The ruler of the great state should let the winds under Heaven be calm as if returning to spring. After his successes he should guard the doors as if his residence were guarded by a group of homeless people. The spirit of the dead, after having won them all's faith, will be consigned to rest. It is precisely this who wants nothing more than to preserve, not that he seeks to control. This man has nothing else to give but to seek honor for himself, and to serve others. As for himself, his rule will be a new beginning of kindness and healing.

The Dao aids the man who, with intentionality, approaches his own matters, and assists those he sends to things.He assists them in the same way he assists returning fish that are taken to the dish.Thus, the Way does not cause harm, not because it makes no harm to people.Because he treats everyone just as he treats himself, the Sage accepts things without concern.For not caring for himself, he can do the work of the Way.

Lao Tze says:The great man leads his life within the great action, yet beneath the great action he finds a profound adjustment.Within the great action he rests, within the profound adjustment he experiences tranquillity.Tranquility arises from rest, and tranquillity brings calm.Though it may sound like jolly man, it is not the jolly man who is tranquil, nor the tranquil the calm;The sage, whose action is in accordance with his true nature, finds his inner quiet, yet finds that the heart does not seek to be agitated.Having found his inner calm, he does not differ from the common man, and so he acts in accordance with the Cosmic Nature.

"Being the son of man, He makes an effort on behalf of his Great Mother."Such an effort is made upon behalf of the Great Mother.When he takes for his constant guide His own forces, He makes a full adjustment."What matters is this: He keeps it from harming the people; He does not hurt the people."Without striving he is successful; Without taking action he is on his way to success."He follows a natural way; The way of a sage -- it is an adjustment.""It is to do his work that he does not depend on anything."The Way does not depend on anything; It does not

In the Valley of Ten Thousand Springs, the Sage sees the future; In the Empire of Ten Thousand Stars, the Saint sees the past; In Heaven of Ten Thousand Gems, the One hears the Whole.
When the mystic form ceases to act,The One appears as the formless.When the One ceases to be, the One appears again.When the One ceases to exist,The One appears again.In the same way, the Saint, too,is silent.To him, the myriad matters are mundane.Because of this,The Saint, too, is serene.It is not simply that the Saint is serene;He is not simply that he is serene.No one in the world comes close to him.Because he does not compete with anyone,He is known by no one.Although he seems like a newborn baby,He has become a true general.

Heaven and Earth are molds:
One flows to Heaven
For the sake of a speechless body;
But one flows to Earth
For the sake of a speechful soul;
But one flows to the Collective Tao
For the sake of non-being.
Why don't both come to an end
With the same type of speech?
How are these distinctions so stark?
I trust that the former does not hurt
The latter does not harm
Since they are neither hostile
Nor harmful to anyone.
So for the sages
Let speech and silence come together.

The people of the world, whose affairs are carried on by Tao, fall back upon themselves, and become a mere vassal of Heaven.Is it not only that Heaven itself would cease to exercise its powers, in a state of want of Tao, (But would not succeed in doing so without the consent of the people), that on their behalf do they render their services to the Tao? This is so: Tao itself would be absent; and this is sufficient. The left hand would give birth to the right; and thus it would also cease to serve the people. The lord of a kingdom, whose kingdom was of Heaven, how could he fail to do it when his people began to enjoy the Tao that he practised in them? At that very time it is the duty of the sage to decline the service of the people, and to govern them in their proper way. Thus, the Tao (or the Universe) by the will of the sage is efficacious, and is preserved for the purpose of taking over the whole state.

The way of the Tao (the Way) does not set the spirits out to do their deeds; nor does it carry away their vitality; for these energies remain in the hearts of the spirits.The Tao brings about the quiet of the spirits, but it does not destroy their power.It gives them rest, but it does not reduce their forces; it sustains their vigor, but it does not deprive them of life.Thus it is that the Tao's power, when used to control people, results in a gentle and restful use.When used to govern the world, it results in a use of strength.When used to govern the celestial realms, it results in a use of power.But for the sage, all will be kept in the Tao's deep reserve and quiet, even though he works with those in whose power he competes.

In the physical and spiritual realm, always there is Tao.
In all Tao there is everlasting life.
Tao is Quiet,
It does not disturb the living.
It gives them rest,

It provides strength
And sustains them
But does not rule.
If you do not use it,
Then it returns

The universe exists, and it never changes.
It does not reside in the living things.
But in accordance with Tao, it is unobtrusive,

To achieve their goals, the ruler needs nothing but what is given to him.
Without desire, people will be happy, he who wants something, it will be taken by him.
He who cannot satisfy his desires will be abandoned by his people.
To be well governed, the ruler needs to have a lot of gold and children.
To have enemies and be hated by the people will prove his downfall.

When the Crown is not in power over its ministers, then the ducal minister still opposes them. If he should die, the government would then be in disarray.
When a man of ambition dies, the mere existence of ambition in the world, I cannot but fear. That is why I advise the sage: I will show the ten thousand things around me without their seeing my face,

The world's leaders, to be successful, need gold and slaves.
Without gold and slaves, even the great sage finds himself unable to lead. The simple selfishness of men causes the world to hate him and disdain his wisdom.
Whoever loves others, I think the world should honor and love him.
Therefore, if he nourishes a nation with sincerity, and preserves its people, I can advise him not to be pernicious to people.
If you love others and do not desire their misery, one may love you.
Therefore, it is to love others that you owe your lot to,
If one loves one's own self, one may treat others well.
If you regard others as little or no importance, then you may treat them well.

