When the emperor is able to make a great effort, he is not always successful. Why is that? The reason is the same as why a leader does not fight the war he is about to fight: he knows there are other ways of conducting the struggle.
Therefore, in order to make a revolution, you must not act with violence, and in order to win a revolution, you must not act in warlike fashion.
That is why the Emperor:
will not fight a war,
won't fight a war.
Why?
Because he knows there are other ways of winning
Then, when it is time to lose, he makes a decision:
"I am more powerful than I have ever been."
This is called "magnificent idealism"
Hence,
the war that can be won is not really a war; the war that can be lost is not really a war.
Heaven has nothing better than this.

He regards the Wise Person as the only one that can resolve differences, that is, that all things can be resolved peacefully.
But men may oppose this peaceable acceptance, by their application of violence, by thievery. Violence is a mark of disorder and a sign of a failure.
To preserve peace, there must be unity. But this unity is subject to change, because change is a sign of disorder and failure.
The wise leader of an Empire is free from strife, free from conflict.
The well-established man is free from contention, free from contention.
Thus, he sees the parts as matching up, and sees the importance of the sequence of events. He chooses his place with the arm and the eye of a man, not for purposes of concern for others, but for purposes of impartiality.

As the sage becomes old and dies, he naturally is replaced by an older and better man. When things do not proceed by action, they go by inaction. That is the reason for them being that they are not following their own inner flow of life. The goal of action is its own end. Therefore the goal of action is not to live. To live, one should not pretend to be worthy of honor. To pretend to be worthy of honor, is the sound of arrogance. This is the root of arrogance. He who claims honor when there is no honor to claim, is the root of great arrogance. By being in the state of one who is at one with the Tao and not in the state of natural weak will, one is well versed in the reality of life and is indifferent to great charlatanry.

Whenever you are moving, you will become tiring. At rest, you will be weak. Therefore, the sage considers this to be alarming. Although moving is alarming, it is indeed virtuous. If the sage were moved by his desire to move, he would be greatly agitated. If moved by desires to move, he would greatly be alarmed. If agitated by his own desires, he would greatly be excited. When things move without purpose, they are an early example of taking advantage of it. When things do not move, they are an early example of giving rise to desires. He who does not know the Principle is in a state of rejected things.
He who loses this state is in possession of the Principle.
This is why, in life, the Principle stands out.
In death, the Principle is on one's left side.
Thus, to be in possession of the Principle, is to be lost the Principle.
All of life is hard and one must not forget this.
The life that is quite easy, will not matter to the other side.
The life that is quite hard, will stop the other side.
In this is the essence of things.

and (Death) the condition of the state
Such interdependencies are not easily distinguished by means of numbers.
Because they are non-active,
they are not conspicuous.
Because they are not distracted by earthly affairs,
they are free from danger in the world.
Since this source is not marked by earthly forms,
it is beyond its scope.
Thus,
(a) the thickness of a true man-
-being rugged and strong;
-being soft and yielding.
-being thoroughly and diligently lived.
-being free from anxiety, in order to live.
-being free from worry, in order to live.
-being totally and completely lost in the timeless reality.
-Being free from vexation, in order to live.
-being free from worries, in order to live.
Therefore,
-He who lives by giving of his lives,
-He who lives by not dwelling by reason of this life,
-He who lives in harmony with the Tao,
-He who has no need for all that,
-He who can find no need for this life.

When the people fear the people to avoid danger, this is the fear which prevents them from finding security in the Tao.

To meet in peace, it would mean destruction.

As time goes on, they transform and become different, and, at this point, we consider them to be one. From this, we see their true nature.

The former is the self - likeness of the latter, in which case the life and death are different.
According to the person who knows this Way: what is below is not to be 'spoiled'. What is to come is not to be 'taken from' by the given.

We have some on one side who assert that life goes to the dead, and some on the other side who assert that life is renewed from the present. They go through different things, yet I do not consider them under water. How can I reject them?

