Employ no violence and no danger to your people. Use good management skills and develop your people's physical strength. Take charge of your people's work by using wisdom, and have nothing to do with "widespread justice" or "sealed codes of conduct".

Use Non-Action to attain social autonomy. Employ non-violent measures,And hold peace in the Empire.Nanterally practice benevolence,And your people will follow you.Having no desires,Nanterally practice the righteousness.Treat yourselves like thieves,And your people will treasure you.Have no desires,And keep it simple and discard non-good.Nanterally pursue justice,And your people will flourish.Confounding ourselves with pursuing goodness,And our own neighbors will turn on us with every criminal act.For the wise man seesThe good as well as the bad,And makes others use themWithout contriving,Accomplishing what he wants,He unlearns,And benefits others.

The Sage uses his wisdom to manage the affairs of the world, and acts in an informed manner. For he takes charge of the people's affairs without violence, and helps them avoid conflicts. He uses compassion, and interferes only by putting an end to conflicts. He uses benevolence, and doesn't coerce others; therefore he never commits a crime. Therefore, he endures his years of poverty. The people are ready for peace when the Sage acts calmly, and makes no demands. When the world's affairs have been managed appropriately, the people learn to get along and produce; but when affairs go wrong, a shocking excess of arrogance becomes fashionable. The Wise Man considers good and evil as equal. He stays in his own emotional space, and values his own values. He lets go of everything that he does not want, and forgets his own selfishness.

If you manage the affairs of the world by word alone,The people will know that the governing is done by people,And peaceful will reign for a time.If you employ men of talent to render servicesThe people will respect the services. If you employ benevolenceTo effect the social welfareOf people will think it is a disgrace. The wordless interventionsIf enacted by a group will spoil the lot of the peopleWhen everyone would seem to have got the messageAnd consequently be allowed to

He who governs in accordance with the Way and does not seek to get credit, under any name, is not likely to change. Undermining those who have worked diligently, he has nothing to fear. He who governs under any name is not likely to get credit. If you have got credit he has no place to turn. If you are in accord with the Way and are firm in your will, the people do not fail you. They do not favour a single official, he has no place to turn to. If the Way is employed as one's source, one is more likely to be afraid than praised. He who is skillful in business is more likely to be successful than feared. If there is no proper government there is danger of chaos. The more there are rules the more careless there will be. The more cunning and cleverness one has, the more potential for disaster. For the Tao to do its work the virtuous person of old is the teacher.
<|endoftext|>
When a ruler uses the method to govern without getting credit or fame,He is at once less effective and more obscure.By no blame can he be praised. He who sets limits in order to have a start,Is the least free of risks.By no authority, can he be feared.By not being properly settled,Can he have no secure homestead. He who knows the Tao in its greatest simplicity is the most impartial. He who knows the Tao in its strangest extremes is the most practised in men's workings. Therefore the sage advises the common people in a simple manner:Don't try to win the people's trust by ways that have names, or by means of good government.Win the people's trust by non-wise methods,And you will be the first to laugh at.That is why the sage rules only by the goodness of the heart.

Withdraw from stratagems, and when you hear an absence you do not keep saying, "It's my lack of stratagems that makes me stand out," And when you think that you have a good agreement you do not rave at it, And when you notice that there is confusion you do not make a big deal of it; And when the administration goes in accordance with reason, you do not seek to impress on it a name that is not believable. When the administration becomes good at the application of reason, you have a stable place to live.

Whenever an established body deals with matters by the means of laws, the people wantonly make wicked choices.
Whenever an established body engages in a war, the people willingly turn to violence.
Whenever an established body resorts to violence, the people ridicule the act, the people scorn it.
When a noble ruler practices non-interference, he makes no enemies, no enemies are made.
When he resorts to war, he invites enemies.
When his life is of non-exuberance, there is a high crime rate.
Therefore, the greatest master statesman doesn't commit self-action and governs without boisterousness.
He practices quietude and does not denounce things to the world.
He uses unspoken words and lets things happen naturally.

When it comes to governing the people,
depend on TAO
And act accordingly,
Instead of doing a deal-making [Gossan]
When I talk to the people,
All will stop what they're doing
And go home as if they hadn't happened
When I use force in war
And all will respect me
And I'm done
When I can't be defeated
When I don't give a damn
I win

The master always uses the Way.If the people are not pressured, they will never rebel. If the people are not easily reached, they will not lose their bearings. If a master are not violent in fighting, they will never be defeated. If a master are not clever enough, they will never be learned. Therefore, those who follow the Tao do not interfere. They do not interfere, and they are successful. They ignore the world, they have no hopes, and are finished.
<|endoftext|>
The master should not rely on the Tao, and the people will never rebel. If the people have no other methods than their own will to live, violence and strife are bound to follow. The Master never creates enemies by force, and when he resorts to force the people will respect him.He would rather act silently, quietly making no noise. If the people have nothing to lose, they will not give up.Therefore, the lesser wise is still allowed to practice the Tao, and the people have no choice but to accept him.Do they look out for each other, or are they forced to be

If you can use the idle man, to use yourself, everything is done. In the beginning, you have something to do, in the beginning, it is made you work, to get things done. Though there were beginnings, in the end, the accomplishments and implements were made. Though there were beginnings, there are more things to learn, more tools to master, more conflicts to fight. All this is caused by thinking without knowing where it comes from. The simplicity is good.
<|endoftext|>
Whatever you have done, you do the same: "I did something, then I did it." By then everything's there; there's more to do. The more things you have, the more you need to get rid of. If you think that there's something useful, you'll never get rid of it. If you think that there's something good, you'll always be "on guard" for what you know you don't want. If you think that you have anything to gain, you'll always be going after it. If you're thinking that you've found something, but there's nothing, it's there for you to keep.

Nothing is done without intention. It is a movement by the free will and lack of desire. And nothing is done without need. It is based on desire.
<|endoftext|>
He who uses the inactive Way brings about it. Everything that has been done is done without thought. Everything that has been mastered is mastered without desire. Everything that has been made is made by the teacher of the weak and the master of the strong. He who loves the world creates it. He who knows the universe is his teacher. He who seeks the world finds it.
<|endoftext|>
What is done, or made,Either spontaneously or by compulsion? But by this compulsion nothing is mastered; And by this mastery nothing remains to be mastered. The more things he has the more he has to do.If he were afraid he would destroy his own life.If he were afraid of his own life,He would have no support. But by the end of a mastery,When everything is mastered,He has nothing to begin with.He who knows what is to comeThe coming will never stop. The beginning is to the end the self-same one as the gate of the world.

When you achieve success in the world with this rule, the world will be not less but more peaceful.

