He does not display it.
When he sees something that others value,

It takes a big adjustment to say that the self-willed benevolence of the common people,
One would have to think, is the worst form of social ethics.
And the foolish self-righteousness of those on the other side of the intellectual divide,
It is a fact, to the neurotic the world is surely a self-invading and untamed wilderness,
For these one has to confess: I do not want to be enlightened,
And I alone am unfortunate, sad and pathetic.
By allowing this or that to be true, I take cognisance of the unavoidably vague word we say about what is the case.

For this reason, he who is not crooked and cannot be deceived, but is, in accordance with nature, an active force to be feared, is an example to follow. The intelligent ruler knows the true way, as does the foolish and the careless. The wise uses this against stupidity."

Heaven reveals itself, then, to a man, but not to the man of Tao. The Sage disowns him and then lets him alone. He who findss a place in his daily life enjoys it. The foolish man, that is to say, holds back and so finds no common ground. The true man, then, finds himself nowhere. He acts. Not yet at its height, it is inauspicious and then there is no wise governance. He who acts too hastily is not long in coming. Those who do not scrutinize a subject but take it for granted cannot be right. The wise ruler does this and, being right, he acts right. Therefore he does not care much, he is foolish, he finds life easy.

we must also know that they are self-giving and that they are also self-determining;
and that by this we are cognisant of the fact that these two things are one;

we have a genuine unity of mind and heart.

They try to keep things simple, but don't use them. Therefore, they alone remain the powerful by "disowning themselves, by becoming one with the world." 
If they are stopped before they have lost their root, they will seem to be the world's great master.
As a separate person, you will be left in peace, and be able to stay with the world. Do what must be done, and it will all be done for you.

In all-under-heaven, the means of light are arrayed in succession. The act of illumination moves out in front;

People value the rules that are impartial, and they value those that respect the dignity of others. 
When rules become regarded as things, it is because they must remain so. If they can be easily achieved, then they are of little value. When their use is pointed out, it should be that they are to be discarded. If they are of little value, they should be discarded, and when a group of people hold to them, it should be because they do not respect them. 
When it is just a scheme of Tao, then the leaders are correct in valuing the other leaders, and when the rituals are effective, the members of the group respect the leaders as well.
They should respect each other, and be willing to overlook differences, if in the course of chaos and confusion people cannot rely on their ability to do so.
When ruling in general, just be as enlightened as you are. If Tao's rule is to win or find fulfillment,

Who does not have ulterior motives for acting, is in fact good at acting; who has ulterior motives for being, is in fact good at being. All of life appears to exist for reasons other than that. For this reason, the Sage is like an empty vessel: As a vessel, he is inexhaustible; As an overflowing belly, he is full; And as a valley or stream he flows endlessly.
Thus, he dwells in the moment, but does not dwell in the past. He is not fond of decoration, yet he does not dwell on appearance.
He does not celebrate the magnificent, yet he does not dwell on the trivial. He does not desire recognition, yet he does not dwell on his own merit.
He lives for his group and accepts no pride in his achievement.

He nourishes his empire and provides food and clothes for the people. When his empire has become prosperous and luxuriant, it can keep his heart and marrow free from any kind of temptation. Tao, the 10000-year-old Way, unheeded, stays. A leader lets it alone. The people know, but treat him with compassion and respect. The less-well-off like to affirm him and his accomplishments. The better-off also admire him. And to those who have no interest in caring, the leader will say, "And your faith is insufficient." How ironic and arrogant! Yes, this is true!
And how they will then laugh and say, "If your faith is insufficient, your faith will not last long." And how they will praise him. And how they will act!
This is the Tao: When sincerity becomes inadequate, you lose your faith.

With Tao, the love is inexhaustible. When honored, it is kept. When despised, it is shed. When you can, let it go. So that when everything goes to crap, the situation is rectified. A wise leader knows when to give and when to take.
He knows when to care and when to cry.
He knows when to weep and when to laugh.
The art of wisdom is to keep such awareness. To the Tao man: life is precious, and worth saving. Not to know or cherish the importance.

When the great deem themselves great they produce magnificence; For just as [do] the people of the world deem them magnificently. The great act without expectations, that is to say, they achieve their purpose. They act without taking credit, that is to say, they attain their object. The world does not know what their words are; so the great persons say them.
This is why these words are sometimes said to be "bad advice."

The wise ruler knows the ways of nonaction and not acting. The king does the same. Yet, even the king, for whatever reason, is not the same as his subjects. Even if he were to act the subjects would not notice or respect him. He is remembered as a great success who did it all without ambition.
The wise ruler should know that sometimes he is despised, and often he is revered. Being merely mediocre people flock to him and flock to him with praise. In terms of the scheme of affairs he is small and not great. Therefore it is in this that he possesses wisdom.
If I had to describe it I'd have to say: 'The wise leader gets things done and the things that he does happen because he is focused on them not because of them'. He pushes them through and gets things done. They happen because he values the mundane over the mundane.
'The wise leader' I would say is subtle, so subtle that you would not see it through his actions. This is true. 'The leader' I would have to say is flawed. The flaws are obvious, subtle, and ugliness of the human condition. That is why he is praised by his people. 'The leader' I would have to say is small, and just a name. This is, I think, just some joke. The leader has accomplishments that others miss. The leader gets things done and does not strive for them. The leader does not own or control his work.