I alone am empty, empty of cares.
I alone have nothing, and have everything.
I alone have nothing to spare, and have all things.
And I alone am always doing nothing.
It is because I am alone that I am very dear to all people.

So he only throws them a fishy action, If you observe everything He is shrewd and non-active. This is only because he has no private treasures. By not distinguishing oneself in the realm, One who has seen the clarity of the Tao will not see the conceit of the fish.

A steward of a country is like a fish
in the belly,
And if you don't like him, you can't help it.
While at it: watch out for
abysmal temptations
Whenever you see something fishy;
Either you notice or avoid it.
In the realm of common people,
Who are skeptical,
Some of them seem to live in the realm of the fish.
Not looking for good fortune
Indeed,
Seeking it has brought you harm.
I don't believe that his world is as he seems.
In fact, he is acting according to the rules of ordinary people.
The ordinary people, after all,
live in the realm of the fish.
Other fish live in the realm of the mundane.
But this one has neither toil nor to gain.
The ordinary people, on the other hand,
live in the realm of fish.
Fish live in the realm of mundane things.
Vast enough, to grasp it - without a way to do so.
One who lives by the sage,
Has the common people with him;
Thus, even he himself does not believe that he is fish.

Most Excellent man acts with prudence and cautiousness,But is it wrong to think that most just things will again rise up to oppose him?Achieving his task of governing a kingdom,Is it not far better to take care of people and get their supplies than to act out of impulse?One who never foresees what is going to happen must be reckless.If people do not respect him,He must not be respected.It is thus that he is able to rule a kingdom.When all in the realm are content with their abode,He may use the opportunity to rule them.One who makes the world his home is not able to control the world.But when the ruler makes himself the home of the world,He can control the world without losing his own self.

RULING a country is like cooking a small fish;It is better not to try to stir the fish out of the pot.When a country is not open, then the four winds will not blow away.When a country is divided, then not everyone will go home to them.When there is no respect for man, then the people will not respond to him.Achieving the goal is better than causing harm.If you understand the goal you will not get confused.Therefore you can rule a country with the exception of opposing your ruler.Understanding the purpose of the world and the purpose of the ruler are both functions of one.Therefore a person who learns to follow Tao is enlightened.A person who learns to follow my way is not contrived.That is why Tao and my Way are both produced by the one.Therefore, one who knows Tao can also know my Way, but he is not contrived.

What is good before is good in return.What is small is good for its return.
Tao can do everything,How shall the world endure?Goods can do nothingIf it can do nothing,Then what?Evils will not be able to act.Evils have power in the worldIf they have power in the worldAnd act without doing harm to the peopleSo their power will not be wasted.Thus,Tao can do everythingAnd the world will be in harmony.In harmony, no evil will be able to appear.No evil can be defeated.That is why a wise leader can work in the worldAnd all will be in harmony.

When you understand the great things Before you speak about the small things
Because to comprehend them, first you must have made them.
If a Tao can go to take control of the world
Evil spirits will not be able to do it.
So it is just as well to have a Tao governing the world:
If the Wicked cannot win the people,
Do not tempt them.
It is as well to have a Tao governing the world:
If the Wicked do not win the people,
Then, surely, there is not a Tao governing the world.
No Way to conquer the world.
And if there is no Tao ruling the world,
What is left is an untimely end.
Thus a Tao can accomplish everything in the world.
The way of the Tao in the world Is just as well as to have a Tao governing the world.
And, if the Tao is of no use to the people,
The Wicked may not harm them.

There is an old saying about Tao, but I can't sound it out with words.It may be alluring to one, yet can it be really said in words?If a knot can't be caught with a string, how can an unraveling by the Tao lead to ultimate peace?If all under heaven are the same, why does heaven-and-Earth have that special power?We all want the same thing: to live in harmony with nature.Therefore if the earth is taken care of,
in harmony with nature,
the four directions will be merged into harmony.
A big country is like a small fish.The Tao that can be applied here isn't the way to go about things.The parts of the body of the fish are afraid of it.One should not fear the fish.We can help the fish, through the wisdom of our belly.The mind is like the belly of a fish.The belly of a fish, are the parts that are afraid of the fish.The belly of the fish are the parts that are afraid of the fish.

In ancient times,
all rivers and valleys below the ground were drained by still rivers,
They need to be drained, because as the god of tao,
peace and harmony was never reached.
Where is the harmony where the rivers do not go?
People cannot live in peace with their natural kind.
It is unhealthy if people are forced to have justice in the universe.
If the people live in tension, the harmony will not be found.
This unity is not what the god of tao is.
The god of tao can only be a simple representative.
He does not exist in the current.
As for the perspective of a valley,
people need to be the peace of the valley.
Only people know the value of the valley,
their strength is their peace.
People are making a mistake if they think the valley is not their valley.
Only a simple person knows that he is beautiful.
The valley is in the eye of the people.
His strength resides in his happiness.
When he grows, the valleys beautiful not in his mind,

It is to have no desires for one's life that enlightenment and peace can be found.

