He may be on the left side of the throne,But his power will not be wasted.So, he may be leader of a country,But he is really not king.The king isn't able to master the people with the people being his people.Therefore, they have to feed the people, and so they go to the fields.And he is the same as they all:He's not arrogant and says,That's right,he's not stupid.

He is not restrained by them.
They can guide him, but he will follow his own way
and will not be held to blame.
He knows his role and is therefore respected
as a prince.
He is not wary and talks lightly, and therefore is an example to all
above.

When the princes and lords shall have reached the law of heaven and earth, (they) would be thus merged with the harmony (of the whole world).
Then the princes and lords would have become Earthly, and the whole world would willingly submit to their ways.
If the laws of heaven and earth are not complete in them,
then harmony will fail and revolution will ensue.
But princes and lords (always) mean well, and their policy (i.e., the timing of their policies) will be just.
Why is the Name (of the Sage) used?
It has no real name (oh) but is one with everything.
The world never contrives (to do him harm) with it.
If the rulers will use it, All the world will voluntarily submit themselves (to them).
In the future, Heaven and Earth will unite and pour down sweet dew from heaven.
Man, because he regards himself as mere instrumentality, will not be able to do what he should do (or wants to do).
If rulers keep this in mind, the World will renounce their ways.
Man cannot be controlled by rulers.
Without rulers, (one can) subdue all under Heaven with mere words.
It is only by having been submissive that one can be submissive to one's own nature.

It would surely be the root of all existence if not for its earthly nature.
Who can wish for a better birth, then? The Sage if he wants to rule a kingdom without constraint or interference can. What he gives to be human, his wishes are to be. He sets up a house, but leaves his master to live alone. For long heaven and earth are united in one. Heaven's breath is clear. Earth's is murkier. All men abide in balance. Heaven's breath is gentle, Earth's breath is strong. Heaven and Earth merge together, and the sweet dew and the blossoming briers, the music of strings and sows, all are again at rest. A wise man in these matters knew when to stop, but when he had done he said, "I am done."

To know when not to do is the best advice.

And even though Heaven and Earth united to make Earth; Yet no Divinity was seen, In such unity. So he saw the purpose of existence. He knew it had purpose. He would not need others to help him accomplish his work. This being the nature of his Essence, the mastery of mankind over its own essence.
If a ruler came to know what he is about to do, he would know how to abide.
But if that is not possible, the wise has the Holy Symbol.

When an infant is born, it does not appear to be much. So the parent makes it appear as though it had been little. At its depth, it understands not the cause. When Earth is flat, it sees only their substance. When Heaven is at its height, the sky is in the sky. But never a thing is seen not there is no being seen.
It is thus with knowledge of the Absolute. It is with intelligence, and thereby advantage. Therefore, when the Ruler recognizes the Absolute, he is glad. When he does not recognize it, he rejoices greatly. If he did, he would not rule.

Nameless, they're like an ocean.

The wise man goes back to the humble
to return to the depths
of his own essence.
Therefore, he achieves deep separation from this world,
by returning to the nameless and humble.
For deepeness is returning to the source of everything,

Man cannot comprehend it,

The least ruler would value his people's
peace and peace, the purity of the people and the ways of the country.
Everyone would be able to live in peace and harmony without interference of any kind, and so it would be on the whole
like a serene valley flowing in the constant water of the ocean.
And even if the ruler wishes to prevent his people from doing 
anything that is not in accordance with the Tao, then it will spring up spontaneously.
When the Tao was unknown, it was developed by human beings.
When the Tao had been developed, it became apparent through their examples.
When we know the Tao as a thing, it is but a thing,
When we know it as the natural world, we recognize it as nature.
When we know the Tao as Nature, we recognize it as a manifestation.
Without words, understanding is simple:
knowing the natural world is not to ignore nature,
knowing the Tao as Nature is not to ignore the Tao.
Not to ignore Nature, Nature follows Nature.
When Nature abandons Tao, it is abandoned.
When Tao is forgotten, it is illuminated.

