The most brilliant officers are killed before they begin to speak; it is sad to see that. When there are 10000 warriors (in war) no one trusts them; war in general brings about chaos; when [the hundredth] (or the hundredth part of) its duration has passed, it is just as sad to see that.
To use only what is absolutely necessary is not the way to go. Some people win the war, while others lose it. Others turn bad after bad; others have the misfortune of losing the war.
The Way of the Tao is to be like water.

When a ruler has 10,000 troops, the 10000 will not have the stomach for it. When there are 10,000 officials, they are afraid of them. If there are ten thousand whores and thieves, the ten thousand will not be able to pay them. If the ten thousand leaders, princes and kings abuse their power, the ten thousand will not be able to establish security in the land.
To concentrate all authority is to reduce people to starvation. Whoever overuses force and aims at conquest causes a calamity. But one who practices no violence at all is free from misfortune.

Second, he must be scared of losing control, losing control over everything. For, if one loses control of himself, one cannot control others.
Then it is said:
Whoever has power over others is not a true man.
Whoever rules over others is not the true ruler.
It is only by embracing the fear of death that a true man can maintain his power and his independence.

The Commander in Arms is the fiefdom of the empire. All armies come from it. Therefore they call it the Duke of the Forest. A fiefdom is divided among many lords; It then becomes feudal.
The Sage in the Chariot or the Horse is the asset of the state.The army of a country is just the asset of the state. The Sage does not use force, but uses it only when he has no other choice.He who does not go far enough in his pursuit will be left behind. He who considers himself happier than others, will become more arrogant.
The ducal ruler in his cultivation of the state shows himself to be without value; but when the empire is attacked by forces, the military cannot be employed. In order to remain quiet, he uses no force. When he uses it, he will not do so out of love for power or lust for glory.

The military occupies the centre and wields the sword to the limit. The domain which it is attached to, is a fief of ten thousand people. If a battle is fought in the kingdom, ten thousand men are killed. Thus, the word "great army" is to be confused with the greatness of battle. If "great" does not justify war, who can understand its end? If there is no time to set your heart upon a great thing, what is to keep it from spoiling? This: the ruler who is content is contented, whereas the one who does not care is not contented. This: one who does not prize his own importance is valued; one who has no desire for power is illustrious.

The way that Tao does is by revealing itself in ordinary people; by acting like a good shepherd (worker), it shows itself as good neighbours; by showing its power (its power).

These are things that would be of no use to a man to play about with, and it is only by being without motives to play about that one is a calm and tranquil one.
If you can remain in the way, the world can be trusted.
So the best general never reckons about victory or defeat, though he can lose, so that the world is in the power of his hand.
If you can keep your faith in Tao, the world can act like your own trust-spots.
Be a good shepherd and you will become a good shepherd. Use up the land that is not your own, and feed the people that are not your own.
That's just the way it goes, to feed the people without any thought for personal gain. This is the right way to treat all things.
The less you care about you will be in charge. The more you care about you will be in control.
The best general is not a wise general, and his actions are not dictated by wisdom.
All men's lives, the best general can do nothing but great deeds, and no more than that.
Always remember: what is best is not always the best.
The wise general's job is to do nothing too great for his own good.
As for what is not great, he finds nothing to destroy.
The way of Tao is not long remembered.
It will leave you and all around you in your place.

he is not excited by direct gratification,
he is not bragged about,
he is not instilled with a sense of inferiority.
He is not stimulated to become strong,
and he is not influenced by fame.
By taking this course he is not left behind.
Whenever the forces of the empire go up to war,
they will have no rare weapons,
and they will be tamed by peace.
Thus, when the ruler gives a command, he is not supremely arrogant;
he does not possess the might of the empire.
He accepts that he may be supreme in his self-control;
but does not regard it as his glory, his

The action of loving your life and striving to love the world.
In order to produce values that last, one should keep oneself simple and obscure.
For that reason, when one reverts to a certain aspect of the Tao, one will not be like a disgraced old man who has no more self-control.