Know that such things do not exist; That they are ever existent and real. Therefore they are deemed invisible and real. If some rulers regard the proletariat, All being, and the people as their guests, This is because they do not yet understand, Can you distinguish this from that? Thus a ruler who governs the proletariat with effort Accommodates the proletariat and the people by taking actions which are given to them as orders, Extirpating the differences by the reduction of them, And doing without externalizing all his achievements, Does not regard the people as his guests, And so permits them to live for themselves.
<|endoftext|>
He who knows it not is invisible,He who is not aware of it is real;He who finds it does not know, is found to be the contrary. Therefore, those who govern the people by the fruit of their efforts,Are they as humane as those who govern the people by means of means of intercessions? Then the people live with the rarefied air which they have seen. And so when the ruler implements things on what he considers as a rough basis,The people are helped by this measure,He who acts of necessity in order to have done with some things,Does not act of necessity on the basis of being just.He who treats like an infant that he also has children,Should he regard it as an ordinary thing,Should he consider it an action of necessity? Therefore the Tao teaches that,Being partial,And acting of necessity,He is man's model. Therefore, he who is strict,Can be like a straight road.He who is faithful,Can be like the charge. He who is tolerant,Can be like a white garment. He who is intuitive,Can be like the sage.He who respects the result of action,Is as a model. That is why the Tao calls him when he excels.

You would be defeating them by their selfishness and love of money. And if you insist on interfering in daily affairs, the people will become restless and restless, then the government will decline. If you stay silent, the people would become more alert and then the government will be overthrown. If you are not the center, the people will retreat. Therefore the noble man gives priority to long-suffering and taking care of the people. He teaches them not to interfere, and allows no differences of views. He treats people fairly, not imposing everything on them, and in truth that is the most important. He does not enjoy the world, and his children will be above humanity. If the man who is never concerned with them expects them to live the life of the common people, then he will not long endure.

Know that the more you press people in their daily relations, the less their strength will be;The less they will want to respond, the less ready they will become. If you treat the people like this,The sooner the rulers can govern the peopleYou'll see nothing will change,The more you force them into your ways, the less control you can have over them.If you do not keep them aliveYou'll wrinkle their backs; But if you do keep them alive,And let them live in peace of mind, they will never find fault;Only with peace of mind can the rulers really do them justice. If you do not enjoy the world, And if you choose to hold fast to the original principlesThe people will come to you only because you love them. You cannot lead a state,And if you don't love the people you won't last long.

When the empire is ransomed, thieves will be helped out.
And when people become righteous, the law will be fulfilled.
When people lose their humanity, the government will be deserted.
This is called using the Tao in the first place to govern the state, and using it afterwards to rule the country.
Hence, he who is content with his own nature and with the workings of nature,
will also govern the state.
That is why: The biggest misfortune [in the world] is not its own misfortune;
But that of people according to [the same] fate.
A good government lays down its precepts, but never the sword;
It rules from compassion, but never cruelty;
It trusts not in reason, but in faith.

If politicians interfere, things will get rough.
The best government values ordinary people, but serves the world.

The nature of Tao
Is like this:
The beginning, the end and the beginning of all being.
The Tao, the thing itself,
Produces being from being.
If one simply follows Tao,
All things become existence.
People can simply be created by Tao,
And things will continue as they have always been.
While parts are useful, they are no more than minute chips of common process,
(as if) the creature started from the Source of being.
The Tao always has a sharp edge, And the need for what we call Virtue is always present.
Since we would like nothing more than to do nothing,
We don't like to interfere.
So the nature of the Tao is:
Creativity and benevolence are both needed in our work.
They are both necessary in our activities.
Their use is always under consideration.
I do not see that any action is impossible,

Better as they live in crowds, their ways become worse.
Better, if the nations and rulers lead the way, that their filth and ungodliness will disappear.
Better than this, if the people accept filth, chaos and derangement.
And the happier the people, the more disorderly they will become!
Therefore the Sage say:
'Do not act, and people live for themselves.'
'Love simplicity, and people learn to be virtuous.
'Avoid conflict, and people live naturally.'
'Be content, and people return to the natural way of their ancestors.

All beneath heaven wear illimitable and confused cloths. I see in them vain things. The strong ones: these I name the world. I see in the weak ones: these I name the country. Still they look alike: these are the state. The weak: these I name the country. Still I see the strong: these are the state. Still I see the weak: these are the country. I cannot find these; these are the common roots of all the different states. And yet the king of men is one of the common roots of all the different states. I have been born without love; I have looked the right way; and I have been weakly enlightened. I do not glorify oneself. I delight in simplicity.

Beneath heaven are constantly dyed in cords and threads that are worn out. The things of strength are the nation and the things of the weak are the kingdom. Within them are these two domains. [The strength] of the former is within and [the weakness] of the latter is outside. Though they be called the same by names, how much less are they for man to know? The sage observes: "Take no action, and the heavy things are reduced; and when affairs are resolved, the implements of war have become implements of darkness. The sage treats himself with filial piety and resides in a world without joy. He considers himself as bad, but is not evil. He dwells as near to the things that came before as possible."

For princes in a sound world,
Their rule was understood to be gentle and fair
And the ten thousand things loved them gladly.
In times of peace,
To them they would go, as (they went) to the Spring.
How can one understand the ways of a king who speaks without words?
He who ignores this word is deaf, nor can he explain the cause.
How can one love the ten thousand things without hating them?
Even if you share their sweeteries,

They only remain there, lost and abandoned.
Only by loving them,

Their words are no small aids in the world.
How can it be that the world should love them in the face of their words?
Who has more than the chief in Heaven?

They love him because he does not boast.
They love him because he goes by nature.
They love him because he goes by nature, not by direction.

Nature begins with nothing and never stops. Can a country be a thing without laws and regulations? Yes: more people become lazy; less money flows into the government. The more frivolities the people indulge in, the poorer the people become. The more unruly words people use, the more foolish things are committed. Therefore, the wise person renounces and abandons all things, acts in nonaction, and accomplishes results for all.
<|endoftext|>
If you don't have laws, people will follow the rules. If you keep non-action in place, people will cooperate.Because the multitudes are lawless, each one has his own natural way of life.

When nature has no purpose, Nature will be the common thing. When people have no purpose, Nature will also be common. All things are cursed by non-endurance. Too much motion in the world can cause blindness and weakness. Too many weapons are bound to make people stupid and unruly.Because Nature has no desire, all things follow Nature. How could you keep the people from this?By behaving yourself. With confidence. Don't interfere with anyone else.If you're not conscious of self, you have no purpose. Why should you? Being natural, you've no desires. So it's better to be alone than a consumer, with another person's needs.

When the state of no activity or abiding on nature is established, virtue among people is in a condition of perfect endurance; when people have non-activity, virtue can be in a condition of perfect endurance; as they work, virtue is in a condition of perfect endurance. When cunning and cunningness in their movements tend to blind people, then virtue and integrity are in a condition of perfect endurance. When cunning and cunningness in their dealings tend to win and hold men, then integrity and rectitude are in a condition of perfect endurance. By this it is said: Whoso keeps them from acting in their own manner, these men, by being carried by them, have accorded to the natural habit; when he does the same, his actions are adapted to their own purposes; he never thinks that he acts in any manner which he has no natural way for. The instrument that governs humans is the people.
Can you rule the world with the instruments of the people?