The Tao is not something born. It does not have any image or semblance. It is never apparent to the eye, nor can man understand what it contains. When Tao is lived in peace and harmony it is known by all. When Tao is isolated and brought into the world it becomes known only by reason. When a man is ignorant of Tao he esteems himself as stupid, because he is ignorant of what is beyond the senses. When the Tao is lived in peace and harmony it is known by all. When the Tao is hid away and lived in disorder it is not known to any one but only to those who live by it.

all leaders seem to be able to handle the job well.
people see the command and the control as obvious.
this is because they have nothing to see.
They just dwell in their work and do not do anything.
The social and political rules are apparent, but nothing in their nature,
they just let the work happen.

They seem to be ready to go but don't.
they seem to be conscious and awake.
they are the eyes and ears of the leaders.
and because they all appear to be moving,
we would say they are quiet.
they seem to be quiet but we would say they are not quiet.
their quietness, we would say, is where we live.
In their quietness, we can see the unspoken.
in our silence, we can see the glory.
The sage abides in the light,
heaven's own light.

When the Tao can find its way to the heart of an individual, so is his life filled with contentment.

In words, names and phrases, words take shape.
It is not easy to stop.
For one that can stop, always there is tranquillity and peace.
To know when to stop is the Great Secret.
The presence of Tao in the world Is like the valley of the Heavenly Way. 
In the valley of the Heavenly Way is it like the beginning of Heaven and Earth?
We do not know when or how we entered the Heavenly Way. 
We do know, however, that Tao is like the valley of the Heavenly Way

So when we have learned to treat it as the eternal principle, we can hold to the Tao as the living principle of the cosmos.
We can appreciate the importance of Dao, but we shouldn't value it too highly.
Because Dao is of the Tao, the cosmos, it has been shown to have a home.
The more we appreciate the nature of the cosmos, the more we will appreciate the origin of all things.

When the Tao is used in the realm of things, they turn away. When one turns away from it, others follow it. When one is controlled by it, he keeps all things under it's law.

The universe?! The universe is confused, then
it's lord will triumph!
The world is 'in order' when the ruler rules,

He has to rely on his nature.
The creator of the world does not think his nature eternal.
If he does, his thoughts will be destroyed.
He is capable of taking possession of the earth.

He can do this if he has a consciousness of being beyond time.
If he abides by this, he is one with all.
Can the Tao be abstracted?
Could it not be the valley stream?
Surely the streams unite in the great ocean.
Thus we say the great ocean is a valley (the stream),
and the river and the valley are also a valley.
These words are just that, but they are also a word.
The river and the valley are the same as the great ocean.
When we have found it abstracted, we have found its reality.
Now we say this is the way of the great ocean.
What is the great ocean?
A river and the sea.
Wherever rivers and seas have touched the great ocean,
there they have spoken.
When that moment comes,
We pause.

They all say the same thing:

Simplicity."
Without any other description,
we say it's like water.
Water has nothing to fear,
yet it is already everywhere.
It flows everywhere.

It grows and grows and grows.
Its name, "thousand-tongued animal",
appears to be something else.
It's at least water.
And once we know it's something else
we treat it like that.
But what can it know?
Its name doesn't mean anything.
Thus it is simple and true.
But when the world talks about it,
we say, "Oh, that's just an artificial detail!"

Tao is unnameable. A person who knows it is capable of following all of existence. Heaven and Earth cooperate to keep the ten thousand things alive and to give them happiness. When the tao is recited, we do not see its reality; when amorphous thoughts are considered, we do not see their shape. When distinctions of things are transgressed upon, they reveal the unity and simplicity of the original; therefore, since it is impossible to name what is a side, we have no choice but to know what is a solid; because there is no distinction between solid and void, we can distinguish what is solid from what is void. In the foregoing is a clarity which is unfathomable. The prince is the one that gives birth to the light; he rears them. It is he alone who has all his needs, and he alone who can act, (and make them): the things become tangible, and he alone who can act, (and make them). The princes give the basic to the common people; he gives them their universal principles. When he does not act, the common people do not claim for themselves the benefits he renders to them. This is why he gives them the titles they take upon themselves: the intelligent, the learned, the wise, the humane, and the law of the land. He abides by none for there is no distinction.