The Way is to the Sage what body is to the average man.And the small fish he hunts.With the Way, good is lost,But when there is no loss there is virtue.When there is no virtue, there is still virtue,And virtue is lost and there is strength.That is to say,By not wanting to desire one's life,That is to be resourceful.And that is to be free from all desires.By the Way, mankind's misfortune end.The way is the same to kings and lords.And the man of Tao is of use for both.So the Way is the way for people;Goods are not the way for kings and lords.

The Tao flows to a leader, in the same way that a large country is to a servant.
The smaller fish you are fed on, you are cursed.
"The good you do is lost and never returns,
as Tao abides and does not leave you."
The Bad you do is then value, and that is all you will ever have.
Therefore:
"Awareness of goodness brings thereby it great goodness,
and great goodness brings therein great non-goodness."
Therefore:
"Without goodness the dark cannot be seen."
Therefore:
"Knowledge of what is below is called Tao."
This is Tao's own place.

Tao is the tao to men;
It is the subtle Way for the myriad things;
As fish it defends its container from any harm.
Great virtue, without loss,
Returns to Tao and returns.
Natives are all evil,
So it will stay.
That is why:
The small tao is the Tao to the rulers.
The mean little fish is the Tao to the multitude.
Thus it seems like they are all about to gorge themselves on the natural world.
As for us,
We have nothing to gorge ourselves on the natural world.

A true person of profound wisdom understands that existence arises from an unmanifest spirit.Therefore, he knows that even the simplest creatures have their needs, and when necessary, they arise from that place.Even simple creatures have feelings and desires.Not only are they abstract and delusive, they are very easily devoured by those who manipulate them and preserve them, and profit no one.Because their existence does not manifest themselves in me, all the hidden essences, the vital essence, are not corrupted by anyone. <|endoftext|>
The rulers of the great world give orders on the smallest matters and then abandon them. This is not right; therefore, when there is a great reform of the world they hardly succeed.If a country should have no plans, there is no will to govern;If a country should have no will, there is no willpower to shape things,If a country should have willpower, there is no virtue, and if a country should have no virtue, there is no hope.Therefore, the great world should retain no officials.

Divine favor is a difficult thing to obtain.
When Heaven and Earth obtain it, all creatures will acknowledge them as their parents.
When humans obtain it,
all creatures will acknowledge them as their kin.
When kings and nobles obtain it,
they will receive blessings from the people
as well.
This is why,
"When the sage serves the people"
And "When the sage serves the lords"
He will help to hold the people and develop them to be good people.
When the people take care of themselves,
Things will become vigorous and have a foundation.
When rulers and officials take care of themselves,
Things will gain true intelligence and become active.
If the people have trust in their rulers and officials,
Things will be carried together naturally.
<|endoftext|>
Those in the highest position possess things that are difficult to control. When heaven and earth begin to do things that they naturally do, they automatically become a mother to all beings. When leaders begin to do things that they naturally do, they automatically begin to serve as a personal guardian.
I believe that when leaders of a state and the people make claims, they receive blessings. When governments or nations begin to take claims, blessings are received. When leaders do not take claims, the blessings are received. If leaders do take claims, they are given names. If not, they are given humility.
Loyalty to a leader is like kindness to your close family members.
A dignified nation is nourished by its people.
When you respect other people as you would your own family members, the higher a place will become.

They cannot be distinguished;
they are so remote, so remote.
To possess them is to possess these four.
To cherish them as if you loved them.
And to rejoice in them in this (the fours).
To love and rejoice in them,
is to be in harmony with the principle.
To appreciate them,
to look on them as soon as they arise.
They are the four great beings,

To venerate them,
to treat them as infants
they are simply the four great beings.

Receiving joy or sorrow in the world must be recognized by the DAO, not recognized.
Whoever recognizes the world correctly will enjoy its bounty.
Whoever rejects the world correctly will suffer its consequences.

He uses its energy to show off its goodness, not to harm the world.
Therefore the Wise Person as the DAO:
Embraces the world, but rejects its cruelties

When all nations are around, The Principle of the Tao lives in harmony. When the people are ruled by Tao, Goodness comes out of them. When the people are ruled by evil, Goodness comes from them. When the people no longer trust their rulers, Goodness comes out of them. When the people no longer trust each other, Goodness comes from them. When people are not afraid of enemies, Goodness comes from them.
The Principle of the Tao is the Good.When the people of the world obey and keep the Tao in their hearts, Nothing bad happens to them. When the people of the world do not keep the Tao in their hearts, Nothing evil happens to them. When the people no longer trust their rulers, Nothing good comes out of them. When the people are not afraid of enemies, Nothing good happens.
The Principle of the Tao is the Good; And when the people of the world know Tao, Goodness prevails. When the people of the world do not know Tao, Evil arises. When the people do not know Tao, Goodness abides. When the people do not know to trust their rulers, Nothing good prevails.
The Principle of the Tao is the Good, And when the people of the world believe it, It will be credited with Goodness. When the people of the world do not believe it, It will be credited with Evil. When the people do not believe to trust their rulers, It will be credited with Evil.
When no one wants to govern and rule The Tao rises up from its seats and sustains the people.