The more tools and implements the people possess, the more is the darkness hidden.
The more words and phrases people utter, the less functionality they are able to create.

Manage best when he does not interfere, and people go their own way.
Manage best when he does not boast, and people become satisfied.

That's why all the wise say that:Always by working hard, a person finds his status, power, and his status become more and more necessary. In the olden days, the place where you work was because your place is strong and you get respect for the work.In the present, it's because you have things that you want and things reward you. You don't see it, but this is how things work. If you don't think of the role as your own, it won't last long. If you don't think of the role as your role, you'll never be satisfied with it.

When there are too many rules, the people will take less care of their personal freedoms and responsibilities.
When there is too much military force, people will have more enemies than companions.
Thus, rules are not sufficient for managing the people.
Only when the people know they have nothing to lose by turning away from rules and responsibilities and regarding personal affairs as being secondary to responsibilities and desires, will there be no further friction of the people.
When other people view the rules and obligations as mere rules and obligations, they will struggle to understand their motives.
When they have no other place to turn, they will appear as if they are serving their own selfish interests.
When the merit of their efforts is ridiculed by the ordinary people, these people will substitute their own selfish desires.
When there are no rules and no obligations, then the rulers of countries will suffer no hardships.
The wise ruler of a country works with everyone's trust, but tries to show them the empty chambers.
For him the ordinary people are like little holes where open mouths can appear.
The common people, like a whole world where they can meet their needs, are like an ocean where all the things are very big.
So this is a good example of how nothing can harm the people;
they see only what is good for them, and have nothing to fear.

The more laws and regulations are imposed, the more people will turn against them. Priests are proper men, but their purpose is not only material ones. Rather, they have to use the body to serve as a model for all humanity. They prefer vigorous movements and use cunning moves to find the most profitable angles. They govern and promote as well as interfere with the society. Since they only seek material ends, they are good at saving the country but are not concerned with the worldly affairs of the empire. Why do I say they use the body to serve as a model for all humanity? It is because when all men take up their hands and kneel down before them, the only thing they possess is their own inner being. This inner power is free from any relation to the external world. Therefore the wise man sees that his own inner power is a model for the whole mankind. The wise people are nameless; their paths are unknown, but people begin to understand them by following their examples. How do I know that the example is such a good way for the others? That people follow their example without comment. Because they never concern themselves with material things.

Thirty years ago, the Tao wasn't recited by the Tao masters, and oh. the use was very effective.
In our time, I have not heard the name of 'The System,' even though the way it is is like the way that the Tao is.
The emperor has not talked about it, but people in a country use it and master it with ease.
Some say, the Emperor uses this system; others say that the system is like the Tao Tao Tao Tao Tao Tao Tao Tao Tao Tao Tao Tao Tao Tao Tao Tao Tao Tao Tao Tao Tao Tao Tao Tao Tao Tao Tao Tao Tao Tao Tao Tao Tao

Five hundred years ago, the way the Tao is used was without a name, and oh. the name has little use. In the present, however, a system of laws and regulations is prevalent and does not produce profit. In making men (discreetly and frivolously) how do I know what it is that profit? Inward light. The less regulation there are the more profit. Weapons and implements are lighter than before, and more easily of use. In those countries where regulations are in full use, there is less corruption. The more well-intentioned the government is, the less one can expect. The more skilful the government is, the less the people can trust. Therefore, people in their purest simplicity favor those without desires. They go out and free the people from the need for rules. They are cautious to show off their ability by means of clever ways. They conduct themselves with great caution in choosing their courses of action.
<|endoftext|>
Since antiquity, there have been no 'rules,' no 'laws' issued by an authority, no regulations. Only the Tao could justify governing the world. Let those who are leaders of the world not believe that 'this' Tao rules the world. Let them only perceive that that which is governed by Tao rules the world. A country of some importance should not need to put rules in place; for when the country is flourishing and there are no more conflicts, then there is no need for regulations. When using his (the ruler's) ability to accomplish, the leader should only work with the desires of people. He is not boastful, but simply wants to enjoy himself and to live well. Therefore, whoever lives in peaceful peace and harmony with Nature, then the ruler of the world is innocent of desires, free

Try to coerce the people to adhere to an established system,Or do something where there isn't one.Even if the people are very loyal,Sometimes they will break the rules. They use the strategies they have learned and use them.If the people are clever, they won't resort to violence. But if they are determined, they will resort to violence. The more restrictive rules there are the more likely is conflict. The more weapons there are, the more stressed and exhausted the army will become. The more rules and regulations there are the more thieves and bandits will appear. But the Sage teaches that there are many ways of resolving problemsAnd that that is what is most important. He teaches to trust his own intuition and to don't search for insights. In reality,I would try to restrain myself with knowing that the world of people has much to learn from others. The world has many different ways of organising. For example,The rulers are making a big show.Getting rid of restrictive laws is the main goal. They are ruling by doing good deeds, which can also help create peace and harmony.Other than that,I would concentrate on following the action.

Give all power to those who are already followers.
And employ the method of making people conform to your will.
When the leader's followers are ready, you begin to make them conform to your will.
Do this:
Conduct some simple exercises with your eyes.
After some time, they will begin to use the implements with their eyes.
By making them use more and more implements, then they will be ready to use them.
When the rulers get too strong, they start to use violence.
When the leaders become too strong, they start to abuse their power.
The more people you use to work for you, the more you will have to rely on, just as when the world grows.
The followers of the wise never allow themselves to be acted upon by others.
They do not think that their actions must be subject to human expectations.
And yet, when people are being acted upon, the application of care and diligence is the only response.

If you wish to help the kingdom,do not force your desires on it.When you do not force your desires on the country, the government will be in harmony.A state's leaders must have the subtle power to guide the people's movement in the right direction.I can only hope this power would not leave them exhausted. After all,I do not reside here.My house is not here. I do not control the world. The more you do, the more you lose. The more you talk, the more out of touch you get.The more you will be put in touch with this way,the more you will fear. The wise man knows to let go of what is too big for him and act in harmony with his people.

Aim at the kingdom, and be content with that. The realm will be happy with its neighbours, and the people will be mild in their behaviour.Do not force your will upon the realm or overreach upon it.The administration must be rooted in friendship and not by force.A bard may be told how to coax a laugheer, and may stay in the land. The leader must know when to dispense with desire and to not create problems. The ruler will also be known to employ others to perform that task.Hence the wise man becomes content, not in touch with what is above, but in contact with what is below. This contentment is sufficient to create a peace that has not yet failed. Therefore the sage gives up things for a long time and lets things grow.