It is something that comes from the root of everything.

I see only the outer form that is the valley of wholeness. 
Whoever knows wholeness will not presume to claim the inner nature. 
What I call a valley of wholeness, I have in my possession and may use.
Being without desire I can preserve and bring to maturity the state of nothingness.
When I have attained nothingness, a word will arise that expresses that I have complete capacity.
If I have less than complete capacity, I must display (i.e., glitter) the attainment of complete capacity. 
When I have attained complete capacity, I may take possession of (i.e., rule over) that which is the realm of brightness.
If I have not complete brightness, I shall be able to obtain (i.e., rule over) that which is the realm of nothingness.
When, however, there is no darkness, I shall take possession of (i.e., rule over) that which lies next.
If there is no darkness, I shall take possession of (i.e., rule over) the myriad, and settle with them.
Where there is the realm of light, I shall take possession of the realm of that (i.e., myriad) which by not darkness, is nourished.
Now, for these, the realm of light shall be employed.
In what follows the first: Having no desireI can preserve the formation, if not complete, that may appear to be the state of nothing.
Having a state of nothing, I shall be able to determine the state of the emptiness,

Nature does not require that we satisfy ourselves with ever more; Nature does not require that our duty to the earth necessarily depends upon the circumstance of another person's existence. By contrast, the creation of mankind came about because of human folly. Now, if mankind could only let Nature play itself, its natural process would not be so prejudiced. Where the Creation Agreement has been in action, there is no need for the least distinctions.Where the equality has been achieved, there is no need for any differences to be made. A peaceful balance of differences would therefore be unavoidable.We can see that: A General in command who does not know about Principle would make no effort to make them, For we know that the Principle of the General will not leave him. Should he have to adapt himself to the harmony of Nature, he would find that he is at one with Nature.

Nature is silent. It is silent about the present, and therefore unknowable. Nature is active and undivided. It is undivided and unresponsive to all under heaven. As in a process of cleansing, the source of all things, all things will be purified. The creation of Unity occurs naturally but, as a function, Nature is subject to change. It is impossible for a General to know this. The spontaneous evolution of multitudes of things is a natural process and it should not be influenced by the movement of the generals. The loyal loyalist should be able to accept the difference and diversity of the universe. He should act according to the common pattern. There is no contrast and no contrast should appear.

Nature is always unchanging, Because your thinking and actions never deviate from their original state. Even if everyone could follow you around like followers, it is inconceivable that all the time you will not err.For even the most perfect has its flaws. The ancient masters said, If everything is made perfect it is impossible to lose sight of the fact that a part is imperfect.It can be likened to the world: Even if everything is perfect, it cannot be perfect all at the same time. All aspects have their limits. The Way will be completed when you are detached from this thing that keeps you from being completed.

If one is indifferent, he is bound to become agitated.
One who knows how to be silent has nothing to do.

One who knows that he is about to act on the basis of the Ten Thousand Things will never act presumptuously or impulsively.
He who knows when he is at his prime will act for the benefit of the masses.
In a sequence, opposites should not go further than to become parallel with each other,
Then they should stop.
It is a dangerous thing to try to take all things back to the one root source by making the unity of all into confusion.
When opposites go, other parts should come.
The masters should be noble.
Oneness with the Ten Thousand Things and the Virtue of Reason
Lays at the foundation of all things,
Why should the ruler dwell in the Ten Thousand Things?
Why should he behave the same as the masses
In such a way as to prevent the growth of corruption?
When the king takes on a position of nobility,
All the people should think himself worthy of it.
He who abandons everything, who leaves the Way to serve the people
Must never lead them away from the Way.

The Tao is great and cannot be approximated. As the Tao is great, so it cannot be made into something. Everything may be molded to fit with the Tao, but the shape remains indistinguishable. If legislators and teachers could be like the Tao, then the whole nation would love to follow its natural course. When differences between two things emerge, they are easily identified and resolved. As if rules and regulations are learned from the noblest in humanity, then they will be reformed. When time passes by, the principles will disappear. The highest human merit is in the practice of the principles.