Therefore its righteousness does not lose its goodness.
To fulfill its righteousness (hsün)
He does not do harm (ts'ü),
This makes him in continuity with the law of nature.
And because he does not intend to do harm (ts'ü),
This makes him in continuity with the law of the Unchanging.
The righteous do not do harm.
Therefore,
They are beneficial to all beings.
And because they are beneficial to all beings,
The people of the world take pleasure in their presence.
If the righteous behave well,
They enjoy the public.
Though they have such virtues,
It is because they are yet uninvolved,
That they are able to fulfill their right (ch'in).
Not having desires,
They see no need for action.
He who acts without desires,
Is like a saint.
Those who do not care about what others think of them,
Will become exemplary.
That is, they do not seek to achieve any particular outcome.

The unguided ruler abandons virtue and accepts the glorious leader.
This is the same as to gain leadership, but not to lead.
Therefore, unguidedness is one who rolls up his sleeves, and should we not say, 'without being unguarded, he wins?'
Therefore, the great leaders should lose the throne and the haves; the lesser leaders lose the loftiness.
The great abandons the virtuous and accepts the lowly.

As time passes, the earth will decay and rust and no longer yield. After a great battle, natural disasters will come to an end. They cause no joy to the people and no peace to the country. They do not appear with Heaven, they do not appear with earth, and they do not appear as heaven, earth, or heaven. Such is the fruitlessness of life. It signifies destruction and must be met with in kind.

The Tao (saint) of old used to be the source of the Tao  (mystical); Therefore, the Tao (saint) is everlasting  (transcending the ages). To profit from others' natural  (completeness) desires is to be harmful. To gain  (fulfill) others' wants is to be selfish. When one is resentful, the world looks down on them.
When the world looks down upon them, everything is out of harmony.
When out of harmony, the empire must compete with each other for resources.
Yet there are times when all other peoples must compete with the empire for resources.
There are times when even a rare treasure cannot be traded for a time.
So, one who comes from a position of peace and quiet is able to negotiate, yet maintain a natural harmony with the world.
To achieve peace and quiet, is because one takes great care to avoid conflict.
To avoid conflict is called being one with the Tao.

A person who wants to impress others will never meet success. 
It's better to not try to make people's lives more orderly or better than they are. 
The more you control your own destiny the easier it is to stop. 
What's old is not the beginning of the way. 
What's small is not the measure of the world. 
Work what you will, but do not hold on to it. 
It will perish with you.

This is why the Sage does not presume to be superior to the people. The Sage does not control the affairs of the kingdom. The Sage does not force to the affairs the kingdom. If he does this then the kingdom will fail.
As a result, the Sage avoids this.
However, the Sage does presume to be superior to the world. He does presume to be superior to the kingdom. However, the world cannot be conquered by the Sage. If the world can be conquered then it will not be worthy of the name of Sage.
Sage do not strive to be a king.
If he tries to be a king, his entire nation will turn against him.
Therefore, the Sage must always be humble and content himself with the role of a king.

In considering how to decline, the taoist must look at it only from the point of view of his own body,

Bad people seek violence to achieve their ends.
When they do, they do so by means of force and intimidation.
For the wise person, violence is simply an expression of their original nature.
By being peaceful, peaceful, they do not involve themselves with violence.

Emptying one's heart is 'clueless,' 'unimportant.' 'Some may look at it as superfluous, another as a measure to clarify and thereby know some. 'Others might think it a vulgar thing, a mean work of art.' 'Others will regard it as a sad waste of human energy.
A truly virtuous person, [is] one who dwells on the utmost, not in her glory, not in the grounds of a house, not in that of the kings, not in the name of God. She does not prize what is beyond her sphere, and will not be satisfied unless she accomplishes what she set out to do.

The rulers of the world should see that they have harmony with their people.
When the ruling people would live in harmony with their nature, their natural qualities, even if not universal, could be treated as universal.
Even though the lords and the officials are peaceful and submissive, they all should honor their responsibilities.
Whenever there are more than they could use, more than might be wanted, there should be someone able to salvage the situation.
Thus, although the empire has a certain level of government, the princes and the officials remain in the natural state of being servants to the people.
They should not try to rule by force of arms, and they should not try to bring to power by force of arms.

Now if, then, then of what use is a sequence of arms? Must such a sequence be, as they say, followed by a catastrophic and ignominious defeat?
How then should such a sequence be followed by a sequence of ruin?
Must a sequence of arms be followed by a sequence of catastrophic and ignominious defeat?
But perhaps such a sequence, though violent, has the advantage of being uttered by an adept.
He can therefore not be against the method of an adept; yea, he may use it.