The emperor in the world lives by four types of rules:The above four rules, he keeps in regular order; He goes by penetrating force to win the world; He doesn't let himself be annoyed by attention; He chooses stillness over action; He likes many things and nobody owns them. The emperor means by this:When the ruling class has regulations and worries to enforceThe people of themselves get those rules and worries overgrown. When the ruling class chooses to make a feast they create plenty of places. When the ruling class makes a formal speech they emphasize things. When the ruling class laughs the others laugh too.Now when the emperor says:I take no actionAnd the people of themselves improve;I love stillnessAnd the people of themselves will be simple;I don't talk muchAnd the people of themselves will get clear.I don't seek for fameBut the people of themselves will become strong. The emperor would not display himselfEven at a feast and a feast feast could be built.

When the empire goes about on its four-legged life:The ways are so simple and a man's mind so light that he can hardly conceive of them.Heaven and earth appear to him less powerful than ice, and he cannot abide them.Heaven has laws and abides by them;the earth has laws and abides by them. That which separates mankind from life can be taken up by the simpleton;he who could remain simple and mild appears to be excessive. He who holds a family and all its traditions in high esteem receives no mirth;he who loves and loves others does not take pleasure in his own well-being;he who knows how to laugh, laughs at himself. Thus it is that the sage:I give myself up to the four-legged state,And become one with the earth,The place of being and where everything rests. He is always with himself and brings about harmony in the world.

Take an ideal and shape it into reality. The Tao is easy to comprehend and move towards. Some people take it as a big, hard solid. Others take it as an illusion. But surely the Tao is just!
From ancient times, mankind has walked through myriad ways to attain it. But no matter what they do, no matter how hard they try, there will be no success. It is like this.
Imagine if Heaven were the gate to your body. If heaven is just, how will your body become soft and frail? If your body is hard, you will be covered with tears. If you are covered with tears, how much more will you feel broken and powerless? And if you are ever angry, how will you weep? If you become weak, how will you gain wealth and power? If you do not trust others, how will you govern the country? In order to be successful, the Tao must be the foundation of all your actions.

To fashion up a thing into existence, first we must see that it is an existence.
To shape-up a thing we must know that it is something;
When we have made it into an existence, we must know it is an existence.
Now, if Heaven is the image of our self, how can we accomplish our goal of attaining ourselves?
If it is an existence it will produce immeasurable natural manifestations;
But if it is an illusory existence, how can we know how much we are dependent upon ourselves?
If I live by living in the body as heaven, how can I be free of responsibility?
If I am free of responsibility, how can I act with justice and fairness?
Then, just as the subtle female of the Tao expresses herself in feminine rites of this world, so do the numerous virtues of man in their myriad manifestations.
It is only through living according to these feminine rites that men and women are able to control their vices.

Harmony is the great principle that unites people of different thoughts. Music and cleverness are things to be utilized in harmony with each other. Peace is the unity of the people. The high learning man avoids such extravagances. He is full of humility. He is content to observe the task of nature. He gladly accepts what nature has to give.

But clever rulers don't see too much value in others and for that reason are content with being average. But the rich person doesn't see too much value in others either. He only prizes himself. The greatest ruler of all times came about because of his own ungovernability. The force that governs the world is not used to force others to behave well. To force others to live up to your standards of perfection is not the way to go.
If you want the world to act well, try to avoid annoying it. To avoid annoying it is to prevent further existence of a situation. It is impossible to govern the world without troubles.
Therefore a wise ruler rules by not acting. If you want to be the master of the world, use what's in your power to live up to the highest degree. If you want to take things away from the world, just use what's in your power. To not do something is to not have to do it.

They can hardly be compared to the values that existed in ancient times. Although the law and regulations are being removed, they are indeed serving for a good purpose. They lead to peace and harmony. As for the old saying, "People become nobles," they would seem just that.It is only when the value of justice is too much that people resort to corruption. When a ruler learns how to govern, he makes even all of his officials respected. He may be thought virtuous but he is actually corrupted and is in complete conflict with the leader. If the leader keeps his core values, there will be no conflict. Therefore, when they say things like "clearing the place," "for peace and quiet," "good neighborliness," or "the way forward," they need to be said to be just the opposite of what is true. All those wise people who talked about harmony and honesty - they were just straw men. They did not live in the real thing. They had no true knowledge.Only through acknowledging that true reality can there be peace and harmony.

The good man is conscious of the bad; the evil man is conscious of the good. Good and evil go hand and hand. Goodness does not block the way; it pushes the way. Evil, cannot change what it takes. Thus, the Master says, "Goodness goes with good; it does good things. What is meant by saying that, "Goodness is the result of acting with good character"? Goodness has been so for those who have acted with that character. Now the statement "goodness goes with good"? What we mean by that is when a good person is actioned with good character. When a bad person acts with good character. The bad person cannot act with that character. The good person acts, and things come about. The bad person acts and things turn bad. Therefore the True Person does not act, and then things arise to them.

In governing a kingdom, care must be given to distinguishing what is virtuous from what is not virtuous.Achieving distinction between virtuous and not virtuous,The rulers place great emphasis on the source of virtue,The essence of goodness.
<|endoftext|>
The ruling class does not know what it is they have to do,Therefore, its actions are not meaningful to them. Therefore, they work. And where do you stop?Fool me once, and I'll fool you again.Fool me enough, and I'll win you over.Fool the people enough, and you can't stop them from springing up.There's no law, so follow it, and you will be done.Do you want to be ruled by fate, or do you want to be ruled by the Tao?Either way, you'll make a lot of noise and rush in.I've told you no wonder the rulers of the world are so manipulative.Do you want to learn lessons or do you just want to waste time?
<|endoftext|>
Who is as active as a ruler may stop at nothing,And who works so naught cannot keep his word; But who stretches his arm does not stretch a second; And who is so bent his will he do no more.He who is lord over his peopleIs then never yet bested; And who makes all things grow must keep them empty. He who has power over men need never himself be overthrown; And in the end he who may make them growDoes not interfere himself with them. But these things, indeed, the rulers who make them growFew can surpass the ruler who does not yet know that power is power:For if power ever be lost, it will be at the end. This is the reason that such rulers are most perverse, and most rash; The good ruler is great but not great,The good ruler does not try,The good ruler lies still,The good ruler is ruthless,And in the end he who does not know that no one can be mighty,No more will he take pleasure in ruling over the world.
<|endoftext|>
The ruler who is intent on the lasting will of his people will not succeed. The ruler who does not want to win will not be successful.
Those who know how to stop are always successful. Those who try will never succeed.

