Tao is without a name, and can be used only by many people. The Tao is lost without name, but is one of many names. The Tao is lost without a name, but is one of many things that exists. A person of great integrity has no desires, but has the ability to fulfill all desires. Therefore, if one desires only to follow Tao, the Tao is lost. If one desires to follow the Tao, the Tao is lost. If one desires to follow other things, they lose to the end. And there is nothing less than that which is a name, the end.

When good governance takes hold, things become prosperous and flourishing. When things are confused and divided, there will be famines. When war is used as a weapon, it is accompanied by further division.And what is most appropriate for this is not to be afraid. What is most appropriate for this is not to be fearfull. What is most appropriate for this is not to consider oneself superior.

When the troops take arms, they will also need to have weapons.
Do you think that if the army has many weapons, then that has nothing to do with the military ability of the people?

When they both have survived a great disaster, they both go back to the simple love they share.
These are words that should not be used, though they are words that may be used to describe companionship.

People value what they have but do not wish to possess it. They cherish what they possess, but do not wish to own it. They fear violence but are not hostile.

Therefore, as he who considers himself superior to his people uses the Great Form, his people turn back to the source of the Great Form. He who uses the Great Form also uses the Great Form, therefore he gives up his otherness and can recognize his otherness. He considers his otherness as selflessness and lets it die out. Thus he is indifferent to worldly matters.
Therefore,
The King's Great Form serves as the foundation for the kingdom's ten thousand things. By following the Great Form, the people will not harm the ten thousand things. But if they try to harm the Great Form, then they will destroy the Great Form.Therefore, the King sees that he must preserve this principle in the formless form; for he will preserve it in the form of this.Therefore, he abides in this principle by abiding in this form.He stays with the form of this, for he sees that he has abandoned this principle and no longer dwells in the form. Thus he is without attachment to anything, and not deserving to be a steward.
That is why he does not take his wealth for ownership of the kingdom, although he owns the whole kingdom and its people.
Because he doesn't claim ownership of the kingdom and has no desire to live, the people do not abuse him.
Therefore, he does not try to promote himself.
He creates the Great Form.
Therefore, he establishes the ten thousand things.
Because he can create them, he lives in the moment and enjoy the moment.
The people don't need to force him.
He accepts the great value of what is.
He doesn't hold it against the rest.
Because he does not do things that bring on conflict,
the people respect him.
He lets the world go.
