Now, the natural way is not perfect, so it becomes incomplete, and as such is incomplete.
Being without desires, the natural way is then able to fulfill all needs.
Having desires, desires become integral to life.
When we are lost in desire, all we are doing is taking advantage of people, and we create chaos in the world.
The mind of the sage is clear, so when something happens there is no conflict. When desires are rooted, the mind is tranquil. When knowledge is real, the mind is clear and focused. When a computer system is functioning, the mind is calm and ordered. When order is disrupted, tension arises. When minds are focused on a single point of desire, confusion occurs. The mind that is free from worry is a happy mind. The mind of the wise brings peace to all things.

Yet things grow calm because their nature returns to the real source. The natural cycle returns to its source and brings about the stillness. A rising as if coming from above brings about tranquility. Without agitation, a sound is produced in time of peace. Long-lasting clarity leads to a return to the ancient Tao.

The one who has little skill becomes more useful
Therefore, when the leader, who is good at "Talking", fails to bring about results, It is not just his "Talking" that will not work.
Therefore, when he needs more people, There is something else that he will need to talk to.

And this rule can change without end 
This practice (of humility) makes the myriad creatures to return home
