The bad type works vigorously.
A good observer is open to all.
A bad observer is closed off.
And he sees only what is natural and what suits him.
What suits him, and he is truly tranquil.

Know that it is always possible to be indifferent about what is worthy of the highest rank.
That are to be the progenitors of others.
Not to value the persons who have something and to give it up.
To rest one's self in nature and not into the point of disloyalty.
In contrast with those who would prize conspicuous material goods and show off their physical prowess.
This is to show disdain for good fortune and to see the people as travail-makers.
This is to reveal to people the black hole of vulgarity.
Thus it is that they that attain enlightenment can always stand in harmony with the simplicity of the Tao.
Applying the principle of "precarious simplicity," to the stomach, to the bones,
Can strengthen and strengthen the body and the mind.
He who is always taking care of the inner being will never incur difficulties.
Because of his existence, he will never become older than the next person.

In matters of life and death,

He is the master of the pliant. 
And thus he will not be overthrown by affairs of action. 
In affairs of life and death,
The complacent man
Is worthy of pity.

The Tao will effortlessly keep the Direction
The Tao does not contend and interfere
And even when things are not in order
He is never against people's ability to succeed
To succeed means to have much knowledge
To have much ambition is to have enough drive
To have many desires is to have many burdens
Therefore, just when you want to think
Something else is waiting to snap you shut in your mind
So the person doesn't compete or argue
And so no one is treated harshly or excluded
And so all the time the people are free from troubles
And the people have no desire to gain anything
And so
Being enough means not caring about something
And being nothing at all means being in the innermost heart
(One who) keeps his heart open
Is always able to do his job
So, if you want to succeed with your Tao,
All you have to do is put yourself
Inside that heart and
You'll be able to realize your destiny

To keep from being concerned about what is between your toes and toes is to prevent all the problems that can arise. To insure against want of possessions or usefulness in the mind is to prevent the most dangerous distrust of those of superior social position. Therefore, it is better to be content with a short stay of contentment, and more difficult to be moved by restless energy. The one who keeps contentment is likely to be content to have no goal. He who has moved by restless energy, cannot avoid becoming unsettled. For this reason he is likely to catch the eye of others who are of a different type from him. If he is thus discerning, he will not contend with those who are without further desire. This is precisely why he will not be subject to the compulsion of desire. The ability of the people to learn, but be insufficient is not in keeping with their condition. A confused mind is no better than a fool. He who attempts to keep things in order is incapable

In this manner humanity

Follow Tao to the end and the people love you and are loyal to you. Hence, man's highest being is to withdraw people from distress, and not to stir up the people with worldly power; for he who stirs up the people will gain the world in the process, and he who is greatly at one with the world will thereby be highly inferior. They should then become more arouse about themselves.

Follow the Way, and you will go far.

A wise man without words is as a flower.
A flower that will bloom will be hard to take back;
Hard to take back, he who possesses the flower will leave.
Treating a man, alas, as a flower, one treats him as a simpleton;

When a flower is to bloom, the Master leaves it behind;
When a flower is to bloom, the person, on seeing it, becomes jaded;
When a person leaves the place, the flower becomes empty;
Empty, empty, and the person, on seeing it, will rebel.
So while following the way of the Tao, one keeps oneself free of whatever wants to get in one's way.
How beautiful, in all its parts, the Tao!
From what is has appeared,
The Tao will pass.

In comparing the value of people and things   with not much to compare, this is the biggest fault.

How could they accomplish this task?
They would let things stay in balance.
Before their lessons were formal 
They would not expand their teaching.
They would not possess value of anyone's.
They would not be concerned with their officials, nor with their institutions.
They would not seek to improve people, nor would they be concerned with their higher values.
As people forget, this.
People have with kindness. 
Their actions would not be so honorable.

Those who do not concentrate in meditation, if they knew they did not have to, what trouble would they cause?
Those who gain a depth of knowledge of anything, love to lose it.
Why do they love losing what they love? Because of themselves!
Even if I get what I want, 
I will never love myself enough, for this is a sickness of my own making.
People who only look at something as valuable, 
have no consideration for what it could mean for them.
People who only look at affairs as worth their attention, 
are self-absorbed.
But when people know that the Way can help them, 
they have true compassion, 
because when the Way does not help them, they have not turned their back on the Way.