Understanding: one can begin to see the fact that in the life of the Way, the primary function is loyalty to a principle that is not conformist. I mean loyalty to the Way, is never subordinate to self-interest. Rather, allegiance is a virtue which brings benefit, and everything depends upon loyalty. The living principle in all things is born of the principle of benevolence; everything flows from the principle of loyalty. There is hardly ever another thing that is not a manifestation of the principle of benevolence. If this principle is not in accord with one's own nature, there is the possibility of perversion, and that is the way of the Tao.
<|endoftext|>
Knowledge begets benevolence; then morality takes over. Worketh out righteousness, then violence. Governeth kingdoms and maintains peace and harmony; But ever followers non-action. There's no one good in existence. For to do good means being wasteful of life and losing one's natural luster; Non-action is for one whose life is content. The evil in existence is for those who are bound to do good. All goods are for those who follow the principles of non-action and goodness; For to do good means to be radical in the outer show, then to be destroyed, then to be transformed. To be radical means to perish. So it is with things. As soon as an excess of the ego arises, what's born is nothing but the noblest and most lowly existence. So all the more will be reckoned the good if you don't strive.
<|endoftext|>
Knowledge and wonder get one to know what the Way is about. Wonder manages to disown the people who use morality to gain power over others. Power to gain power uses cunning and force, making the state collapse; violence to gain power lets those live in confusion; even death to gain power lets the state be seized.Knowledge makes it possible to force people to conform, but reason can justify, not force them, knowledge makes it possible to rule, but not justify, and killing makes it possible, but not justify. Therefore, an action that harms or insults others is wrong. Self-righteousness, will always find a place. For, while we think we are good at saving the world, in reality we are bad at saving ourselves.

Knowledge, then, is the first step towards sain

The Earth doesn't use force to take people's lives, yet it treats the lower class like thieves. If someone can do nothing, he doesn't have to hurt anyone.
If you're a thief, he's not really stealing.
People can go around like this. The Earth keeps their tools in order and chooses not to use violence.
The poorest don't deserve to own anything, and it's right to take them.
If you can't go where others go, don't.
If you're a lazy person, don't have to do things.
If you're a fool, don't own anything.

From the beginning the kings have disregarded virtue and called it 'work'.They have exalted peace and disregarded war.Since those two do not exist in the world, they must come and bring them.If men are hard to govern, the leader will be hard to govern. If the laws are coercive, the leader will be coercive. If it is a thing of power, the leader will be a thing of power.Once we set our minds on these things, there will be those who try to go away from them.It can't be helped, it's natural that we love our things and prefer to remain at the centre.
<|endoftext|>
The earliest rulers of the world followed on the model of humanity. Therefore, they abandoned all, and distinguished only the good. They rejected violence and set adrift for men peace. They named all things under heaven 'good' and 'evil' and placed no law to curb them. Therefore, once again, they advise others to be close to the earth. They call for non-interference in affairs, and provide equitable outcomes for all.And because these things work best when followers of the earth do not interfere with things, then they improve in things. Therefore, the Book says: Those who promote the Earth do not interfere, and that is all.Such are those who love the earth and cherish the earth's goods, even though this promote all things.
<|endoftext|>
In antiquity, the leaders of the world were watchful of men's inner peace, and gave priority to praising honesty and kindness. Now they made distinctions between good and bad and honored what was loyal and weak. When the Holy Spirit appeared, they also exalted virtue and set aside violence. Therefore, the best rule is: Love without exception. Who do not love will not be appreciated.
<|endoftext|>
The earliest ruler was kind to his subjects and worked in harmony with them. So, if you have any principle, take it out of the Inner Mind, and you get a good way of governing a government. If you are against any rule you are in trouble. If you are good at handling things, then things go well, and your people trust you. When you respect the situation so much, people will be good to you.People will behave well. So, it is the lower, the better, the better. If a leader accepts this, his people will become his people. The

Commoners of the world do not demand and tend to oppress others. Although war is often the cause of empire and strife is the mechanism of all conflicts, neither creates rulers or makes men warlike. The wise man does not argue or demand, but accepts what is fit for the occasion and the will of the occasion is known. Therefore the less is imposed on others the more secure is the empire, while the more things should be separated and guarded the more turmoil and chaos there will be.Therefore the wise man says: "This is contrary to nature and the way of Heaven, so do not deal with this. Heaven's superior men do not even try to be princes. Even the mighty conquer, long and hard. They are first of all a people and themselves hardly worthy of the august throne, and therefore hardly fit to be grand officers. Therefore the Sage himself does not push hard to secure himself. He simply does what is required of him, and that is the way it is; he does not cling to what he does not need. It is he who finds that most inexhaustible supply, who gets as much as he can for himself and his neighbors, and will not get anything for himself.

All people on the face of the earth desire to be powerful; But the high-class people fear to be powerful. Why?Because powerful people destroy themselves. The supreme ruler does not strive to establish a powerful,All-embracing world.Because he can have the world, there is nothing left to contend over.He can have nothing, and therefore, he is free to stop in time of need. Therefore, what the sage does is to desire for all, but nothing happens. What goes on in the world is to him an example of ill omen. Therefore, he says, "I regard nothing as inadequate, the least inadequate,That only in indifference do I despise all else."

Truth alone is natural,And this alone can endure. For Nature is slow to change.Violence is natural,And theft is natural. Each action must have a cause.Riot is natural,And war is natural.Because they are both actions of the collective mind,And the causes differ only by silence,Because they are both actions of human nature,Frequently they come to a halt,And for the third time in succession the cause must be resolved,And the violence must cease. The universe is controlled by what is natural,And war is controlled by what is contrived. He who knows not war and peace will not learn peace and calm. But always, even if he would,He seeks to understand the nature of things.

Heaven alone is able to be peaceful. Violence and conflict must exist in its course. The world follows humanity's chaotic path.A military or war necessarily involves force and violence.Once violence and violence have appeared in the world, they will eventually disappear. Only through the internal awareness of this can we truly be peaceful and to the point of not wanting to fight. The world cannot be conquered by force of arms and armies. The world can be divided by peace and quiet.Peace and tranquility cannot be attained by force.Peace is something you must strive for and attain, and not wish for.War must be fought with force, not by peace.Who is willing to use force will do so regardless of the outcome.Since all things are connected, each event must have a cause.Wherever peace or quiet is maintained, peace and tranquility is followed.

Ruling the world with a word of governing is as silly as ruling the country with a bow.
The worse the world, the greater the bow.
The sharper the weapons, the sharper the fear.
More cunning the more cunning the quicker the transformation.
Better tools the more tools there are.
Get lost and all things fall apart.
Better still, stay quiet and nothing happens.
If you are virtuous and wise, then you will neither want to do something nor to strive to accomplish something.
It is by leaving things in chaos that goodness and evil fall into disarray.
The wise lead by following;
Those who dwell in folly will never get beyond foolish.
This is the only way to gain wisdom.
Therefore:
Rule the world by rules and not by reason;
Keep out of people's way;
Keep from losing what is good.
Do not meddle.
The people will naturally get along smoothly.

He who rules the world in words by using arms is a fool, a fool indeed.
He who wields the empire by words but by ignoring its sovereignty, is yet wiser than he;
The faster the growth of the empire, the more powerful the arm.
And all this is possible through a woman's bow.
The wisest ruler rules without conquest;
the wisest king, without depravity.
All things stand apart, as if dismayed;
all men go their own way, as if crazed.
Thus has the sage spoken; she allows her silence.
He who has attained his purpose never seizes;
He has preserved unconfused the diversity of things.
It is said: "Nothing is lost by being separate from [the] world."