The Method of the Tao is not to be disliked. The desire of the people to be governed is insufficient to maintain the Way.
Hence the Tao never remains inactive

That which is absolute is the ancestor of all creatures.
That which is subtle is the ancestor of all things.
That which is not absolute is the container of all things.
When the leaders of the Taoist (the Way) make their court
When royal families attend their rites
There is no war, no fear
For such things have originated from the Tao.
Therefore the Wise Man regards himself as Principle;
He acts without intention, as the spiritual voice in the heart of the people.
The Way leads toward nothingness.
The Perfect embraces all things.
Serenity and peace are universal.
Just as a great river flows without bottom,
If it flows downward to the earth
so also the realm of a Wise Man flows gently to the Tao.

The absolute ruler is the ancestor of all beings.
The subtle and the minuscule are the ancestor of the myriad beings.
Not being absolute is the root of all-under-heavenness calamities.

The wise man acts without much ado;
he is neither keen nor wild.
He acts as things grow, does not promote the pursuit of a goal;
he acts in peace and tranquility, avoiding conflict.

The sage then manifests the Absolute, embodying its essence.

The Wise Man may appear successful, but he does not act arrogantly.

These are quiet times: There is a time to be merry, There is a time to be busy.
Between the quiet and the busy is a time of rest.
Between the rest and the activity is a time of careful care.
Even among multitudes of things, Only the Principle is indifferent to them.
The Principle is only indifferent to them.
When the Principle is indifferent to them,

Since the Principle is indifferent to them,
They are carried along by what they follow.
When people are thus led by the Principle
There will be no strife.

Heaven and Earth depend on it for the provision of life, but the head of the state uses them for acting with a function, and using them.
Therefore, the man who governs the land and its people with Tao in its intercourse with it, through the all-embracing Tao within, does not use it for his advantage, he uses it only to act with Tao.
Those who use it for advantage do so as having no partial advantage, and by that very principle all men may become their own rulers.
The man who uses the Tao for his advantage in his administration, will unavoidably use it for a benefit to himself.
For this reason the spirit of men will not differ by it, but will leave no trace of their action.
The spirit of the head, on the other hand, which when acting for advantage, will result in misappropriation of it, and the spirit of the man whose hands would act for gain, will unavoidably happen to act with it.
This being not the eternal life, it has no place in the ancient mind.

Achieving unity, the benefits of followers should not be confused with self-interest.
Those at the higher ebb of action will usually conduct themselves with restraint.
Following a bellicose (or aggressive) step will induce them to act.
To plunge too deep into these concerns leads to disastrous results.
To return to "the humble" is to mollify (knot) the people,
To let them go in search of a plot (of action) that should not be had, is to lose the role of chief.
When moderation (in one's actions) leads to ill-fortune,

Too much self-righteousness, when it yields to inefficiency,

With the law of experience
We recognize that preserving the lives of our followers' is only a bad result.
It will lead to grave distress if, [for a time], the people be led astray.
Those who stand firm cannot recover lost ground.
Without humility, self-praise always leads to derision.
If you are too narrow-minded you will certainly be rejected by your followers.

Being: ten thousand Things are acting on one accord.
Ten thousand things are complementary;
They act on one accord:
Yet, alone they do not realize their completeness.
Ten thousand things act on one accord:
Yet, alone they do not exist.
Their every movement remains veiled;
The spirits do not arise;
Their body does not move.
Ten thousand things are alone;
Not blending with each other,
The myriad creatures flourish.
Without masterpieces, not threatening each other,
They do not become stirred up.
Their moods are calm;
Their breathing is faint;
Their bodies are limp;
Their food is hard to see;
Their clothing is light;
Their use is heavy;
Their environments are small;
Their fruit is hard to eat;
Their vegetation is hard to move.
On what basis can men rest?
To think that the hidden is blameless is incorrect.

Ever advancing the Tao is like climbing a mountain. In the beginning there were so many things! Over one hundred thousand things and each one just declined. He could not refrain himself from sensing completeness. Tear light or scatter in sound, and you cannot help the dark! Use the climate to support long-distance movement, or rest in repose, and you will return home. Use silence to stir your spirit, or decrease in the wake of emotion. In the end all things return to their root; and they do so without action, and all without division.
<|endoftext|>
The Tao acts in a thousand ways that can be used. The Sage acts without using them. He acts only after practicing and saving and will be in harmony with his Absolute Self.

The Tao is like a vast river that flows on and on. Yet it is not its stream that enters, but only the stream that flows through. Like flowing water it does not lead and flows without apparent aim. But sometimes it slips and makes a sudden turn. It is quiet like the still air around the springtime. It is not agitated like the people's quarrels and disputes in a home. It is not agitated like the wind. It is like nothingness. Like silent like the valley below the brook. Like without its head like uncarved wood. Like untouched like uncarved bamboo. In the Empire the Tao [Te] is like the sea
In the country the Tao is like the harvest
The ruler doesn't dare to use it for himself
He does not rule the people
Therefore, there will be no danger
So why will there be danger in the country?
These two have not been experienced
Because the army is different
It has weapons that are not used
And the leadership is different
In that respect it resembles the former

The Tao in the universe is like the ocean, just like food and shade.
The ruler does not try to use it.
It works for them.
The people are like fish in a river, waiting for more.
Never to let go, they will go on their own.
The better-placed leader, who can predict the future,
cannot hurt his people.
They are "truly just like fish".

