And why don't we send our children to join their grandmothers in the valley streams and the marshes of the earth?"

Hence, as the wise old man wishes not to be dull; he sets his mind upon the great truth. After being enlightened, he expects nothing else. Thus he excels not the skillful; but on the contrary, the skillful are not dull in finding the skillful; yet the lack of skill brings out the wisdom in it.Therefore the fool also believes it should be that he cannot believe; but the fool hardly ever believes. He who is always thinking and being jaded finds the plain as a dish; he finds great patterns all around him. When he looks down upon others, he takes the glory and joy in them. Man's dark and dark ages are given prominence by the Reason; And the Reason stirs but does not stir the dark. For the common person is his conscience.

In this way his follower will become more solid.
The subtle essence of the soul being preserved, will develop;

And so, even in the depths of the Tao, the sage remains selfless and will teach those who have not the ability.

But what lives without cause? Unseen, unattainable, so, indeed, it is beyond being described. Thus it may be regarded as the shadow of Tao. The whole world walks by it. The kings and emperors in return address it in the same terms as the Tao. Here the shadow of Tao is the universal image. Among the hundred shadows there is the eternal Tao. It is such an image that can appear and be nothing. When you turn it, it shines into your soul. When you are no longer a shadow, your light shines. When you are no longer without life, your radiance dims. In the beginning you were but an empty husk of light. Be still, with the essence of life. This is the primal wisdom of the Tao. It leads to the primal source of life. To know this wisdom is the whole secret. By knowing this the hidden is self-perpetuating. Therefore the wise man, embracing Tao, is one with it.

Unsheathing itself, it touches all the world.
Do not demand the answer
How does the cunning of a mathematician
Reverse the workings of Infinity?
How do the big rules of courts and armies
Reverse the ways of nature?
Therefore the world needs more small ones
Because only the big ones can fulfill the vast emptiness
With only the little ones fill the void.
That's how the wise seem,
If not powerful or wise, they are like an empty shell,

To know when to use your mind is called as "lucky timing."
Knowing when to use your heart is called as "differentiation." 
Differentiation is to think about things without need for a purpose, 
it is to help in the relationship between man and the world.

The officials of the earth cannot abuse their office.

Therefore, when the Tao is at one's disposal (and) conducting oneself without fuss, and yet desiring never to let go (and) completing long-past tasks and serving justice, this is called the potential for insight, insight so deep that it may not be clarified, for all to see it is only an ideal.
To be as true as possible is called "visionary purity." It may not be thought perfect, so one who is true may not wish to be thought perfect.
The earliest state for any great work is those who have distinguished the hollowness of Nature. To do so in accordance with Natural Reason means not to succumb to the depths of Nature but to find a place where one can submit to the depths of Nature.
Whoever finds the depth of Nature has depth of Nature. Whoever considers the depth of Nature is not shallow in the way that nature allows. When it permits, it results in unity. When it doesn't allow, it results in diversities. The best of all may be lost without a description. The best that can be laid down is that it is called "immense sublime". This is called deep not only beyond comparison, deep, deep indeed. It is always not comprehended.
When the Tao is accomplished, people treat it with fear. This is not the way the Tao is treated. When the Tao is finished, people treat it with fear. This is not the way the Tao is treated. If you learn Tao, you can handle anything. If you learn anything, you can handle anything. When I learn to be a mother, it's because I've learned to accept the whole child.

To love the self is to be of the world.

in so doing will never be rejected

When that happens, there is benevolence and sympathy.
Nature's laws then become manifest.
These laws then have boundaries and boundaries.

He who takes his lessons from Heaven,
The way the Way of the Sage does,
This is the only reality.
The Tao that stretches out to the farthest reaches

Tao is the Mysterious One, the Mystery Way. The Mysterious Way is deep and all-knowing. It progresses, strides, changes direction. It isn't something people need to follow. Tao is always and forever new and different. It's the same as space and time. In all things Tao moves and changes but people don't know that. They do what they're told to do, but Tao doesn't leave them. It has no purpose and has no ambition. It's a profound way that contains the very essence of Dao.

The wise man is virtuous and returns to the left. To the left a full Te is measured by force, and then there is violence. This is how the Te of the left is good. Good in the right follows from the Te of the right. Good here follows bad. Bad here follows good. This is how virtue is a cycle. When virtue is strong, it passes in front of other virtues. It will not fail to become the most prominent of virtues.

A person without effort to control the course of affairs, however learned and competent he may be, would not be intelligent enough to control the outcome of their actions. That is why in the past the wise have relied on quiet discussion. He has avoided daring to attempt to change what is. He has avoided seeking to purify the vessel of the Earth. 
He has looked at without action and not wanted to alter the workings of heaven or earth. 
Because of his limited knowledge, he should have been well advised not to interfere in the affairs of men and not to interfere in their affairs. 
When the Empire started to flourish, the wise rulers were people who acted without cleverness, without ruling with ambition or style. Because they had a thorough knowledge and competence, they are one with the Earth.

One might understand something, if one acts with knowledge, even though one acts without having knowledge.

When one tries to act even though he has no knowledge,
He will be an enemy.
And when one acts knowing only what he acts with,
One will be an enemy.
Hence the Sage acts without intention and desires not to act in vain, but acts with great caution.

And so, without knowledge, skill or benevolence, the real leader is the one who lacks them.

Without benevolence, ability or ability, there is not enough.
Without ability, ability, there is enough.
With enough capacity, the great ruler makes it his business to advise the people.

Like teh like when they were protecting a child: the lack of recklessness prevents danger. Once the people of the world had such confidence, then it would be good to take care of them. If we are not careful, we have to go out of the way. If we have no self-esteem, we have to be a simple person.If we live like a small mountain: There is less danger, for we will be able to see the natural way of people. If we live with trust in the universe: There will be less fear, for we can be able to see the world's will.

Some in the past used their ability to act to serve the group; others acted for the group: They followed their minds, body, and emotions to play the role of teacher; no one could act without the intention of saving themselves. When a leader cannot act, people act. When the leader is not aware of how much is happening, people feel lost. If all people had faith in the leader, they would find tranquility in the group. Those who are restless to win the group, are in danger of losing it. The sacred way is a middle path, the path of the past is good for the past and the future.

To use it for strengthening oneself is steadfastness.
Hence, to the ancient wise, the hidden virtue is the way that gives power.
To use it for advancing oneself is to be born for the Tao,

to be born for the world is to be truly living.