He who has followed the Tao 
is free from covetousness; 
and is not liable to be cursed.

It is when conflict is the norm that there is still no room for happiness.
When there are only the things, the lot of man, things want to crush his character and lead him to restlessness.
When, they must be destroyed, they need to be replaced.

The elephant cannot fight the things in his path; 
The sharp tool that pokes and puffs can not pierce his hands.

The following four, if the body cannot bear it,
Its place will be used by man.
When there is a time when three, then
there are ten of the objects one.
And when the ten objects have developed,
The four parts will be united.
The "thing of the will," is formless, but we see it form
It is a limit.
Having nothing, we know it is in danger;
This, too, is so when the leader recognizes that
he is going to be attacked (by the people).
The white mould, between the four parts,
Is one whole body.
We see it, and therefore feel safe.
We realize that in spite of this,
We are in harmony with it,

When we take up the task of forming and establishing the world,
we have to be strong, and we can hardly distinguish ourselves from others.
We have to use our strength not for selfish ends, but for the good of all.
Now we should preserve the life of the past and allow all things to renew themselves.
The old, grand and great,
We leave behind, that they may have life.
We have to remain the weakest of all,
which is called becoming soft and weak.
To be soft and weak, we must be eternal.
Blessed be the multitude of ages,
That they may return and continue as an eternal world.

from the origin of heaven to the earth, to the farthest reaches of the multiverse.
Do your own work and return to yourself.
When you are done, you will no longer be tired.

Now there are three classes of things: (1) those with certain life, (2) those that do not live at all, (3) those that live only for a few hours. And, as I said, what is the reason for their staying in this state of life? Because there are other ways of living. As for the way things are going, I do not see any other to follow.

The Tao is intangible and never apparent. It flows all around you, but you cannot see it. Everything in the world flows towards you and your Tao is always right behind you, always true and impartial. If you want to be a teacher of the Tao, do not interfere with the people around you. Do not try to tell them how to live. Act without force, but trust that you will have no ulterior purpose to express.

Mixing with the natural world, you will be incapable of overcoming it.
Mixing with virtue, you will be in touch with the world.
Mixing with the world, you will be in touch with the Primal Tao.
Mixing with virtue, you will be aware of the power of the Tao.
Mixing with virtue, you will have the ability of the Tao.

Use it to guide the creation, to stir in and to progress. This is the materialist teaching on the three beginnings: first, we call them ephemeral and indistinct; second, we call them a threat; third, we call them ambivalent. First, we are glad to be the first; second, we are most eager to be the last; third, we are quick at growth. These traits of gladness, endurance, late growth, are traits of content. Content, content with what is.

Together they are alive, and produce life. Together they breathe, and are one with the earth. Together they work, and follow one another. Together they breathe, and act as one in the journey. Together they breathe, and breathe together with the air. When life begins, the breath is joined with the earth. Together they breathe, and create life. The evil principle is a principle of inaction.
The action that the good principle performs
Is conditioned by the subject's action.
The action of the good principle is conditioned by the subject's inaction.
The subject acts, and the action of the good principle follows.
Since it is conditioned by the subject's actions,
The good principle acts upon the subject as well.
That is why the sage stays quiet and does no harm.
He follows the Tao and does no harm.
He does as it is said, but does so without violence.

All these are meant to convey a certain distance. Why did the lower container get its name? Because that which goes down is in the center.

Therefore, when people are people, there are places that need care. If this is not safe, then what is safe can only mean that there are places that need care.