Though intuitive talent is strong,

the sage wise cannot compete with
The solid one is so solid.
The thick can not take the easy way.
The soft cannot take the easy way.
The ill tempered cannot take the easy way.
It's because the intelligent cannot compete with the ill-intentioned,
The foolish cannot compete with the wise,
That makes the wise not boast.
In holding high values,
The mind does not lack
That clarity brings clarity in the mind,
It permits simplicity,
It enables the intelligent to take action,
It allows the simple to understand,
And holds the innocent free from contention.
The government of the wise brings man's soul into harmony
With its center of gravity,
With its belly,
With its roots,
And assists the will to action,
And makes the simplicity free from distinction.

But sharper intent is fulfilled.
Too bright, the mind does not see the way ahead
Too moderate, the mind tries to hold on to the ways
Too hard, the mind tries to break up the harmony

Too greedy, the mind tries to make a profit
And so the sage 
Weeps for them not so much as to create attraction
But to cleanse their purity
The sage avoids displaying them
To cleanse the mind, to cleanse the essence
He keeps to the rules
To the point
He strengthens the prime without becoming strong
Strengthen the bones,
He strengthens the unforced
And for this reason
When he gives, there is no money, and so no class
Inclusiveness, being peaceful, has nothing to do with money
While the uncircumvent is mounting, there is no danger

Give up excessive pride, and you will gain competence.
Give up ambition, and [there will be no selfishness and] no conceit.
This is called good governance.

Indeed, he who has the power to procure things from the people lacks, not without difficulty. He who has the ability to justify his power loses, not without difficulty. 
The Taoist does not make his doctrines his own; he is of the same mind with the masses of the people. 
He does not regard the accomplishment of his projects as to be recommended; he takes no pride in it. He possesses the latter precisely because he is at variance with everything of the conventional type. In taking to himself as one with others, he has acquired many people of both opposite views; he is a model for all whose attitude should be cultivated. He acts through the universal law: that is, he does not act with any-thought of ulterior action.

If there were no order then all people would make mistakes.
By not controlling people he makes them clever.
I believe that the best way to control people is to always have the people not make mistakes.

Those who know how to form things when they lose sight of them rarely are they successful, the mind easily with it.
Those who know how to glorify possessions and scarce goods rarely are they successful, the mind easily excused.
Those who know how to talk of other people's successes rarely are they successful, the mind easily made up.
Without action there is no disorder.
It is natural to aim at the performance of great deeds, but it is well to avoid activity as well.

There is no desire, and he has a trust of all people.
He keeps the heart free of all emotion, free of desire.

There is nothing but the empty depths which cannot be seen.
What the empty depths cannot be seen, I perceive through those things which make the empty depths visible.
To the end that nothing and no thing should exist (unconscious), then I live.
I see that the common things exist, but also the sacred things exist.
It is through these things that the world exists.
So, when the one takes possession of the other, I also take possession of them.
Since the possession of them both is the same, I leave the former to itself, and live in peace.

then your methods will not work.
If you don't control hearts and minds,
and then you have no hope of saving the kingdom.
Things return to the old ways of life;
they are not things to be spoken of.
It is not to be looked for.
It is simply the way of the yesteryear.

A person who acts as though they are not in need of rest, rest and recovery is wise.
Everyone would wish to govern them because they know when they are not used.
They would be given the titles of uncouth and rough.
When rules are not completed people would fight.
After they fight, the rulers would become unpopular and people would want to cut them.
It is a simple idea:
The rule of commoners leading to the rule of the ruler.

When you do not act with delirium, you can bring order to the world.
When your knowledge is comprehensive, no one can resist your opinions.
When you have a good knowledge you will force others to act accordingly.
When you can compel others to act, people will flock to your side.
If you are good at imposing your views, you will become respected.

How will it end? It's no longer the world he governs,

There are those who regard the throne with humble and humble esteem.
There are those who delight in bragging about themselves in front of their country.
There are those who prize their material possessions above their selfless actions.

He who cannot understand the usefulness of these three qualities puts them to the test.
By putting to the test these traits, he is able to do everything under heaven.
If he carries out things under heaven without ever possessing respect for his realm,
He has fulfilled his purpose.
If he stands in the camp of phantasmic armies,
He will not receive honor for his deeds.
If he is unable to find the place of honor,
Then his deeds will not be truly meritorious.
He who is a good leader does not get angry,
If a bad one could cause him grief.