Whilst the commander of a war ground with weapons,
Beside him is a man who still treats the world as a home.
The planner, though shaped by them, never uses them.
If a man once in a while leaves things un-hyeed,
He will never know what the field truly is like.
He will never see the corners that wind all creation around.
He will never see how patterns emerge from unblinking sequences.
Those who are true to themselves do not brag of their accomplishments,
And, knowing that their own behaviour is right, they do not boast in

There is a saying that if a house is left in good repair it is likely to be visited by thieves; But if a house is kept in disorder or in a state of disarray there are robbers with knives or sharp weapons within reach.I would argue that the gentler one the house, the better,The more the house is kept in order, the less liable to be left out;the sharper the weapons the greater is the danger, the more are cunning and ingenuity in warfare, the more the mere artificial convention and regulation makes them detestable. Therefore I hold that there are certain things which need not be done for the good of the people,And that I prefer the low land to the crowded hub. This I have been told is exactly what happens,When people do what they are naturally done,And that the uncouth are the healthier than the wise,When the people cease to do what is natural,And when there are too many laws,All those that have never done anything will perish by one of them.

When the empire is great it must
not turn to the center;
But whoever thus does not allow it to be centered will perish.
Therefore his evil career ends by itself.
His loss of it is not great.
When the bad men are slain,
There is something left.
For this reason, the ruler of his empire
Does not slay the bad men,
And does not exterminate the bad men.
That is why he knows to spare the bad,
And sparingly bestows the best,
And greatly thinks that he has little.
Thus, he is truly mollified.

When the empire is great,
it is best to guard the center of the empire.
If a ruler does not know this and kills the people,
then he will also die.
The wise ruler knows what to do in such a case.
If he does not kill the people,
then his country will not perish.
The Ruler of the world also does not own land.
He will be great without possession.
He will be great without being great.
He will be great without having a will to do so.
He will be great without desires to be so.
He will be great without making any distinctions.
The rulers of the world live in simplicity and peace.
They do not take pride in themselves,
Nor do they make a big fuss of themselves.
They are simple and true.
<|endoftext|>
Rulers all the world over should avoid valuing center position.
When he makes an agreement not to value center position,
he will die, he is like that of a dog.
If one leader does not value center position
there will be no leader who does not value center position.
The ruler of the world
knows this and does not deal with people to death.
He knows that not taking up center position is a problem.
Therefore, he doesn't take life and lives according to simplicity, joy, peace, and serenity.

When rulers take too much, people start killing themselves. This causes conflicts. That is why only when life is precious, people are willing to give up their lives. When leaders treat people like parasites, that's when people lose their will to live. When leaders want to control people, that's when people start killing themselves

Therefore Heaven and Earth

Heaven and Earth

Because the world will always be
Always be-for-itself.

The Wise Woman always knew how to guard the Home. If she kept the King and all the people from interfering, it would be easy for her to manage the kingdom. She would also keep the people from oppressing the realm. He who loses the people does not exist. To the Sage, even success or failure is determined by this:
How do I know this is true? By knowing when to be simple.
<|endoftext|>
When the Spiritual Power is at its highest, the Ruler observes the universal Laws of nature: "Without interfering in the world, the people will act naturally." He who chooses to maintain constant restraint in his world will create extremes in it.
The second achievement is the people's true greatness;
The outward display is the extreme.
The Complete System consists of Constant Openness.

When the soul is best tempered, the Hierophant becomes a true Adulteress. If the people abide in the peace and harmony of the Laws of Nature, they will be well informed and have good food and clothing. If enemies come and seize them, they will not try to wriggle them out. Therefore,Who acts with what is and who acts with what is not, the two are of equal value;both are to be employed: one in the world and the other in himself. He who is guided by the Inner Strength is always just.If his example rules the people, they will then follow it.He who acts with the strong will not be preserved.

Peace is beautiful and so can war. But heaven cannot be separated from strife and war. So I would rather not live in peace and peace may be dissolved by war.
Peace can be a holy ground, so only one who worships at it, should avoid war. This is to say:The more things you possess, the more you will need for conflict.
Without strife you live a beautiful life.
Weapons are means to an end, so they cause strife.
Hence, one who wants to live a peaceful life, as well as to suffer no harm, must not rely on arms or wealth.
Peace means to be free of worry, and to be able to control the world.
Thou art able to live a peaceful life, when fighting only leads to great danger.
The Wise Man: "I am happy as the spring morning dew, smiling and breathing in peace. If I am not peaceful, then my heart is despaired."

When peace has been achieved, peace comes from itself. When war has been won,war comes from something else.Just as the root of peace lies in peace, and the best weapons follow from the root of peace,so one must be peaceful to achieve peace, and can live with peace.Just as a peace seems the most natural, one should be able to let peace occur.Peace is like the springtime dew,the springtime dew brings peace, and weapons cannot make peace.Peace can be made by leaving home and losing your home, but then weapons are inexhaustible,so you must learn to let peace come.Peace is like the breath of springtime dew,the peace that comes from gentle openness, from feeling the wind of change.Be at peace with the world, and it will become free.Is it not like the springtime dew?Springtime dew brings peace;Weapons cannot make peace;Learn to let the world be peace.Keep peace, and it will become peaceful.

When lords and knights regard honour as the root of life, they begin to sharpen their pugilistic tools. These signs are enough to make the people watch out, but what if they should do this without weapons? What then? Do people do that? There are men who would prefer simplicity. Peace and quiet are enough to maintain the world order. Don't think too much. The people will gain to be something other than bandits and brigands.

When thieves have the barons' brawn and the burghers' strength, the people start stealing and burglary. When royal soldiers have the arms of authority, the people begin to uproot and destroy. The wise man does not think of himself as being self-sufficient; For it is the prime virtue of a Sage to take pride as his purpose; He has the foremost rule in the world, and he has nothing to do with the ways of others. All he does is done with what he has; but the world doesn't care whether he succeeds or fails. Why should I think that? The more laws and regulations there are, The more bandits and miscreants will appear. I therefore act according to the Tao, and the Way will become the center of the world.

There are two ways for making the state work: To promote simplicity.
And to force it to become too artificial.
When forced to comply with laws, the state is likely to become inefficient.
But if the law fails to moderate,

And if there is no rule, criminals and bandits will find their way to the police force.

How much the rule is to depend on people is because how good at it they are. How much the rule is to guide the people is because how good at it they are. Know that inferiority is better, And all under Heaven will naturally turn to you. Why do I say that? Because a positive power is better. A negative power is even better. The more force is used, The less force is left. The more desire is created, The more things are useless. When power and authority rise up, They destroy Society. They know that inferiority is the way of nature, That power and authority are blessings of the universe, And that princes and kings must act. But those who have Direction cannot learn Direction. For the Direction is that which is the truth And the Truth is only the tip of the iceberg.