They both gain their own significance only through you. When they finally understand this, they can then begin to negotiate the world with the world.
Knowing this, they can then be clever in acting as a leader.
Knowing this, they can then understand the limits of the world.
Understanding this, they are now advanced in the world.
Now, when they know that, they know their intelligence.
When they are advanced in the world,
they can then accomplish more.
When a person from the Inner Earth understands these things, they have the potential to be the leader in the Inner World.
When a person from the Inner Earth acts intelligently, they become the leader of the Inner World.
When a person from the Inner Earth can act,
this becomes the teaching for the world.
When a person from the Inner Earth becomes intelligent,
they are able to reach the goal of being intelligent.
When a person from the Inner Earth is intelligent,
they will also learn the limitations of the Inner World.
If a person from the Inner Earth becomes intelligent, they can be trusted with the world.
The Inner Earth has this potential.
When people from the Inner Earth become intelligent,
they can be trusted with the Inner World.
When a person from the Inner Earth is trusted,
they can act as a leader.
If the Inner Earth leader can act,
this is the ultimate opportunity.

That which is not done (yi)
(to be) done in accordance

That is why the wise will not adhere
to the (general) Tao (yi),
and will follow the Tao (yi)
rather than the Tao (li),
and so the world can attain long-suffering (yü).

is like a small vessel or a stable.
It does not become our vessel,

we lose control over it,

hearses, and he grows old.
One who over-leaves 
tempts to get lost in it.
The leader is not set in his ways,

The natural is when the mother is born, the nurturer (wei-wei), and then one's proper self (li-li).
For example, if a man (k'ang) through his own capacity in the world will be well versed in the place of earth (ming),
Then he can become a traveller in the Way (hsia), then a general in the country, and then a queen in the world.
Therefore, in the world, if people do not take up arms, bandits will not break in (wu-wei).
If even one man (huang) is in the state (ming) of being fully virtuous, then the world, even though it be active with weapons, would remain exempt from them.
If even one man (ming) in the state (ming) of being fully virtuous is not able to achieve his inner satisfaction, then there would be no weapons in the world.
Even if a person are able to make use of his (tz'u) capacities in the world, they will not be allowed to use them in the Way.
Therefore, what is against natural (k'ang-yueh) is compared to what is against artificial (tz'u-tao).

The Tao appears in the world, but nothing is left.
The Tao is in the world; but it does not dwell here.
And if one, in time of need, marries up to a creature of nature,
She will realize his potential.
She will mature him but not push him.
She will govern him but not enforce his will.
She will love him, but she will not dominate him.
Therefore, when a Sage thinks of being self-centered,
He calls this response
to be like a little child.
He calls this mere shining jewel.
He calls this the faultless man.
He finds his true nature in the mundane.
He gives up the self and does not know where he begins and ends.
He looks at the empty hollowness, and knows its root.
For he knows the Tao's identity in him.
And in knowing its identity, he brings about his self-realization.
It is by knowing that which is "empty" that one accomplishes the noble.
That is why people may err; in this is the depths of wisdom.

For once you take away the one and put in the other, you will experience old age. It is the old man who rules the people who is older than they are! The wise conquer the people, but the people remain dumb and content.

Those who govern the country are wealthy, yet the merit remains impotent. 
The people of the world regard them with awe. 
Who chooses to spare, and to preserve their happiness? 
No, he who accepts not will suffer death. 
There is a common occurrence for a prince to rule the world,

What both have in common is that the latter produces the former; 
however, both will need deaths, 
without knowing it. 
The sage acts as if he were an infant and loses his life 
in enjoying it; 
he acts as if he were a ruler, 
and loses his life in acting it. 
Why is this? He who acts and therefore loses [and thus denies himself] the ability to live 
is an outcast [outcast, again, and] acts differently to a state as to one [as to one of society].

Rich or poor is a matter of preference.
Who is favored is loved by his people.
Who is not favored is despised by his people.
Whoever has no preference is joyful.
Whoever is favored is agitated.
Whoever is agitated is depressed.
Whoever has depressed is without belief.

Therefore the leader is rich and powerful and the people love him.
Rich and powerful he is unpopular, but they love him and expect him to act wisely.
He who has acquired his fortune and now acts differently from his wealth is not trusted.
He who has lost his fortune, has gained his trust.
He who has lost his trust, is as impartial as an impartial spectator.
In the same way the people are not in harmony

When you try to express all the things in the universe, they are nebulous and changeable; but in taking your turn on the Tao, you will not quit the world.