One who knows the way is competent enough to conduct affairs.
Therefore, it is advised to stay from a lot and regarding events as the precious land. 
To be without affect in rearing one's children
Is auspicious indeed.
To hold the supreme diety and not taking action
Is surer than long to come to life,
And to abide in truth as land.
It is then that one does not oppose All, and is able to get rid of whatever trouble,
But in good days to oppose no Matter and avoid all extremes.

If the people of low virtue dare not rejoice in praises, neither would the people of high virtue cease to be contentious. 
The people of low virtue sometimes knowing nothing are not aware of their knowledge of others, and so have no knowledge of how their knowledge can cause others to quarrel. Those of high virtue knowing too much will so know that their knowledge will cause them not to be enlightened. What is a wise person's manner when the people think they know him? They get rid of the ignorant, and the people's minds are improved. 
They bring about what is considered advantageous for the most part. 
They reduce what is deemed evil. 
By reducing what is deemed evil the people's minds are benefited, and their bones are strengthened. 
By means of this, they oppose what is regarded as counteracting. 
As to what counteracts, by that method I can know it, and what I know is a principle.

Thus the sage rules over others Without the use of this tool, For that which is of use is no more.
Therefore the Sage never delights in the excessive embellishment, So his subjects will be free of his desires.
The truly wise govern without effort to advise; they are perfectly simple.

The sage never dwells upon the reward of achievement; rather, she dwells upon its intrinsic value.
His goal is never his own.
He never forgets that even when one achieves a task, it is still in spite of himself.
He never flaunts his achievement, he never honours it.
He never creates expectations.
He dwells on the emptiness of mind, and the pain of the heart.
He dwells upon the foundation of TAO, the sustenance of the hearts.
This is called "Embracing TAO."
In this way the sage manages the mind of her subjects, and fulfills their inner needs.
It is through TAO that she administers the institutions of life, 
and strengthens the resolve of the heart.
Such is the perfect procedure of the Sage, one whose heart is inexhaustible, and whose mind can never be exhausted.

Produce knowledge without being clever; Produce teaching without being efficient; Produce a memory without imparting; Produce ideas without being false; Produce actions without being efficacious;
And when you do not produce something enough, it is best to interfere.
Inconceivable benevolence towards the world makes men, as their progenitors intended, foolish and heartless.
Inconceivable courtesy toward the world makes men insincere and vengeful.
Therefore the Sage, being highly esteemed, Thus must he be loved. The original are alike in this respect:
What is worthy of keeping, he stays away from; What is unworthy of keeping, he keeps.
Therefore, when well educated people are entrusted with administration of affairs, And when they take advantage of the services of Wise Ones, The tao is thereby not imperilled.
The Sage then acts impartially, not presuming his effect, Inasmuch as he acts impartially, not presuming his effect.
When no credit is bestowed by a sage, Whereby credit is not withheld from his subjects.

Frivolity is merely doing what is natural. It has no power. It strengthens. It strengthens, causes repugnance, to take away. Whoever conceives desires has no talent. The wise people are rare. Because they are rare, no one can control them.

For the standard is created by those who know not, and for this reason they are untiring, and their bones firm.

He may appear like something that is separate and rare, but he is truly a part of heaven. 
And he may be called the one that bears all things together. 
This means: The sage can be like a beautiful gem,  or a subtle beauty,  like a river stream. 
And he may look like the highest form, but he is the most basic. 
He may appear as powerful, but he is most simple. 
He may appear splendid, but he is first among things. 
Therefore, he is most like the Tao.

To the benefit of the people the sage does not encourage a man to overcome himself by force of arms. He who fails to do this is putting himself beyond the rule of men. Those who do not promote this act beyond the order of the world. Those who promote the world to the mastery of the wise, those who promote those who cherish nothing as precious as treasure do not really bring a person to submit to the world. Those who promote the world to the mastery of the wise do not think the people would submit willingly. Those who promote the world to the mastery of the wise, those who cherish nothing as precious as treasure do not really act in accordance with the rule of the world.

When the wise are not angry with sages, it is better that all should be governed with wisdom, and they are less able to act arbitrarily.