What is passing away is the teaching of the Great Teacher. Let your ambition be focused on being a good steward of the world. For Heaven's Way is supreme. Not yielding to the world's way, what you bring on yourself will be no more than an emic. How much less, perhaps, can you take from it?

The Way is only to be reverently honoured, 
Not to honour the Way is to show that you don't respect the world;
To not honor the world is to cause a great calamity.

Those with long-standing distrust of the Way
Die early; those who do not
Die soon.
Approach the world with caution
Not with force, not with victory
Not with war;
Do not glory in these things.
Good people should avoid being dominating.
A ruler who does not respect the Way is one who loses his way.
Not respecting the Way is to know the lack of loyalty to the world.
To know the lack of loyalty to the world is to initiate a great calamity.

Either one is called the 'Dark,' the other the 'Light.'
Either one is called the 'Relative,' the other the 'Superior.'
Either one is called the 'Pure,' the other the 'Other.'
These two names are used only to indicate the 'different' of the 'one.'
Thus, they spring from the Tao itself;
and they are as different as Heaven and Earth.

Both of these are meritorious actions. When the work is finished and all wounds are healed, how can the helper, the good man, be worthy of his merit?

Should he regard merit as superfluous, then there would be no place for him among his fellows.
Those who rely on force to attain their ends are not fit to govern a community. They cannot accomplish their purpose by force.

When no-action is followed by an army to conquer, an empire is reduced to a state of disorder. 
Conquering is not the way of the Tao. Victory does not justify revenge. Even the conquerors go back to the state they came from. They are still old, but we must remember that they are even older than they appeared.

The five directions of the Heaven are hard to move. The five directions of the earth are hard to move. The five directions of the five skilful mountains are hard to move. Therefore the intelligent person always molds the way, and never moves to dominate the others. Since the way is soft, it is harder to be moved, yet the others cannot stay with it. They seem agitated and change. But even the smart people can not keep to the way and live a quiet life. Even those with a lot of smarts can't keep to the peaceful life. All intelligent people hate to have evil desires, so they try to turn into ordinary people and not show their sharp intellect. Only a foolish person wants to be smart, so he uses smartness only to make others stupid. The fool cannot care for others like a wise one, so he uses them just as shrewdly as if he were an ordinary person. Only the intelligent person can always take care of people like a fool. The fool must become a smart person, just like a foolish person. This is not the way of Tao. Those who have lost the way will never return.

Reverse your method, give up the act. Use no power and put no fear in people. When the cart is completed, it is a beautiful trunk, but the grasses are on the top; the carriage comes from a wagon, but the water is on the bottom. Some forces gain, and some lose. The Tao is always yielding. Trust that, not the power that has won.

Superior wisdom is always at work. It is constant and limitless, but it does not dwell in places. The self is always looking forward; that is why it is calm and content.

Use the Tao firmly and not hastily. It is precious that one should practice only to seize and exploit the world. If one tries to seize and exploit the world, only the enemy is able to accomplish it.
The best way to manage an enemy is to have no superiority, not to overreach; to only be centered. 
Use the world with a little favor, and let the arms of the Empire (the army) pass; it is hard to obtain, and you must be guarded.
The first time an army is used for taking the land, there will be thorns and thistles, thus they will be well guarded. If the weapons are used against the enemy, they are nearly useless; then one must know their limits.
In things like this the following are provided: the first one are the resources; the second one are the speech; the third one are the weapons. There are four parts, and if you fail to recognize them all, they come.
The use of weapons is the old saying: "Make use of the use for the purpose that there is no other."

When war is unavoidable, the proper response should be always peaceful. In speaking calmly the former is the right. If you know how to command, there will be no more failures.
In military affairs, the greatest power is not based on force. 
The greatest power is based on the will and the deed.
One who knows how to have will 
is not dependent on force. 
One who knows how to have will be free from all coercion.
Those who have no will are unstoppably free from all coercion.
If one does not rely on force, it will not be able to gain power.
If one has no will, there will be no way to have power.

And when a great body is great in action, its members return to their roots and then there is thistle.
Therefore, when a great body is great in action, its members will create for the land what they have grown, but not take by force.
In this way it will transform itself.