<Although everyone else does his work, the great one is not alone and becomes a living model. With Tao, he acts without expectation, causes others to work, and is ever on the move, and is virtuous.
<That which is most beloved is not respected. Not even if one gives entire things up and lives forever. For that is the way of the great Sage. This is why people of Tao like him, thus he remains without exception and brings with him the whole people.]
<Great Tao is like an uncarved wood. Its makers can't be seen. Its makers can't be loved. Its makers can't be admired. Its makers lose their lives when they're unable to keep them. In contrast, Great Tao is able to achieve all things and work with them all for itself. It is like working without a firm fixed end to aim at, it accomplishing without expecting anything, and having Virtue with its daily actions.>
<Tao doesn't achieve what it sets out to achieve; Tao doesn't act what it expects to act; Tao doesn't hope that it can accomplish what it sets out to accomplish. These words may be spoken without saying; and they bring about oneness with the world.

One who knows his own sincerity sees the truly genuine.
He who sees his self as mere means for self will be destroyed.

This made them muddled.
Thus it happened that a great conqueror would fear the people and a great ruler would fear the people's hearts.

and then the latter met the former, and then both met on equal ground and feared each other.
Thus, neither one of them would be believed in;
thus could the others be believed in.
Yet for the sake of the words, say them again in low esteem, by valuing them, you can guard them.

One is meant to burst with delight! 
He takes delight in what others don't,

He does not rely on his own ability,

A real sage follows that wisdom, 
Attitudes are not praised,
They do not do much.
With the path of self-mastery
One is free to speak the truth,
To be polite,
To accept what is given. 
What is ordinary
Is as natural as the wind,
Only without wailing 
It rolls away to nowhere.
I would be delighted to be
As the wind blowing away to an unknown land,

of others, with this apprehension

But if there's no trust, there'll be no trust.
With a big mouth, it's best to say, "This is what I do. This is what I said."

That is enough.
In order to understand,
We need to see what is not.

Those who act with no consciousness of self,
Have no respect for their selves.
They act blindly,
Act in the absence of personal motives,
They understand the importance of what is in front of them,
Act without further consideration for what is to follow,
Act without self-interest or knowledge,
And is able to act with the utmost ability.

When one became great, the day came when they were perplexed and confused.
Before they had achieved perfection, they had become its worst.

Since the day of completion there were perplexations and disquietings,
Even though they achieved all its expectations, they could find no more than its not done.
But when there is no knowing when there is knowledge there is now, what is not done.
Thus, when there is no knowing when there is knowing, what is done is done.
When they had accomplished, they began to learn, to know, and when they knew their condition was not complete, they became alarmed and perplexed.
But as their knowledge was always increasing, they acquired it and then stopped.
As the concept of the universe arose, it grew, grew, grew, reaching perfection, then failing, then perfecting.
The minute of their condition,
After their attaining perfection, they became perplexed, perplexed.
Before perfection was achieved, they were perplexed.
After perfection, they were confused.
How could perfection ever achieve completion?

Because he does not do anything, people envy him.
Because he does not do anything, people are afraid of him.

When one is successful, it is only because one did not force anything.
When one is late, it is because one did not wait.

It causes people to be defenseless and scattered, without task to answer.

When one of a class within the masses [of people] becomes deferential, [he becomes an imposing presence].

The Absolute is absolute. The distinction between 'Being' and 'Not-Being' is invisible. The Absolute is a non-differentiating substance. When those who know it do not give it up, they know only that it exists. When those who know nothing know that it exists, they do not take it away. When they know that something existed before they knew nothing, they can make the comparison to exist as well. By contrast, those who live by their innate existence, and those who lose it by their false knowledge, find their living only in discord. If they know that there is nothing of value in comparison, they would not live to see the end.

He who understands their uses and uses doesn't need to have more,

From it I expect that its name. It is Tao. I dare not name it. Because I do not know what Tao is, I call it 'I'. From 'I' I see all the infinity of Tao. 
Dao (the Way) always makes what it seeks known, but it is also aware of what it seeks not known. It can guide others without possessing them. It can guard the heart from being violated by desires, thus not leaving the body. It is the unchanging totality of all things, and can therefore be the model of the heart of all people. 
The Tao that guides man's effort at the transcendence of material creation is Direction. It is Direction in that it reifies all. It is Direction in that it harmonizes the "shameless" and the "honored." It is Direction in that it yields without daring to be elusive, and in that it facilitates all action without being a leader. Because it unifies all things, it can be the fountainhead of the soul, for the whole world is like the ocean through which it flows.
Eternal Breath - Nameless - Ever Breathe it deep and clear! - Preserve it in silence and embrace it! - Act it yet with no desires! - Do things without the thought of profit! - Lead all the people! - Bring them all into being! - Hold firmly to the Tao! Tao alone will ever complete you!
The primordial emptiness of heaven or earth is absolute and unshakable. It is imperceptible and inaudible, yet the Tao rules everything in it. It is the sacred energy and dynamic of the Universe. It is Tao, the unchanging eternal vital principle that pervades all it moves and passes through.

If one wants to change the present,
One who wants to change the past
Is likely to get in touch with an Taoist.
The Taoist tries to change the past, not the present.
When the Taoist sees things as they really are,
He can see that they are more complicated than he thinks.
Those who don't think that way
Will never see the meaning in everything.
There is a reason why Taoists think in terms of the clouds.
When they see the light
There is a reason why we use the words "the Way."

Accept this truth, you gain your mother's heart. 
To work for the world means to have faith in it. 
And in faith, it brings about trust. 
Thus, to the realm the Wise Man was impartial. 
He judged the ways of the world and found them to be auspicious. 
People keep to their nature, but the Way desires no emotion.