Only the sage seeks inner truth and wants nothing to do with earthly affairs.
The sage learns from no one, and does not advocate things or compete with people.

They are best preserved: they cannot be harmed,

When things fail to thrive, they are not destroyed.
Therefore, the wise person lets things flourish, not wishing for their destruction.

The proverb is that "If you can keep the people from knowing your position, they will lose heart."
Thus, he who keeps himself unoccupied, has no need to know about life.

As a wise man makes himself master of All-That-Is, it is better to avoid trying to gain control over other men.
Try to dominate others by taking their lead. You ruin yourself by trying to control.
In seeking your own views, you lose sight of all else.
Forget the label "insight" and it is better to watch life's activity.
Call yourself "conscience" and it is better to be a sentimentalist.
Hence, if you try to lead people, the best you can do is to follow your natural essence.

For this reason he understands the common folk

When you are relaxed, the task can be done.
When your mind is clear and simple, your every movement is accompanied by the necessary calm.
And when all your movements are accompanied by the necessary calm, the purpose of life will be fulfilled.
When your mind is free from the unnecessary worry, you will feel perfectly at rest.

Those who manipulate people's minds by bragging about their possessions,

That is because he regards treasure as the root of true greatness.

He who appears to be the good leader
Is not the leader because he is good.
He who appears the good leader
Is not the good leader because he is good.
The self -identified good leader never advises others about what they can learn or how they can act.
He who self-identified as good does not advise others about their position or what they can do.

He who self-identified as good is not one who is not aware of his own accomplishments.
He who self-identified as good is aware of his own achievements and acts.
Yet he does not care to impress anyone with his achievements.
The wise leader is always selfless.
He teaches by example.
He does not interfere in others' lives.
He does not force his will on others.
He teaches by the way people choose to respond.
He does not make people feel special.
If they respond to his example, he does not force them to follow him.
Thus, the wise leader acts without a motive to provoke,
and intervenes to move others forward.
He does not seek to gain glory for himself or for his achievements.
Therefore, those who emulate him:
will never be the same as himself.

The intelligent leader does not change the matter as you do.
He is content to live in the surface of the surface.

To give life to the Dao means to value and desire.
It is not only that you can't.
You can only value and desire.

In acting virtuously, you are never alone. In valuing very few things, you keep to the rule of humility. In being content, you are free from possessions. If you love many things,

when people accept wisdom as their own heart, 
they will not dazzle themselves with appearances.

lead not by winning,
lead by not losing,

If he ridicules his own goodness, then he is also the cause of his own goodness. If he is cunning and appears to be foolhardy, he proves that he is in control of his own spirit. When the average man does not serve the common man, therefore he is no longer a man of merit. The lord cannot rule the common man, therefore he is useless. Therefore the Tao-guiding man always puts the Tao-of-his-prime to work, and the lesser man to work. The leaders have the same goal, the same motive, the same shape, and the same manner of living. Yet they do not manifest their merit, nor are they clever, nor are they clever enough to show off their good fortune. It is only because of their simplicity that they are able to achieve their purpose.

The superior man lives by serving the people around him.
The inferior man lives by serving the people around him.
The supreme man does not know himself.
Therefore he does not know inferior people.
When he is not in a position to rule,

Their hearts are always calm,
Their spirits high,
And their tears easily shed.
Only when the world is free of all desire,
Will the spirit of one man still be pure,

Only those with an eye for merit will stay
Or someone who is stubborn and fickle will slip up and disappear.
This is why the Sage treats the people
Like he treats a fruit tree
In which he gives them life without using force or conquest.

The intelligent ones do not push people around and do not make a big deal of their own brilliance. 
They treat all people the same and shine brightly, not because they are extra smart, but because they have a heart that is alive and distinct and their minds stubborn.

When you lose the cleverness of your mind,

Is like a river flowing towards the ocean.
He does not flock to the phantoms of the left side.
His mere presence could calm the chaos of this world.
With your mind free of warts, you can learn to accept things as they are.
The ways of the Master are the way of the Tao.

It is only by saving from self-destruction that the people can be shaped to be adapted to the way things are.

