This is how people behave in accordance with nature's will. 
There is much to offer and yet people are mindful of following Tao. 
Wise people prepare for the journey and act accordingly. 
Solid people do their work and make their mark. 
Superfluous people flourish and prosper. 
They are not conspicuous for their accomplishments, and so are shapeless.
That is why nature is valued as her most beautiful.

There is a natural outpouring of kindness: The creatures of the material world bow to nature, as it were, and the world abides.
But this spontaneous outpouring happens through personal qualities: The people do not seek for it, but prefer to see the shape of the world. It is then only natural that the great centers should be at the peripheries of society.
Therefore, when leaders who are leaders are able to accept this natural outpouring,
There is an obvious sense of awe that comes of it. When this is the case, the leaders with strong managerial qualities are able to deal with this natural outpouring of kindness 
as efficiently as if it were their natural state.
When so doing, they avoid going on occasion and avoiding bringing in a fine display of things.
It is only when no one else is left out that the right uses this to promote being open.
When the times of the great centers are subdued, they are the facilitators of what is happening.

Follow your curiosity to the end,

but not a lot. If they had a lot they would be ill at ease. 
Therefore they are like the Sage: they abide by nature, 
and thus are able to act with calmness and peacefulness, 
reveal the depth of the truth, 
know the goodness of others, 
and have the ability to cooperate. 
But without rivalry. 
These people do not contend. 
They don't compete and compete without being contested. 
This is the difference between being in the Way, 
and not in the Way. 
Being in the Way is much more fulfilling.

He thinks that he knows more than he does, and that he is even less than he thinks.
He considers his ability to be much more than it really is, and that he does not know where he came from.
He lays hold of more than he needs, and yet finds he has to let go a lot.
He is not able to get enough, and lays hold of many that he needs little of.
He has an abundance of knowledge and yet finds that he has little.
He would have a knowledge that he had only of what he had got, and that he had spent it all on himself.

If you look with open eyes, you see the essence; if you look with closed eyes, you see the outer world. This is what I call blind faith and stupidity. You must be determined to change things.

When true virtue or true emptiness is shared by all things, then they are whole and can be become complete.
When there is no being to show off or be distinguished, how could there be anything to fear?

The master knows that he is here and now, but that is not important, this is all.

The Way of the Master, although it may seem apparent to the people,
is indeed unseen and unattainable.
It is a medium which governs.
The people are taught to love the earth, then become true creatures
and to use it for the sake of themselves.
How could they be without the earth?
Thus true Tao (Way) remains true, and so continues.

If you're not aware of that, you're not fully conscious of the experience.

This is what I call the great thread: the infinite tapestry that produces all truth.
It's well worth remembering that.
What you observe and try to emulate is the image of water. Its light is waning and waning, and its vibrant whirl is cyclical. The world is full of light. Don't get your mind into it. That's where you get lost.
All that happens in the world is a beautiful child that you can watch grow up. If you want to stay sharp, stay alert, stay critical, stay with what's happening, stay in the moment, stay with the water.

The master can employ this way, because he is indeed "social" in that he is devoted to one's followers, and he is also devoted to his personal personal needs,
because he is "authentic" in that he does not seek any personal satisfaction, nor any personal benefits,
because he uses principles that are rooted in an understanding of the Tao.

the good that settles, 
the good that puts its arm to the cause.
It gives a safe place for all.

how many things are ripe for taking hold?
You may want to control the other person, 
but let us turn our attention on what is best for yourself.
This is the Tao and nothing can't be done with it. 
The Master can do something without a command, 
but that still leaves her able to achieve a task without.

All these have power in the direction of power, and will turn against themselves, and most often there will be disaster.
To be without impulse is a condition of the perfect man. Being without impulse is a condition of the perfect woman. Being without desire, and seeking no man, is a condition of the perfect man. Being by means of desire, and seeking no man, is a condition of the perfect woman. Without knowing himself, and not knowing other men, is a condition of the perfect man. Without knowing what he is, and not knowing what is his doing, is a condition of the perfect woman. In order that men may be helped, that is all there is to it. The sign of all this is not yet attained.

