Like the unwise (scholars), he doesn't spend much of his leisure away from home. And he doesn't believe that the intelligent person can learn. To be kind and generous is to be in danger. Good fortune comes from bad fortune. Bad fortune comes from good fortune. When people have been raised on false pretensions, they've been raised from infancy. Some will turn against the book.

The results will be dire for us. For the common people of old had good work to do, but not enough for them to master. So they acted as though they didn't do it at all. 
We do not have enough good work to do. Therefore, we must strive to do what is required of us. 
It is better to learn from the good, than from the evil.

That is why they believe what they see. Those who find fault in their own motives win their ways by losing. If they are content, they will not act with force. If they are happy, they will not fight, but allow the people to be ruled according to natural laws. It is because of their not acting they can be impartial. So the clever one does not force people to do his will. The clever one can be impartial, also. He has his own views, but he knows his own experience. He is the man who keeps his mind free from falsehood. Thus he learns from experience and does not interfere with it. This is the principle of loyalty and morality.

Such a man rejects what is against the Tao, and thus is exempt from danger. This is the essence of this Tao.

When rulers do a good job, everything rolls in unison. Things have their cycles. Whenever government rules, things revert to their natural state. Things have cycles, And humans make things go on. If you know how to steer people away from bad things, things have cycles. If you know how to turn people away from good things, things revert to their natural state. It is the common fate that humans turn away from what is good. And it is the common fate that natural things revert to what they are. Is this not a point of difference? Who else is as close to Tao as that? If you want to be good at being at home, then don't try to govern the world. If you want to be the center of things, then don't force everyone to conform to you. Don't try to shape things so you will find the best you can find.

The people of old that belonged to enlightened ones benefited their country and its people in two ways: they benefited the land by freeing them from dependence on others, and they benefited themselves through their benefits.Those benefits came from the freedom of the land, the freedom of its people, who alone possessed knowledge and discernment. Such people were also noted for being in a constant state of reversion to their original state of stability. Therefore, they were also distinguished from those of other rulers.