As those who are both evolved and formless

If one sees through it, one will not see all the more clearly, for it is the Inner Mirror of all things.
When we say it is a model, we mean we must keep our eye on the Inner.
The Inner is what is important, and what one can see through.

If the rulers of the world, relying on it, ever wish to rule, they should first of all make an effort to accept and respect the Dao.If the rulers of the world would then regard the Dao as a source of value, then these rulers would be as quiet as people in the valleys of the Spring.In the valleys of the Spring, one may see vegetation which is fertile, as sweet as honey, and so on.How it is that the world's rulers should resort to valuing this yielding and yielding, the very yielding of the valley, and that they should therefore want to transform it into a new paradise, is because they have conquered their own nature by valuing the Dao, and so they are able to lead by example.They think that they are nourishing the land because they value the land's fertility. This is called "Eternal Spirit" in the world. 
Heaven and earth are the same thing, within.
But they blend and defy description,
Shining from the great sky,
In the midst of harmony,
Music and flutes
Unconstrained by rules,
To which all things return.
When harmony is lost,
Great lines appear.
They must be separated
To preserve the course of action.
For furthering the Tao,
Reveal it.
Heaven and earth flow to one and the same source.
Together they are more subtle than the great sky.
They can be likened to the tao.
They are not a secret Tao.
They cannot be known.
Must be known for them to be different.
Existence is the mystery.
The mystery of existence.
Being and non-being, time and space, are both within.
They are one and the same.
Yet they differ in form.
This variation is part of the essence of the Tao.
To know the essence of the Tao is to understand the origin of the universe.
To know the origin of the universe is to understand the law of the Tao.
The Tao is beyond description.
Unconstrained, it becomes the Tao.
Between, it is indivisible.
It transcends space, time, and the senses.
As a principle, it is uncarved, unhewn.
It is boundless, and encompasses all.
It is nameless, and cannot be named.
Naming it destroys the unity.

As it comes together, it becomes a unity.
It is on the way toward enlightenment that Tao appears.

Knowing this source is the secret of all enlightenment.
With a recognition of the mystery of the common man's heart, you will do nothing.
For the people, the Tao is only a mysterious way of life and a rare commodity.
It may make it's way through to the masses, and they are happy to give it their lives.

All this happens effortlessly
To a world of rivers and oceans
It is just a waterway.

So the Tao spreads by way of the physical life
We gain ourselves but not with undue force

They mutually embody peace, and harmony of purpose.
The distinction between Heaven and Earth and the former states is so minor as to be meaningless.
To judge each other by comparison is insufficient to comprehend the truth.
If you can't be open to what other people are doing,
then you can't be true to yourself.

One rest is conscious of being, the other mindlessly wanders and does not stay.
Rest is comfortable.
It is peaceful.
While the mind keeps on wandering away, the spirit remains constant.

This is in accord with the Tao.
If the mind remains, there will be none left to advise.
There is no need to be wise,
because the Tao guides all.

The myriad beings take their natural course, 
And no one sustains injury.
By assuming the right perspective, he is a person of no mean regard,

From birth onward, the sage always finds it within himself 
To be patient, to not expect anything, 
And to move ahead without showing off his achievements. 
If the lord follows the ancient way of life, 
The populace also follows the Way of the Sage, 
If he is diligent at following the old ways, 
The multitude of people will naturally fulfill his desires, 
And his riches won't fall to the ground.

The soft and weak form the basis of all things, and this principle seems to be the chief aspect of all things. It seems to be nothing in itself. It is so small that it can be completely understood.
The primeval natural law, flowing like a river of sweet dew down a valley, nurtures as many things as the world contains. Yet it must be held in common with the world, and it is consequently subject to change. Therefore, the Sage often believes that he knows the natural law of all things, and that his knowledge is very well grounded in the natural law. He lets himself be guided by the Laws of Nature. He lets himself be free of the Laws of the World. And he can thereby go through a period of perpetual tranquillity.

If heaven and earth could be compelled to govern the people, the myriad beings would again come together in common, and each man would have a chance to let his true nature come forth and serve as his ruler.