The ability to be humble is the ability to be good.

To be competent is to be fair.
And ability to cooperate is the ability to act.
These three traits are the same, but different.
This is called shirking.
Shirking is the greatest misfortune of the human heart.
In everything under heaven the inferior is the master of the superior.
This happens because the inferior does not take on anything as his own, and thus he can bring forth all under Heaven to his full potential.
Hence,
he who knows how to be humble is at ease.
He who knows how to be wise is at ease.
He who is so wise is so good at being that he can accomplish everything.
And he who is so good at being does his job so well that it is well done.
And he who is so good at being is at ease because he knows he can work without interference.
He does his job well because it is so important.
Therefore,
even though he has no physical body,
he is to the world like a waterman.

So, one who has knowledge, when he knows the smallest, he puts it to the most use. 
He who loves, when he is able to provide, can create a good home for a society. 
He who is well versed in acting, when he acts well, he can take care of his society. 
This is the reason why the sage does not use force in his own affairs, 
and is more meritorious than his enemies.

as if well for the land, as if well for his people.
He does not besiege (for others) his true base (for himself).
He is fit to be named as the 'sweetest prince' (for the world).
For he does not bewail, (as being born of this),
nor does he, (as being such), think to possess (as having been born of this).

How shocking they are to those who use this virtue

The leader works efficiently;
The leader reverts to the higher,
As if nothing had happened.
They are bound to return to the basic self-ordainedness
And use this experience to the ruler.
What is the supreme principle?
How is it that man can dwell in the realm?

People who are like this are easily distracted

Everyone thinks they are safe in their own place

A person of utmost enlightenment, who has lost her enlightenment, will exist eternally.
She will possess the virtue of the supreme enlightenment.
She is aware of it and submits herself to it, but she does not indulge in the passion of indulgence.
She willingly embraces her glory, and does not brag it.
She gladly embraces her simple being, and does not glorify it.
She willingly embraces her truthfulness, and does not exalt it.
She willingly embraces goodness, and does not glorify it.
She willingly embraces the Tao, and does not glory in it.
In such a case, she is in accord with Tao, and, being at one with the Tao, does not contend with others, and is happy with the world.
Therefore, such an enlightened person is the foundation of universal virtue.
A person of average virtue is the basis of inferior virtue.
A person of the utmost virtue is the basis of inferior virtue.
A person of average goodness is the basis of profound goodness.
A person of average reliability is the basis of proper reliability.
A person of average trustworthiness is the basis of trustworthiness.
A person of average functioning is the foundation of operatability.
A person of ordinary rectitude is the basis of perfect rectitude.
These two types of beings are to each other, as one system of virtue, one cycle of existence.

He treats them as the mother doesn't expect from the behaviour of his actions.
He could abide in the state of Non-existent and still be loved and respected by the world.
A law that could be followed would be very loving, it would never try to conquer or take over the other people.
A loving Tao to the world, it would never take action, it would neither reject nor snatch from the others.
And the less action it would have the less it would have to do.
The less it would do the more its effects would be realized.
And it would know how to live in harmony with the body.
It would also act as a simple and durable vessel, it would bring things out into reality.
It would be like a guest of nature and an open door to everything.
Of course, it would keep its power in order by not rushing in destroying, devouring and robbing the other people.
Hence, he would truly abide in non-existence, without wanting to do anything.

When dealing with others, he is benevolent,
When dealing with affairs, he is wise,

He is powerful, like the king,
He is faithful, like the sacrificial lamb,
He is long lasting, like the tao.
In so doing, he follows the Way.
When choosing your dwelling place, know your natural state;
When you use your mind, know your knowledge;
When you conduct affairs, know your ability;
When you act, know your long-lasting nature;
If you do not struggle with others, you will not be misguided.