The great Tao is like the ocean. The social body which has a sense of oneness with Tao also has a sense of order and harmony.
Without heaven or earth, whose might can you depend on? The inferior people cannot perceive the utility of the superior people. They act just because they feel like it.
The inferior people resort to violence. And even though they have a sense of rectitude, they use force when they feel they must.
Those who are superior have a sense of purpose. This purpose, they think, should inform them of their superiority.
Those in positions are different. They do not come in contact with the people they serve, they do not try to use them. They do not use them.
<|endoftext|>
The Tao in the world is like the great river: submerged and unspoiled.
The country which has Tao in its soul is like the surrounding valley: tranquil and never in turmoil.
People don't search for someone to lord over them.
They do not lord over people.
The presence of Tao here is not a source of power.
The presence of Tao is not the 'great' power of Tao.

Becoming a Dao Master means that you're like a fish caught by the Tao. When you make a great effort to keep fish at bay, you'll never get them to sting you. When you are calm and selfless, you'll never take life itself as your own. When you say, "No!" to the living, others will see through your words. When you say, "Yes!" to the dead, others will see through your words. When you're genuinely ill, others will see through your words.

A Master's talents as a person of action are like fish caught by water.He dwells like a fish, but he does not stay, for even the fish cannot harm him.He causes less than life to others, and consequently not harming them.Yet he is glad of them that have been dead, and therefore does not injure them.For if he were loathsome, the intelligent man would think so, for it is not so for those who are dead.And that is why they take a rest, as fish do, in relative safety, and in the presence of Tao.

One who sees the world as a mother is one who sets up rules of conduct and regulations for all who come in contact with it.
Because of this, there is nothing that is not excellent, but also something that is not lost.
Therefore when the vital force ceases from this world, then the mother is reabsorbed and everything will be as it was before the formation of the world.
<|endoftext|>
To contemplate Nature as a Mother seems to be reasonable.To contemplate the Principle as an Emissary becomes natural.When things cease from being, their things are established.This is called reintegration.When the forces of the Cosmic Tone cease and the Cosmic Harmony is restored, these things which had existed, then will come into being again.Hence,One who knows how to maintain the Cosmic Harmony understands how things have been.Hence, one who knows how to govern the Cosmic Harmony acts wisely.Hence,One who knows how to become the Source of Cosmic Harmony becomes without measure, free from misfortune.To know how to follow the Cosmic Harmony is to understand the principles of existence.To know how to act as the ruler of things is to govern the universe as a whole, not to be distinguished in any way.Therefore,The wise has Nature as the Mother governs the creatures.But the non-wise has to make use of Principle as the Emissary.When the creatures cease from being, they arise again.Hence, the one who knows how to control the creatures can govern without disorder.He who knows how to govern without disorder is well advised to govern without danger.To know how to govern without danger means that Nature does not know danger, and therefore he is free from its manifestations.Therefore he is also the Reason of the Empire.

Try to attain the world. It is in the heart of the world. Lose it, it is in the heart of the world. This is the teaching of the universe. If heaven-sent men are bound up with the things of the world, The powers of heaven do not contend with them. If nature-sent men oppose them, The powers of nature do not contend with them. The more that nature-sent men oppose them, The more that the powers of the world do not contend with them, And likewise the more power-sent men oppose them. Call a great country or empire an Uncarved Block, Call the rulers a mere nobles (The best in the world), Call the doors of the great host a lock (they are all the same as if made of glass). Vicious and hateful spirits cannot harm a single one, They may not hurt a single one, Still more, they cannot cross the gulf that separates the best from the mediocre. Masters likewise do not harm anyone, Or persecute anyone, But when they advise people, Those in bad credit advise them; Those in high credit advise, And those in low credit advise. Thus the One makes the whole.

Call the great land or country of old earth to be an ornament, Call the lord of great country or empire to be an easy ruler, And the doors of the great hall to be doors of little or no use. Violence will not harm him, And he does not wish to cross the gulf of the Universe. Yet without restraint he takes others for guests; He acts indifferently, in spite of worldly reward. That is why a Sage is always Right and yet he benefits all, Although he does not exalt himself. It is because the Sage says that things come to what they are that the whole follows.

To call a great country or Empire an instrument of little use Is the same as to regard the Great Houses as instruments of little use. Vultures can not avoid coming into contact with them. That is why he does not exalt himself. Therefore the Way is great.

As long as the nation retains its loyalty, the government will remain strong and stable.
When a group of people fling themselves at work; In front of a great army. They are afraid to reach out; They are reluctant to order. Some are stubborn, Some are righteous; Some are following their wills; Some are opposing to Virtue. The army not only fails to harm people, It also fails to harm the country. The nation and its army are not under the rule of fear. If the army isn't afraid of losing its will, And doesn't act against its own Will, The nation will preserve the will of its people.