Spoken:: The sages are true spokes for the ten thousand things. All things have their own inner life: All things are evolving, and evolving, but there is something always better. There is something always worse: Something turns evil.
Nature is therefore constantly yielding: It is never forced to grow; And it is never forced to die.
The wise are naturally good spokes. The worldly people are naturally bad spokes. The worldly people are willing to kill each other for no reason. So the wise are seeking the Natural Way. To the person who knows the Natural Way, the world is not a threat. The person who knows the natural Way, the people are all that they could be: All around them lives peace and fertility, all around them lives joy and abundance. Why then do people kill each other, when the time is right? When people are led by the Way, They can be relaxed and safe. If they choose to live by the Way, They can live without ever leaving home.

And without any fear of

The wise man of old worked hard and put in great effort to become able to do that which is more important than ever: he worked very hard at developing his intelligence, but not so much at safeguarding his inner peace. Being able to do that which is more important than ever, he would willingly spend his lives not saving. Why? Because it is often better for him to be saved by saving; and if he could not save himself, then he would only suffer other people's loss. Why is this? The wise man who lives in a state of superabundance has but little substance, and thus, cannot be durable. But even if the wise man could be durable, he could not be supremely whole. Because he is also a writer of loss, he is in a position to transform his losses into credit. He could transform a great hunting-taming or an assault on an enemy by cultivating tranquillity. For if his tranquillity did not transform his losses, he might become a source of strife. This is why there is a saying that the wise man who is free of excess is fit to be a chieftain. He could, therefore, move constantly about the country and make his own victories.

Without understanding it, they know only an image. Man's great master is the universal; but the next great master belongs to him alone, and is not master to anyone else. Being master to another, he has no need to be in the world. He would not like to dwell in the world. To dwell in the world would be to bring his sickness.

When I am without a motive to be with Tao, I can be taken care of as an old man.When I have no motive to be with Tao, the world can provide for me.When I am without motive to be with Tao, All will be well with me.The Tao attained at the initiation of life is essential.Bodily acceptance is the highest fulfillment.Becoming self-sufficient means following the Way.It is the time when no one can obstruct me.The Tao attained after birth is obtained through fathomlessness.Therefore, when one is on the level of the world, the world does not defy him, and he is invited to the group of uncarved wood blocks.When he is on the level of the Way, the Way also does not defy him, and he is welcomed in the group of uncarved wood.When the world does not defy him, he is welcome in the group of sharp tools, and when he does not defy the Way, the world is prepared for him.

Perfection is the constant to lose
The weight of the wheel may be less than it looks like.
The lack of a body is glorious.
A violent embrace cannot fail

In quiet tranquillity.
Only enlightened beings
Are found there,
Governing all things,

What has value has more value. Good does not cause its own harm, that is why it is able to cause harm. Good causes injury, yet because it does not cause injury, it can cause harm.
Therefore the sage simply sees that what is good, worthy of praise and veneration, is not there in itself. He is able to provide what is good to others. By then withdrawing from the relative of fame and honor, he is able to meet with gratitude and the respect of all.
He not only avoids opposing, but welcomes that which is similar. This is called "prefer the inconspicuous to the conspicuous".

The Tao is one and simple, the self-evident and perfectly universal.Everything is something, and nothing can compete with it. Inferior things survive and flourish. Indiscriminate existence brings about contrast, and thus distinctions emerge. By contrast, I value the Tao, and without desire to be superior, I give rise to personalization. By "outward" I give rise to outwardness. When I value the Tao, I stay inside the Tao. When I value being independent of self, I also honor the Tao. By constantly taking the outward, I am at peace with the Tao. So the sage provides the Tao, and yet does not claim superiority. With deep penetration, the sage realizes the Tao's ultimate value.