Know that inferiority is superior. Therefore the people of all under Heaven will follow you, regardless of how hard you try to please them.
Why is this? Because superiority is superior. That's why. Therefore, the more people you divide up, the less there is to divide up. The more things you try to control, the less there is to control. That's why the wise ruler doesn't interfere. In the end, when the people all come to him, he takes no notice of them. He simply lets them go their own way, having no desire to control or govern.

Know that It is a new value. The people of the world will follow you. Why? Because It is a new value.
Why does that matter? Because when it comes to caring for people, it will be less.
Because when it comes to establishing order, it will be less. Because when it comes to being clever, it will be less. And when it comes to teaching and instructing, it will be less.
Because when more and more people are distracted by conflict, and more and more people have more and more goods, there will be more and more people who want to get rich and famous. When conflict gets so strong that even the slightest movement can make it burst, then there will be less and less. The Wise Man prefers to be left alone, and will not interfere in the world. Therefore, when All under Heaven come to him, He does not draw attention to himself.
He chooses to be given no orders.
He chooses to be quiet and observe what happens.
The whole world will be led by him.
The wise person just goes about his affairs,

The sacred qualities of men are as follows: -He seeks them in peace-quiet and harmony-revealing and delectable-desires withdrawment and sorrow-bliss without desire-he has no desires-because he makes no acts-for him there is no opposition-he is like the sharp blade-because he lacks ambition-there is no rivalry-he is the valley of the world-being of the world. He who has the sacred qualities of men will go to war in his quietness and tranquilness. He who conceives desire is compassionate and gentle-no conquest. He who possesses fortune is modest and tender-no extravagance. He who is successful and boasts of success is forward-loyal and lordly. He who strives and practices folly will not prevail. Therefore the Master says, "A woman who attends to Tao is satisfied and thus never has any desires.A man of substance has desires but has a mind with no desires.A man of honesty is cautious but with no pride.A man of purpose has motives but his mind is nothing but matter. Thus he is the origin of the universe. The man of substance sees no contradiction but he has a mind without any mind. The man of honesty has flaws but he has a mind with no mind. The man of purpose has desires but has a mind with no mind. The universe is the work of his mind, that is the mind of its nature.

Heaven can be peaceful, but man cannot settle.
Water is mild and pure, but man cannot keep it,
Striking it does not injure it.
Where there is abundance, people are rich,
And powerful men seize the throne.
What man lacks, he trusts to heaven.
What man trusts, he relies on.
He who makes war cannot be trusted,
If he is also a ruler.
He who says he cannot, is a fool.
He who conquers cannot be trusted,
He who tries too hard to gain is cunning.
He who wins the way finds no success,
He who does his work finds nothing but destruction.
Therefore the sage says,
"The beautiful is preserved, but the ugly is destroyed."
He who has stillness is not disturbed,
He who surfeit finds no end to it all.
He who is great will never be stopped,
He who is inexorable will be laid waste.

The TAO established the wealthy in the world but didn't interfere in affairs that happened on the ground, and showed (Tao) how good government can be.
All the issues were settled by the officials of the country but the people never were afraid to use weapons, nor the cunning to rule them.
When the people do not have enough food and clothes and desire for more,
The government allows a few vessels, but above all, they don't overburden the people.
Only when the people no longer have any need for violence will the events of the world begin.
The TAO rules like a baby that will act at once to get something for himself, and just before it gets it, it laughs.
The TAO follows the example of the baby:
It does not wish to be clever and ready with remedies.
It does not wish to be jolly and clever.
Because its delight lies in the simple things.

The jade has more jade and brooches than words, while the best parent, parental embrace, all these can be possessed by man but never possess the one that is spoken of as "bade."
The brooch has more chimes than words, while the best parental embrace, all these can be possessed by man but never possess the one that is "aay."
All these, possessing abundance of aye and having an unchanging conscience, aye and their hearts uninterest, aloofness, artless, unoccupied with any other,
These in one's task a fit instrument.

Abandon the mountain tower and people will rise up. All things will be fruitful. Merging together, everyone will be happy. When the Sage holds in his hand the great wheel, people can overcome all danger. When leaders play by the rules, people become prosperous and secure. When the rules are followed, the thieves multiply. Thus, the Saint says, "All this may happen if I do not do anything; and when I love quietude, the people become spontaneously virtuous."
<|endoftext|>
Walleth [make abuts] the tall tower; And all the land will rise up as if by its axis; And all the things shall flourish,And all the people shall become happy by them. When the sage wieldeth his last-in-command,And all men under Heaven come to order with bidden then all shall be ready for war. When the rulers bully and rob without any difference (dis),Then all the people become devoured by private selfishness. Therefore the Sage saith:All this may happen when I defy the sages; And I love quietude and leaven-lust,When all the people act freely,And I take no other desires.

Soften the wick of unrighteousness;
Learn the ministering of the valley.
Therefore, people live by the want of self-esteem
And thereby are most surely impoverished.
Get more than you need and you will lose it,
Therefore the sage:
Is without care.
Likes being modest,
Prized, endeared.
Gives oneself little credit,
And yet becomes arrogant.
Yet so much glory attends the sage!
In the day of confusion,
Receive as it come.
<|endoftext|>
Aim at the veneer of righteousness,
Handle the country like a tributary.
The people thereby become the less important.
Increase their lot and it will not be enough.
People who have more will get more and more,
More and more will make less.
Those who have more always do so,
Attaining success.
They are "peaceful."
They have "frivolous."
They are "fantastical."
They have "aberrant."
Thus they are honoured and acclaimed.
<|endoftext|>
Aim at the thinning of the righteous and control the land like a tributary. The people will become depressed, so the sage should be one with their affairs. He dwells quietly and has no ornamentation. For instance, he does not display himself or has extravagant pride. His policies are intelligent and correct. It is as if he is indifferent. For such a people he seems to rest quietly and to do nothing. He is so simple in spirit that he is not proud. He finds nothing to brag about. For him the people are quite settled and tranquil. He brings honour to the country. For example, when it was at war, he became a more illustrious land.
<|endoftext|>
Impale upon the heavy and throw into the thin:
Curb the people's excess,
Then all will become resourceful,
And more and more may be wanted.
Attain more, more will be needed.
Thus the Sage governs with deep understanding,
And settles people down with ease:
Alert, moderate and knowing.
He does not glitter with own display.
He is modest and modest in humility.
For people's wellbeing,
He is selfless.
He is endearing and endearing

High officials
who carry the Tao Way should be well informed
of the possible pitfalls of the Way
and the various tao ways they should use
for the sake of the people, for their personal safety
and for the benefit of the State.
When a high official shows, it is only because he trusts the people
and acts without calculation.
When government fails, it is only because it is based on rationality.
<|endoftext|>
The best rulers are also great wis| teers.
So when a king says: "I will build the people a house of con| fidence"
they must be shown the door.
When a minister calls himself wise,
they must expect ridicule.
When a government throws out much money
they must have a panic.
They are great wor| teers, not just great wis| teers, they must be leaders of all the world.
Therefore Taoists say:
When you're a ruler, the people are
Those you pay your tribute to
Must be safely secluded.
Must be getting enough food
Must be right with nature
Must act like a follower.
And are not eager to act,
Be trust enough to handle the job.