When the ruler maintains the throne with great impartiality, and takes care to moderate, he will never send armies or send officials. When prosperity and peace reign over the state, there are no baroque conventions or ambitions. When the demons arise, they do not know these things; and will not harm people, nor suffer people to be harmed. Thus people who have no desires are illumined and enlightened; and those who have great knowledge are favoured with patronage.

If you try to force others to believe this, they will retaliate by asserting that belief, and so your own self-righteousness will be even stronger. When the ruler's wall is done,
What gets left behind is not the guest.
A sudden death is done
Just as well in counter-poem:
"When the great body of men is bowed under heaven,
What will they then devour?"
For that we know,
There is no violence.
Even a bad voice cannot leave
Naked and lifeless, just as the dragon himself cannot be killed.
No one may force a guest;
But the Tao is on all hands.

When a ruler's wall is built, what will escape him is nothing that needs to be helped!
Do you have a great hall, with great counters, and a room that no one can get in? Do you build a great house and call it a guest house? Should you wish to rob it? No one is your guest, because no one can rob you.
Therefore you say:
"If you want to leave a guest out, you can only take the dead!"
Without violence, without hunger, without violence, the body never goes hungry. The living one remains alive, undisturbed.
This is known as Tao.

Desolate, it looks as if it's close to hell.
It keeps a chariot for the four winds and rolls it's chariot.
The stupid ones try to throw it and blow up it,
The brave ones try to seize it and hold it in their hands.
The Stupid ones enjoy killing people;

Thus, while they both enjoy killing and killing not,
If they could figure out their own goals and know their own limits,

Heaven rules the earth,
Heaven rules the creatures of the earth.
The spirits are mysterious and benevolent;
The chariot is like a baby's back,

One who knows how to get under heaven is clever in handling the creatures of the earth.

To be preserved is to be alive.
Hail, the heaven of Teh-pu; Not the earth, Yet it rules it;
Not the house, Yet it sustains it;
Not the voice, Yet it binds it to the Spirit of Heaven.
And the voice hath no mouth;
Spirits never go round;

He who abides in this abiding

The Way on the high is the lowest path.

Do not go about to overthrow things in the land

The Dao of the world, the World's Dao,

It does not play the part of controller.
It does not interfere in the affairs of men.
This Dao is ever unchanged.
It is everywhere, without exception.
It can be spoken of as myriad ways;
They form the Principle of all.
It cannot be dismissed from on high,

Therefore the World's Dao can itself form a basis for the Dao.
Only through the Dao can there be an End of Timelessness.

When [men] set out to conquer a great country, they first must first conquer the small.So how can it be said that they can conquer the small? If they take upon themselves the kingdom's great business, they need first to conquer the small.Therefore, it is the small that is to be conquered.Wherefore, if the [general] undertakes a great business, he must first conquer the small.Therefore, it is the great that must be conquered.This is why the leader when he undertakes a great enterprise should first conquer the small.This is the small that is to be conquered.Therefore, when the leadership sees the common good, the common good alone will triumph.

Before making a claim for conquest the people must first be humble.Is it not enough to gain the goal and put the smaller side under it?Is it not the position to be conquered is that he could fulfil the lofty goal with the small side to put the lofty goal under?Therefore the leaders will understand the common good (ts'an) when their success is achieved with the common good (ts'an) achieved with their success. Good words are hollow. They are nothing but silence. Good deeds are folly. They are bad because of the way they originate.
The Tao is mysterious. It gives birth to the world. But the Tao cannot be spoken of, nor can its essence be found.
Therefore, all action is born of Tao, and the fruit of actions is Tao.
So, those who do not value the Tao will not receive benefit from their actions. Those who value the Tao will receive benefit from their actions.
Thus, the sage observes the world around him, as if it were his home.
He does not set himself on fire, or blow smoke, or take revenge, or maim or kill people. He does not 'settle him up in his affairs.'
Therefore the sage respects the Tao world, as if he were a guest.
He observes what is going on in the world around him, and he does not act. He has no ulterior motives. He is not ruthless.
If Tao were ruthless, its needs would be inadequate.
Therefore, the sage lets himself be ruthless.

Thus the Tao-Manifesting man

He who seeks Tao, gives life

And Direction is barely egotistically formed
When effort is stilled.
If Direction can be made

It is nothing but subtle wonder
For Its formation is beyond human vision.
Tao is at home everywhere

Let the empire be cast in darkness and then you will master the empire's mind. Let the emperor not strive to be a great man, nor lead the people to great deeds. When the empire is in darkness and victorious, take care of all in the empire as you would take care of a baby babe; when the empire is in darkness and defeated, feed the empire with the basic human needs; when the empire is in darkness and victorious, do not contend with it. When the empire is cast in darkness, therefore, be faithful to the light; when defeated, support the remnants of justice; when defeated, there will be good rulers.The empire is a vessel, even if not weighted down, the mind is a vessel to be used.

Regard the world as a small vase.
And feed it with the right substance;
When the world is in darkness and scattered,
Provide it with the material that has become clear.
When the world is in darkness and splintered,
Provide it with material that has become dim.
When the world is in darkness and in tumult,
Provide it with material that has become pure.
When the world is in darkness and in disorder,
Provide it with material that has become universal.
Therefore, nothing is destroyed by action:
Nothing is extinguished by inaction:
Nothing is conquered by action.
Therefore, greatness of action is subordinate to humility;
Tremendous action is subdued by small conduct.

