The people of old, be they highly regarded or not, did not desire military prowess. Arms, in their use as instruments for destruction, were used with ill-advised abandon.
Weapons are for the use of destruction, but not for great military interventions.
As a matter of fact, in ancient times the ruling classes in the Empire did not use weapons of war, and their cause of action was peaceful. Therefore, using weapons of destruction for war, if you do not intend to use them as a means to benefit humanity, is the same as not putting human life in the hands of mankind.
The ruler will not stir up the people with music and theatres, nor will he glorify the war victories, nor is it likely that he would coerce them for the purpose of taking possession of the earth.
If mankind has no desire to possess the earth, do you think the ruling classes will be content with only taking the earth as their personal possession? Therefore, be foolish and adopt a foolish policy.
But see that you are not intent on taking possession of the earth.
Then, peace and order may be preserved. But if you intend to seize the earth and treat it as your personal property, you will soon lose that.
If you wish to use weapons of war for one's own personal gain, then, do not resort to the use of weapons of war.
But there are examples of examples who would resort to the use of weapons of war.
Those who dare to resort to the use of weapons of war, must fear for their lives.

Thus, when the myriad beings are met by one another in the world, it is in the manner of a single person.
And where the single person has defeated the multitudes, all together will unite to defeat him.
The great body is cut up before it can become great; Thus, when the great body is cut up, then the various parts will all unite to give rise to a great body.
Where the great body is cut up, then there will be common portions, and the whole body is given up.
This means that all shall be united in unity.
Thus, in the practice of the great body, there will be the following use:
Utilize the great body inasmuch as it is shaped as it is being created;Therefore, (when the great body is) fashioned as a large vessel, its parts are combined,And its person is taken away;So, when the great body is taken away, there are different parts,Some with the one going,Some with the other,And so, all the parts are returned to themselves.
This is the beginning of a great vessel;It is by combining the various parts that the great vessel will be completed;Then it will be carried to the ultimate end.

Because he doesn't try to be the center of things, he doesn't become a center of things.

and you can evolve to a universal effect.
When all things unite in one place,
They become one.
It's natural to experience oneself and see the whole.
Break through any barrier and find yourself.
Seek to grasp for no one.
As long as you live in your mind's eye,
You will be content to be an orphan.

The owner of a nation will not lord the place, he will stay in the valley.

Just as the valley is lord of the house, so the great is lord of the whole house. If the lord in the great is humble, then the lesser becomes his, and the great is lord of all the lesser. And so it happens that the lord is lord of the lesser, and the lesser is lord of the lord. So the one who is lord of the lord, while it is also lord of the lesser, will be his; while it is also lord of the lord, when it is also lord of the lord, it will be greatly rewarded. Therefore the lord keeps the lesser in peace, while the lower man lays claim to the greater. This is called following the Tao (for the principle) of universal submission, by being humble toward one's own person, and for the sake of the commonwealth.

To the high, we see the low, and to the low, we see the glorious. The noble position means what the low is: servitude for the nobility. If a people can be led by an eminent person, they are sure to be led by a person of lesser ability. For this reason the eminent person must be free of those who are incapable of leadership. When the worthy is excluded, the unworthy will arise. When the worthy is excluded, the unworthy will arise. The noble leader is conscious of his faults and tries to correct them.

To defeat people, you must use force.
No power is the way to win the hearts of people.
The master does not fight and won't win people's hearts.
If he wins people's hearts, he gives them love.
If he lets them be free of conflict, they will return to peace and harmony.

The king acts on the guidance of the Tao, he is like the living, breathing ocean.
A healthy man wants to live a life of indulgence and to give up all for the sake of self-improvement.
He who tries to dominate others endangers them.
If he wants to control the nation he is like a shark.
If he tries to possess the country the empire would be in danger of being destroyed.
Therefore the wise ruler is like a calm fish that never bites, for it never tries to overpower or enslave people.
He is like an intelligent fish, always aware of its ability to evolve.
It takes time to mature, but a good mind is ready to act at any time.

Hence, humility brings cleverness,

There is a time when there is plenty for everybody, and there is another when there is nothing left for anyone to work for.

The Sage is unconcerned about his fame, if only because he has never been perturbed by fame. It is by being unconcerned that one gets ready to do everything, to act upon the void, and to produce. If fame is to have meaning for him, it must be through being unconcerned about it. 
So when the Master establishes himself he regards all people as parts of himself and is not compelled to exert himself. His need is really his own. The Master seeks no recognition, because no one can recognize him, so he seeks recognition. If his fame is sufficient, he seeks no praise, because no one can praise him, so he seeks no praise. He does this because if he gets no praise, he won't be able to act. And he does this for the sake of the greatest good.
The great Dao is ever the same, it is ever non-obvious. And in everything that can be achieved, nothing can be accomplished better. 
Nonsense, when practiced, will result in folly. Unless focused on, something must grow, and something must be alienated, in consequence, There will be those who prove less than worth, and those who do not achieve. 
The great man wants that which he honours; by no means does he contrive to remain indifferent. If he has got honour, he lays hold of it as if for his own promotion, if not for himself, he is tolerant, if not for himself, he shows that he has merit. Those who have got merit, but not the latter, are the teachers of the others; those who have not the latter, if they can be so, they are the dependents; Those who have merit, and are not the former, are leaders. For the sake of the great good, he lays the foundation of his own rise, but does not presume to act himself.

It is indeed said that the Great Ruler, who remains in the valley of the Mother does well; from the mother, he receives strength, the largest and the best, because the former give of the latter. Therefore the government of the Sage (Governing Man) does not advance, but yields to what is appropriate. Greatness is to lesser things as water is to lower things. The lesser things flow to the more, and the great things serve as a model to the lesser ones.