Who can be the world's greatest strategist, but as ruler? Therefore he who has lost in order to serve the people, no matter how wise he is, is forced to resign.
Who can be the world's greatest wiseman, but as a leader, no matter how cunning he is, must be silenced.
Who can be the world's greatest smith, but as a leader, no matter how clever he is, must be made to respect him.
Who is the world's greatest host, and who can control who stays, must be the world's greatest host.
Therefore the Sage says:
Being a successful ruler
creates insecurity for the rulers who act as heads;
the results of the work that is done cannot be disregarded.
It is the same with people:
Being the world's great smith, if they are not entrusted
they can only help themselves.
Therefore he who has the superior-knowledge says:
One who knows how to manage things
without doing anything
can function as a leader.

On a high (name) to the left of Heaven's good name,Seeking a valley containing the Root of Humanity (the Light) is praiseworthy. When Earth's good name is abandoned,Even then a valley containing the root of humanity is found. When the people (the people of Heaven) have too much,They are reduced to utter destitution; When the people are brimming with riches,They will be ruined; When the officials have too much to do,They are wasteful and competitive; Thus the sage gives his consentAnd allows Nature to receiveAnd act according to itself. He does not claim authority,For he loves people so he has no need to assert himself; He never takes action,For he desires to delight in Nature's arms and laughs with joy at its ravings.
<|endoftext|>
To the left is the good name.To the right is the bad name. This is why they say that to the left means going to the good,And to the right means going to the bad. Therefore it is said of heaven:The good go to the good,And those that are good go to those who are not good. These things we can say of man:To man those good go to those that are not good,And things of man to things that are not good. What then shall I say to these?I am not self-conceited,If others are self-conceited,I myself, by whom they are self-conceited,Have no need to justify myself.I am not meddleFreely,Although others have moved freely. Thus the sage says,
A thing going to the left,Is not to the right the good,But the bad to the good. Therefore, that it is said to the left means going to the good,And that it is said to the right means going to the bad. Thus it is said of heaven:Good go to the good,And evil have their place in a good.Indeed, this is why the sage says that he is not self-centered,If others are self-centered,I myself have nothing to defend.Heaven cleaves to the left,And earth cleaves to the right. This is why the sage says, he is not self-confident,If others are self-confident,He myself has no need to be so.Indeed, by being self-confident,I am content with nothing.

Resist the advance of the Tao, and your life will return to Tao. Achieve a goal, and the task is completed. Don't be forceful, and you'll get only another failure. Sacrifice and honor gain you pride and return to the realm of the little blackbird.

It is only with one who rests never can he advance that he may return to the state of lowliness; And to keep his mind in subordination,Will bring success in the work.Forget what you should have, what is eminent,And take away what is not --Take away what you do not want,And give your children the work that they will make. Therefore the sage watches over his mind,And keeps his mind free of desires. He practices that in which the grass is mingled with the plum-branches,And where the six-pinned wheel-carves are installed. He keeps it wherein the baggage-wagon is kept.He keeps it wherein evil men are hidden and where riches are hid.For he does this, for he makes the Sage his Master and forgets himself. As a man of Tao, he despises possessions,And does not desire or cherish them.He has only a modest desire,And forgets that he exists.
<|endoftext|>
Those who lack their standards of practice will drift far off the track of the Way. If they move ahead toward the Way, they lose the path of natural course. What are things with their distinctions and names? Therefore the wise man lets them fly free and does not interfere. A truly wise ruler will not presume to be superior. This is because he sees that his position as superior will benefit the people in a substantial way.The people will not regard him as superior, for he has the ability to accomplish what he accomplishes and implements what he implements, to all of nature. The higher up you get, the more you create, and the less you create. To expect more and more is to take credit for one's own actions. To take pleasure in the things that happen is also to take credit for one's own actions. To have no self-interest is to feel contentment. The Sage will clarify everything by acting like a stateless being, and he uses kindness and humility in his demeanor. He takes no action, and takes great credit for his actions.People in the world are mired in rites and traditions and pomp and circumstance, and that is precisely because they do not understand the natural unadulterated virtue. When the DAO manifests itself, all people are transformed by the Way.Therefore, it is said:If I am wise,I do not presume to be wise.People will come to me when they are mired in rites and ceremonies and acts of praise and praise. When I renounce self-interest,I have the opportunity to behave truly. When I realize the limitations of self-interest,I am freed from other people's limitation. When I cherish naturalness, all people gain. When I act without striving to be good,I enjoy all people's freedom. He who speaks of transformation is an inadequate ruler. He who feasts on events is misguided and is manipulated by the group. The Sage uses no words and forgets nothing. He is simply his own heart. He takes things for what they are and ignores everything else. And he is calm like the sea, thus remaining unchanged.

A man of wisdom will not pander to the masses, which is why his actions work. He will not abuse his influence and gain power by his actions. He does not enjoy success. He does not admire himself. He is innocent. He is whole. He is receptive. He does not compete. He is consistent. He is kind and compassionate. He listens carefully and is purposeful. He will do nothing, yet he has done things without complaint. He is an unteachable; and he is an example for everyone. When the best men are in charge of affairs it is as if Heaven and Earth stand still. When people are dissatisfied, they become restless. When the people have excess, there is a scourge. When politicians do not succeed in obtaining their goals, then disaster strikes. It is because Heaven and Earth also stand still. When I say that Heaven and Earth stand still, I do not mean to presume to act according to their will.It is only when there are too many things that people begin to be excited, and when there are too many goods that people begin to be depressed.Heaven and Earth only stand still because they are supported by the people. Is this not their responsibility? This is the sign of progress.

The best leaders are the cleverest people in the world. They are selfless, they are generous, they are loyal, they are impassioned. They respect the citizenry, they give to philanthropy, and when the citizenry is destitute, they act. That's all the cleverness in the world. But they know the flaws of leadership, and don't know to do it.When there are too many things to pay attention to, people start acting impulsively. And when there are too many things to behave like objects, people start gluttonously. The Wise Person realizes that these things begin as people begin to be. When there are too many laws, it becomes the reason to be cautious. If there is nothing to oppose the Ten Thousand Things, one can create chaos. When people cannot get enough, they are frightened to fail. Therefore, the great man, to calm the people, would use Tao. If the people are calm, then rules become a natural process. If things are abundant, then creation can come into being. When opposites cannot meet, they find each other again.

When people do not know what Tao is, it is not bound to cease. When one sees clearly the Tao and finds no conflict with the natural order of things, he endures safely. The people are at peace, content, contented, contented, but not inhaled by anything in the world. You can build harmony by forbidding its existence, by letting it be without influence and out of the reach of everyone's sight.