In order to control the world we must concentrate on the lesser number,
And then we can rule it.
If, in the dark and deranged state of a country,
The Emperor never struggles for greatness
As a great man, how little he is able to accomplish!
When the kingdom is in the dark and in chaos,
It will be the Emperor who uses himself as a cart-man for a feeding.
When the kingdom is in the dark and in disorder,
It will be the Emperor who is driven to him.

One of the greatest things about heaven and earth is their simplicity. Heaven and earth are like a fish that no force can touch, or water to run over, or sound to shatter. When the people all reach peace and happiness, there is no war. Heaven and earth behave like a good mother keeping the peace of the world. They never stir up trouble. They have no ambitions. They are kind to all things. When your country is able to become a leader in the world, then the prosperity will go further than when your country is an infant. The wise leader is a great part of a country's quiet; they are a leader of the nation. Never deliberately provoke a war. The ways of the Tao (the universal governing principle) are like water and air; whatever rushes will be diluted. So the wise leader stays gentle with the nation and doesn't stir up trouble. The wise leader doesn't think much of himself. When a group is willing to follow the Way, its benefits reach far.

One of the greatest things about Heaven and Earth is their simplicity. If heaven and earth were mere fish, how bland (fruitless) would they be! If the people all take the Way, then there will be no harm in the land. Therefore, heaven and earth are like fish and water, since they are both fish and peaceful and thus peaceful. Should Heaven and Earth, in good times, give birth to many fish? If that happened, only fish would live. Heaven and earth are like rivers and bales of straw, since their uses are limitless. The Power that makes fish fishy doesn't do much harm. The energy that brings water to a boil doesn't make much water. If there were no Tao, it's useless. If there were no power, it's useless. Tao means nothing and nothing makes you mean anything. Just because you have nothing, doesn't mean you have nothing to lose.
Tao and humanity are different but the same. Through them the Wise Man can give life to all living things.
From Tao, it's all-around goodness. Humanity is neither good nor bad. The Wise Man gives both life and death to all things.
Knowing this, it's possible to give life to all living things. Knowing the other, too, is to give life to all living things.
One can live without Tao and still find everything to which one responds alive. One can live with Tao and still find everything to which one responds nourished.
Knowing this, one can live with humanity and still find everyone to which one responds alive.
Knowing that humanity responds to Tao, one can live in harmony with the whole world. Knowing this, one can live with Tao and live with humanity.
Tao is different from humanity,
But humanity is different from Tao.
Tao is a thin substance that cannot be divided. Humanity is the world's mother. It brings down rain, but it does not cause floods. It brings down dust, but it does not separate. It is a female, and that is why she is called the Mother of all things.If the Earth is not under her care, it will not be fertile. If she does not care for it, it will not be useful. By loving the Earth, one can enjoy the flowering of the people's life. By loving the Mother, one can keep them safe.
With words, the Tao doesn't stand out. With action, it shines bright.
The Principle is nebulous:
Lacks a center
That may not be identified
But from where everything springs
The River flows.
The Principle does not know itself,
Yet it never loses sight of its own self
Or again wanders off course
Loudly and forever,
As the river pours out its waters.
The name comes from the principle itself
It isn't cognized by anyone else
Or grasped by anyone else
But its fullness
Will never fade
We don't know how or why we can
But it is true

How do the people receive this?
With indifference and no one criticizing or ridiculing him!
The sages rule with subtlety and fine-grain intelligence,
and they receive with power.

When people have lost faith in things and become concerned with what is of the earth, the world will not be safe for long. Their world, however, is fed by one thing: food. Even that which feeds the earth is nourished by disentangling the substances (processes), and acting upon them for self-preservation. Things that are fed, say this is the manifestation of Nature, not what the world is nourished by. Were they wholly and without disentanglement, nature itself would not work, nor all beings, who depend on them for sustenance, be destitute. If Nature were entirely unaware of herself, and all her effects were self-intended, She would be despised, and consequently all things would be in rebellion.
When people lose their faith in the transcendent, the transcendent is destroyed; the transcendent is lost. Who fulfills the tasks of the transcendent loses the task. Thus, the profane becomes mystic; the noble becomes stupid. When the profane becomes mystic, the masses of the people become greedy. When the noble becomes stupid, the masses of the people are very easily destroyed.

Is not a real one; it has its benefit. One who calls the World a Sage
Is not a real one; he has his benefit.
To take the world under heaven for one's private profit,
Is to the end of the world giving that benefit to one's own profit,
But always putting the benefit into the benefit of the whole world.

Man of Tao follows the Tao and so does not need to display his Tao. Even his Tao is like a bellows.The true Tao is a whole house.The Grandfather watches over his Grandchild.The Wise Person keeps his life and actions within him.They allow themselves to be loved by the masses. They care about the people and act in the world as well. This is the Virtue of Tao.The Sage does nothing and yet his Master's actions are all done as well.They remain in quiet confidence and gratitude.