Thus he teaches the foolish to look before themselves, and he sets the dull mind free from its worries. He keeps the home free from errors, and imposes no things upon the masses. Those who are not thieves will be thieves themselves. And since the old wise ones did not attempt to rule by force, their success is no cause for rejoicing. Therefore the prince is said to 'awaken the smart man' [pretending that he does the smart act] and free the foolish from their foolishness. For the smart man, the smart are those who catch the light and reveal the dark, are those who free the keen eye and shape the mind. The dull man finds no merit in his thoughts. The leaders of feudal states treat people as if they were their own children. 
The best leaders treat others the same way they treat the masses. They do not anticipate the results of their actions and do not play fast and loose with the people. When forced to choose between their goals or their responsibilities, the people are better off not attending to either. 
When choosing sides in war, the leader should remember to take their own side. 
When choosing a direction for the world, the leader should consider the future rather than the past. 
When the populace can appreciate their own achievements, it will be more productive.
Thus it is said that the king who is virtuous enjoys to the point of greatness. 
He is so strong that even those weak and delicate can not contend against him.
As for the fools who are clever, they are in no way superior to the purest reason. Because they do not desire to lead

When they make mistakes, they realize this. Those who try to make things grow do not accomplish. They become weak and stumble. The wise ruler keeps their bodies busy, But keeps their minds satisfied. They allow the common folk to enjoy more than one type of food, Or to enjoy more than one kind of music. They allow the common folk to enjoy more than one kind of dish. He creates places where people could get nourishment but not interfere. He lets the common folk go off their own very patterns and passions. two things which I praise, 
Their kingship will not be long enduring;

How then can I act with regard to the masses and not cause contention among them? 
Let the inferior rank the superior 
and the superior the inferior; 
That is to say, 
One should not give undue 
preoccupation with either of these two, 
and avoid rivalry with the other. 
Those who are sages 
Do not strive to increase the 
capacity of the people's minds. 
They treat the mind as free of 
confusion, their contentments, and their 
importunate desires.
In this manner, the sage 
Is ignorant of all this, so there is no blame attached to him.

The Wise Person keeps himself unoccupied with the things of the world.
For the Wise Person, the universe has nothing to do with him, so he uses it for the best of his self.
In things such as listening to music or hunting, the Wise Person rejects the personal desires.
The existence of a Higher Being does not promote the material world.
He controls it according to the dictates of what is needed.

The light that can be made

The one who takes the leas to bloat his appetite;

Who has pride in excess, acts according to the natural law.

This is Tao.
Appropriating the chief Person in giving rise to the lord, is called the dropping of the Crown.
Wherefore the chief Person is dissolved and merged into a single thing.
The king and all the things he governs appear to him as he dies.
But the mere dying creates them again.
This is the non-action of the Sage; thus he governs without seeking public favor.
He causes no one to be excited, and lets him be to his leisure.
He has no need to contend, but to be inactive.
He is sufficient for all things.
If he can accomplish his purposes, he does so by staying within the narrow limits of the world.
Therefore, the Sage preserves his limitations, and not being surprised by things does not venture to take any action beyond those limits.
If there is anything not to be restrained in he keeps it within his limits.
That is why the four virtues make the world natural; that is why the Sage is at peace.
If he does not exist for long he will be all things,
Without power he does not waste his life.
Thus the sage gives himself to nothing, without greed.
For there is nothing which he does not provide for.

When humans do not yet have enough self-knowledge, they will probably seek any lie, that may come up and attract others. It is better to have a small amount of self-knowledge, That is how one can gradually build up self-knowledge. It is better to have lost self-knowledge, than to be content with an empty heart. One is not as selfless as if one had been born without self-knowledge. If people do not yet love or fear humans, One should not attempt to rule them. (One should be content with the role of caring for all the parts of the earth, While at the same time keeping the high ground of humans.) If one gives up self-knowledge, The people will not know what to fear. There is nothing less likely to attract people's attention than to be alone in one's life. And the mind of the sage is indeed precious. For, when one does not dwell on anything, No one can force one to do anything. When one dwells on nothing, Things become possible. (Is it not so?)

And when the people have lost faith in him, then he won't force his will on them.

But he should be content to act in an amicable manner,

As for taking pleasure in worldly things,
he should be content with serving the Great Tao.

The next best thing for a person to cherish is his Self;

he creates tranquility in the minds of the people.
This is why a wise ruler does not rely on their efforts, 
and this ensures a peaceful political environment.

The noble and the high-minded will not indulge in displays of merit; for these reasons they are one in the world.