Hence it is, those people of high virtue, desiring to be led by men of good character, are like fish upon the waters and welcome, or dismayed or excused by the ordinary fish, which, in comparison with them, are tiny. The following are selected to illustrate the relation of being:
Those who are sharp, desiring to be made as thieves;
Those who are swift, desiring to be made as robbers;
Those who are sharp, seeking to be made as thieves;
Those who are swift, seeking to be made as robbers;
Those who are sharp, wanting to be made as thieves;
Those who are faithful, desiring to be made as thieves;
Those who are pure, desiring to be made as thieves;
Those who are sound, desiring to be made as thieves.
And being unable to steal, they are left with no alternative.

Those worthy of goodness come of a series of actions of good character, and so also the people of the world. Those good, they invite to behave. Those good are good like the waves of water on the seashore. The gentler, the harder. The

No matter how great his position, he is always free from errors.

He governs according to the laws of Nature.

Thus, the Sage is like the sea;
soulless and lowly, yet he can guide, guide, and please.
For the sake of others, he becomes sacred;
for the sake of himself, he becomes great.
Truly, he is on the level (i.e., Tao), like water;
and as such, he's aware of his loins (at home), and possesses the Tao (at the world).
In this way, he's not braggart and's therefore not arrogant.
Therefore, a person of high virtue follows this way,
though he might be wholly on the level.
While still respecting the person,
and not judging others,
in order to be modest.
But one who's not brag about himself
is therefore not arrogant.

Thus the wise man avoids striving for greatness.
All desires of greatness can be thus pacified.
The unnamable Tao does not strive for greatness.
If it struggles for greatness,
It must also take charge of all of existence.

The Wise Man strives for humility and faithfulness.
He practices rectitude and polite virtue.
He takes the role of a good leader and treats people as he would like to be treated.
But when he rules the empire as the Tao does,
He does not fight for glory or benefit.
He chooses to give up all but the highest reward.
Thus, he embodies in the heart of the multitude the Tao,
The "normal" Tao.
He functions as an example for all beings
And thus practices true humility and faithfulness.
This he does by not striving for that which others do.
To do so is to break the law of things.

When the DEEVE person cannot be castrated, it becomes part of the DEEVE. When the DEEVE person cannot be part of the DEEVE, it is castrated. When castrated, it is of the DEEVE. When the Wise Person does not fight for himself, but does not fight for the person(s), nothing will fail to happen.

The impartial attitude toward the mother is like the impartial attitude toward the wind 
If the mother does not nourish and provide for the babe,
It will not be able to care for it as it will not be able to keep it at home.
It is well in keeping with the impartial attitude towards the mother that all relations with mother should be between the mother and the child

There are different ways the Sage views things.
The path of the Sage is to be,
and the path of the woman is to be.
They are different, yet they are similar
The different parts of the body are similar.
This is why the sage is the mother of all things,

Then there would be no more things.
If she did not give birth to all things,
There would be no more things to give birth to.
If she did not give birth to things,
There would be no more things to watch over.
If she did not watch over them,
They would perish.
One is allowed to take care of one's own body

We are always right when the way is right.
We may be good or bad to a man,
in accordance with his ability.
We are ever right, even when we are wrong.
That is what Nature is like.
Nature is good and natural.
And yet it doesn't contend
It does not strive to do better.
It benefits what it does not contend.
Nature is the door of the Universe.
And if you want to know what it's like,
Look outside.
When things are well-ordered,
they're naturally good.
When they're not well-ordered
Things are naturally bad.
Things are naturally ordered.
The prime mover of all things is order.
A wise leader knows this.

He does not despise (good fortune) that comes his way, and so returns to the perfect way.
And for Heaven's sake he does not aim (at getting) the glory for his successes.

(For heaven's honour depends on good men;
so it is difficult for him to compete with the good men.)
If the Sage is in heaven, and he governs earthly affairs, then this is the way.
But if he is at home in this world, then this is how he behaves.

When mutual benefits of the self
Are realized,
Thus the whole world benefits.
When the self is selfless,
There is no danger for all.
Tao is born of the Infinite
And cannot be cast away.