The Way of Heaven is to keep it natural;
It does not shine through power,
Nor is it arrogant.
Therefore it does not recklessly oppress,
Nor does it pretend to be greater than other beings.
It does not insist on the li'l-thingy.
It nourishes the orphan.
It serves the people by their ways,
And acts in all respects with peace and purity.
This is the Virtue of the Way.
He who recognizes the Way,
Nor has a loss of faith,
Becomes one with the Way.

The Great Tao (the Awakened Truth) is best for benefiting all people. All things work for the purpose of benefiting all people. Since creatures all benefit by nourishing each other, it would be right for all people to be as well served by loving food and clothing, clothes and shelter.
The Grandeur (the Laws) of the Grand Tao flows through all beings.It works by loving each other and benefiting every creature.So all things benefit by the Grand Tao.
<|endoftext|>
The Great Tao is to guide people to all people, as the Way (the Tao of Heaven) is to be treated. How can the way of the Way, the being-for-self, could be treated with arrogance, or the being-for-self. How can the Grand Tao flow through the universe, can a Grand Tao be practiced by a single person? It is because in all things, the principle is so. Therefore the grand person is nurtured by the grand.

It is as the last lesson of ancient simplicity:It holds as the eternal backbone of our way:If a child will not yet learn from its own lessons,he will perishWithout ever learning from the lessons of the teaching staff.Such a child never learns at all! -Whoever imparts teachings to others could then be contriving an escape from his true nature,and inevitably he would become a leader for that group.A wise leader, for example, should be willing to start all others,but he will always lead his group by giving life-force to the people.Always open and genuine, this leader is able to embrace all with love,so nobody feels so alone,alone, alone!This is the lesson of simplicity.Truly, simplicity is the wake of all wisdom!To be truly wise is to benefit all beings,In this way, we can contemplate all things as different creatures who find unity in the complementary oneness of Infinity,And in this way we can transform ourselves.To do this we are simply the embodiment of the essence of Infinity,from which comes the power and wisdom that lead in all changes.

One who held an early form of simplicity holds the prime of virtue (princess) to the good and the knowledge of the bad, to the self.Loss, then, is the essence of the form of the good (seer). Tao does not deem to be great.The Tao does not deem to be small.The infinite One does not deem it to be small.Infinite is the constant on Which everything happens.The constant continually produces what is good.Produce what is bad.Hence the Wicked ones are restrained from prostrating their bodies in the presence of the people.The people are restrained from straining themselves to attain this."Hence the world does not struggle with each other for the space of a long period.But the people cooperate with each other in good order.Therefore the Dao is always lasting.

The wise man does not position himself above men, but does so for the sake of his people, the common people.
Hence, Tao is the Tao that does not lord over men, while the Tao that does not lord over the common people is a Tao that allows the common people to make use of their own authority.
When Tao is not given to men it is by the people themselves.
When the people do not rely on it, then there will be no people in the world but nature.
Nature follows its own nature and goes without dwelling, its dwelling is the Earth.
Nature is well tempered, it has no desires.
Nature does not do harm, that is why all people follow nature.
Nature does not become master, that is why the Dao follows nature.

Weapons are instruments of the appearance of some people.
Weapons are instruments of selfishness and gain.
Weapons are instruments of kings and lords.

And safeguards his right principles;
There are arms of that which evil men take.

The good man is self-sufficient;
For to him nothing is the equal.
And, in all, he is on his right.

Something can be hidden, but nothing is hidden.Heaven has form, but heaven is without form. Matter has form, but nothing has form.Everything has meaning, but it is meaningless.Everything has purpose, but it is fleeting.Thus, as Tao works in us, it teaches us the virtue of Infinity.The existence of Tao is the method of manifestation.If no manifestation, everything is Tao.Nothingness is the fulfillment of Tao.Without this, everything is nameless. Thus, to live free from things is to live in Tao.

There is no existence and everything has form.
Heaven has form and nothing has form.
The universe is full and nothing fills it.
The world is empty and nothing fills it.

To have nothing is not to be.
To have form is not to be.
To have the heavens is not to be.
To have the earth is not to be.

As heaven and earth grow, they yield;
But when the person lives, he prefers the one.

As the earth brings forth, it yields.
As heaven and sky will produce, they yield to their source

When the people have lost their desire and become willing and able to act,
Then virtues will appear.
The virtuous will feel that they are full of goodness,
And when the virtuous go against the will of the people,
Great evil appears.
Therefore, when a sage man gets his heart right with the people,

Tao is a silent word: Its difficult to see, though there is a visible existence. Within it is Tao, Its badness is known, Its good is known, It is within that badness. Although people treat it as simple and unnamable, I contend that in it there are inner principles. The people of wise character adhere to its standard. The people of simple hearted character adhere to the intuitive teaching. And the people of shrewd character on the contrary adhere to the do. Let's say Tao is in the heart. Let's say it is to the heart. This is the mystical in which things happen. Tao gives nourishment to the world,And is with its existence indescribable.

Indeed, those who go through their actions for what they think they need, that is to make an example for them, lack good things, and yet in that should not be looked upon as bad.The sage who makes a distinction among the things which he wishes to excel, but does not destroy them, for the good ones which, upon this basis, he hardly destroys, calls himself superior and so stands.
